Urgent problems of Russian jurisdiction to be discussed at SPIEF 2018

The panel session ‘Competitiveness of Russian Jurisdiction: Rebooting the Legal Environment for Business as a Pathway towards a Trust Economy’ will be held on 25 May as part of the business programme of the St. Petersburg International Economic Forum 2018. 

The session panelists include Boris Titov, Presidential Commissioner of the Russian Federation for the Protection of Entrepreneurs’ Rights, and Andrey Tsarikovskiy, State Secretary – Deputy Head of the Federal Antimonopoly Service of the Russian Federation. Among other participants are Elena Bezdenezhnykh, Vice President – State Secretary and Head of Government Relations at Norilsk Nickel; Boris Boltyanskiy, Editor-in-Chief of Pravo.ru; Elena Borisenko, Deputy Chairman of the Management Board at Gazprombank; and Alexander Zyuba, Partner at Monastyrsky, Zyuba, Stepanov & Partners (MZS). 

Moderator of the session will be Vladimir Gruzdev, Chairman of the Board of the Association of Lawyers of Russia.

“The development of the digital economy requires the revision of many approaches to regulation and administration of law, therefore one of the legislation development priorities will be to modernize law in order to enhance its efficiency in a digital age. The Federal Antimonopoly Service is currently working on the ‘fifth antimonopoly package’ of amendments to optimize the competitive legislation in an era of new economic reality,” Andrey Tsarikovskiy said commenting on the topic of debate.    

The session participants will consider development prospects and competitive advantages of Russia’s existing legislation in the sphere of digital economy as well as the legal problems which remain relevant for the ‘traditional’ economy, international practices needed for advancing Russia’s jurisdiction and conditions required to ensure entrepreneurial freedom. The key issue of the debate will be the possibility for the Russian legal system to stimulate the development of a trust economy in the country.        

As part of the Russian Investment Forum in February 2018, the Roscongress Foundation and the Association of Lawyers of Russia signed a number of trilateral agreements on cooperation with the regions of Russia. The documents are aimed at raising the level of legal culture, improving legislation and building the foundations for the rule-of-law state to solve the tasks of social importance.
