Pyotr Stolypin saw the creation of strong executive managers and sensible regulators as the linchpin of economic and political development in Russia. An essential task of the government in seeking to achieve stability and modernize the economy is to borrow from historical experience, such as the era of reform at the end of the 19th and beginning of the 20th century.
