Sustainable development of territories is a major item on the agenda of states around the world and influencing the strategic priorities of their development. The environment, economy and social sector are also becoming key components. The concept of the balanced development of these components cannot be put into action without effective interaction between the government and business. Different industries take different paths in building such a dialogue. The faster a particular industry develops, the more adaptive the model of interaction between the state and business should be. The session will address the most effective patterns of interaction between the commercial and public sectors based on the example of the event industry as one of the most rapidly developing sectors in the world. What steps need to be taken to build the most effective model for the sustainable development of territories? Can the event industry become a component for such a concept? What does the industry expect from representatives of the federal and regional authorities? What joint actions are needed to attract major international events to the regions? What social and economic impact does the event industry have on the development of territories? What are the most effective formats for the government and business interaction in the event industry? What is the role of public institutions and organizations in these processes?

Elif Balci Fisunoglu

Regional Director (Europe), International Congress and Convention Association (ICCA)

Elif began her career in the communications field, spending 20 years in various positions in the media, advertising, meeting and hospitality industries, before being appointed as ICCA Regional Director (Europe) in January 2018.

Before joining ICCA, Elif spent 15 years with the Istanbul Convention and Visitors Bureau, where she held senior sales and marketing positions before serving for over three years as General Manager. During this time, she was an extremely active contributor to the ICCA community. She has been a speaker, mentor and regular Congress attendee, chaired ICCA’s Mediterranean Chapter, and regularly participated in Client-Supplier workshops.
She has been involved in winning many association Congresses, governmental meetings and international mega event bids for Istanbul from year 2001-2014.
She is the Regional Director Europe for ICCA- International Congress and Convention Association (ICCA) headquartered in Netherlands and in this role the focus is to develop the regional meetings strategy.
Academically he holds a Master’s in Advertising and Promotion. Elif is currently continuing her academic career, and is writing her PhD thesis about the role strategic communications plays in building a destination’s image.

His main focus is efficient cooperation with event industry players, such as private companies, international industry associations, Russian and foreign state companies, as well as partners representing other industries.
Has held a number of large events both in Russian and foreign venues and provided communications support for government bodies and private companies.
Has worked outside Russia, focusing on event industry, business contacts and organizing exhibitions and congresses for both Russian and foreign participants.

Elena Semenova

Elena Semenova was born on 5 October 1962.
From 1979 to 1985, she studied at the Polytechnic Institute of Chisinau (USSR), majoring in electrotechnics.
From 1992 to 2003, she worked as a coach and consultant at the German Academy of Management of Lower Saxony (industrial consulting; projects in Russia and the CIS). She was mostly focused on building co-operation between enterprises in Germany and the CIS countries, joint ventures, business assessments, marketing, and sales development.
Since 2003, Elena Semenova has been holding the post of General Director of Phoenix Contact RUS, a subsidiary of the electrotechnical concern Phoenix Contact GmbH & Co. KG.
Since 2016 she has also headed Phoenix Contact Scientific and Production Association.

Henrik von Arnold

Henrik von Arnold has been in the business events industry since 1997.
His main functions has been team leader of Gothenburg Convention Bureau and later on Stockholm Convention Bureau, both in Sweden. Since 2014 he is living in Vienna, Austria and act as a senior consultant within the consultancy company ENITED Business Events.
Before his time within the business events industry he has been working at the chamber of commerce and also been project manager for several main city events within the sectors of culture, sports, politics and business.

Tatyana has multi-faceted experience in leading the industry of organizing meetings and business events, including the positions of a head of the organization team for the PwC Russia events and a brand manager of the Trust Bank Group, as well as the project work in the Ministry of Transport of the Russian Federation. From 2015 to 2017, she held the office of General Director of the Moscow Congress and Exhibition Bureau. From 2017 to 2018, Tatyana worked at the Agency of Strategic Initiatives as a head of the event organization centre. She currently is a head of the Business Events Department at the Center for Strategic Research Foundation and is a project manager for the preparation, organization and holding of the 23rd General Assembly of the World Tourism Organization (UNWTO) on the part of the Ministry of Economic Development of the Russian Federation.
Tatyana is an expert of the congress and exhibition industry and believes that the business events market needs new formats that would suit the ever-changing changing market laws.
