The establishment of the Northern Sea Route is a key factor in the development of the Arctic and a major infrastructure project of global importance. Making the Northern Sea Route a truly global and competitive transport artery is a key priority. How will the infrastructure and communications management system of the Northern Sea Route develop? What are the new legal and regulatory challenges posed by navigation in the polar seas? How can we ensure safe navigation and prevent any harmful impact on the environment?

Igor Orlov

Governor of Arkhangelsk Region

Igor Orlov was born on 17 August 1964 in Debaltsevo, Donetsk Region. In 1987, he graduated from the Leningrad Institute of Aviation Instrumentation, specialising in Electric Equipment for Aircrafts, and gained a qualification as an Electrical Engineer. He holds a Master’s degree in Economics.After graduating, he was appointed as an Electrician to repair the electrical equipment at the Mechanical Engineering Enterprise Zvezdochka in Severodvinsk, Arkhangelsk Region. After working from 1988 to 1994 for scientific-research design and technology bureau Onega in Severodvinsk of the Arkhangelsk Region, Igor came back to Zvezdochka as Deputy General Manager. In 2008, he left Severodvinsk but continued his career in the same capacity at the Yantar Pribaltiysky Shipbuilding Works in Kaliningrad. Soon after that, he was appointed Managing Director of this enterprise. For just half a year, he worked as Senior Deputy Executive and Production Director of the car assembly company LLC Avtotor-Holding in Kaliningrad. In January 2012, Mr. Orlov became Governor of the Arkhangelsk Region. During his long career in industry, Igor Orlov was decorated with state and departmental awards: the Medal of the Order “For Merits to the Fatherland” of the second degree (2011), the Medal of Peter the Great (2004), the Medal “For Labour Valour” (2004) and the Lapel Pin “Shock Worker of the 12th Five-Year Plan” (1991).

Alexey Rakhmanov

President, United Shipbuilding Corporation

Alexey Rakhmanov was born on July 18, 1964. In 1986 he graduated from the Nizhny Novgorod Polytechnic Institute with a degree in mechanical engineering. In 2003 he graduated from the School of Business at the University of Chicago with a degree of Master of Business Administration. In the early stages of his career, he held various positions in the public and private entities. In 1996 he joined international auditing and consulting firm Ernst & Young where he worked until 2002. Between 2002 and 2008 he served as Director for Strategy and Business Development at JSC Severstal-Auto. In July 2008 he was appointed Director of the Department of Automotive Industry and Agricultural Machinery at Russia’s Ministry of Industry and Trade, and in March 2012 – Deputy Minister of Industry and Trade. Since June 2014 he has been President of the United Shipbuilding Corporation.
Alexey Rakhmanov is Chairman of the Supervisory Board of the St. Petersburg State Marine Technical University (SPbSMTU), Chairman of the Shipbuilding Industry and Marine Equipment Committee of the Russian Engineering Union, Member of the Russian Engineering Union Management Board.

Sergey Frank

Mr Sergey Ottovich Frank was born on 13 August 1960 in Novosibirsk.
In 1983 Mr Frank graduated with honours from the Admiral G.I Nevelskoy Maritime State University in Vladivostok, specialising in ship navigation on sea routes. In 1995 he completed a law degree at the Far Eastern State University in Vladivostok. In 2007 he defended his PhD dissertation in technical sciences.
1984-1989 – Deputy director of the Admiral G.I Nevelskoy Maritime State University.
1989-1995 – Head of the external economic relations department, Deputy head of finance and economics, and deputy general director at the Far Eastern Shipping Company.
1995-1996 – Deputy director of the department for maritime transport at the Ministry of Transport of the Russian Federation.
1996-1998 – Deputy, then First Deputy Minister of Transport of the Russian Federation.
1998-2004 – Minister of Transport of the Russian Federation.
Since October 2004 – President and Chief Executive Officer of PAO Sovcomflot.
Simultaneously from 2014 – Chairman of the Board of AO United Shipbuilding Corporation;
Member of the presidium at the Maritime Board under the Government of the Russian Federation ;

Denis Khramov

Graduated in 1997 from the Urals State Law Academy with a degree in Law. In 1999 completed a master’s course in Private Law with the Russian School of Private Law. In 2004, he obtained his candidate degree in Law.
From 1995 he was an in-house counsel at Transneftegaz CJSC. In 1997, he joined the Legal Center for Northern Territories as a lawyer and was subsequently appointed Chief Specialist and Deputy Head of Department with the Russian Ministry of Fuel and Energy in 1999.
In 2001, he was appointed Deputy Head of Department and Head of Department with the Russian Ministry of Economic Development and Trade.
In 2002, he joined Zarubezhneft JSC as Deputy Head of Division with the responsibility of supervising subsoil use, economic and financial affairs. In 2007 he became Senior Lawyer at LeBoeuf, Lamb, Greene & MacRae LLP.
From 2008 he held a number of positions with the Ministry of Natural Resources and Environment of the Russian Federation, including Chief Officer for State Policy and Regulation in Geology and Subsoil Use and Deputy Minister of Natural Resources and Environment of the Russian Federation, and was appointed First Deputy Minister of Natural Resources and Environment of the Russian Federation in 2014. During his service with the Russian Ministry of Natural Resources and Environment, he was in charge of economic and financial affairs, geology and subsoil use.
His outstanding service was recognized with awards at different levels.
In December 2015, he was appointed Deputy Chairman of the Management Board at OAO NOVATEK.

In 1982 he graduated from Lomonosov Moscow State University, Department of Geography. In his university years he was an active member of the students' union for environmental protection, recreation and against poaching.
In 1984 Alexey Knizhnikov was an environmental engineer at the All-Union Pipeline Construction Scientific and Research Institute (VNIIST), Moscow, and participated in the development of environmental protection measures in laying and operating pipelines in difficult geology engineering conditions.
Since 1996 – the Russian coordinator of the Caspian Program under the International Society for Animal Rights (ISAR). The goal of the program is the development of public environmental initiatives and interdepartmental cooperation for the preservation of the Caspian region nature.
Since 2006 up to day he is the Head of the Program on Environmental Policy in Fuel & Energy Complex at the World Wildlife Fund (WWF) Russia. He participated in a number of commissions of state and public expertise for oil and gas projects. He is one of the authors of the environmental rating of oil, gas and mining companies.
He is an observer from public organizations in the International Council for Grey Whales under IUCN, a member of the Russian Union of Industrialists and Entrepreneurs Council for non-financial reporting, and a member of the Public Council of the Russian Federal Agency on Subsoil Use.
