‘NATIONAL ECONOMIC INTERESTS VS. GLOBAL GOVERNANCE INSTITUTIONS'

The appearance of new economic growth centres leads to changes in the structure and development tendencies of global commodity and financial markets. The global financial crisis and the various associated problems of dollar downing, in addition to the emergence of the sovereign investment funds, price increases for energy resources and provisions - all these factors together indicate separate, individual manifestations of similar processes. The list could be expanded to include the issue of climate change. Reductions in the negative effects of this issue often require not only individual, but also joint efforts to be made by a large number of countries worldwide. The global economic management institutions currently in existence were formed, and came into play, in a different epoch. Nowadays they are unable to cope with the tasks they are facing. These tasks include the prevention of crisis tendencies and reduction of their negative consequences - both for individual countries and for the global economy as a whole. In these conditions many countries begin acting on their own with a view to protecting their own national interests. Lack of coordination in their actions may lead to an unjustified growth in protectionism. A cardinal reform of institutions and global management principles is absolutely essential to enable a more precise and accurate accountability of both national and global interests.

The Russian financial services sector has demonstrated impressive rates of growth over recent years in all segments: bank assets have grown, as have premiums for insurance companies, net asset value funds, exchange turnovers, volumes of distribution and profit among market participants. In a situation of accessible money and formerly low coverage of all categories of consumer by financial services, those engaged in the market rapidly grew in absolute volume even with a reduction in relative market share. It was easy to be successful. The years of growth became an incubation period for the transition from speculative stimuli to long-term strategies, but also, even more importantly, opportunities opened up to build formal and informal financial institutions, and relationships of trust. Changes in the external conditions - instability of the markets in developed economies, slowdown in growth, rise in prices for resources - should indicate to what extent the period of prosperity was used for these opportunities, and how companies in the financial sector will operate in the new conditions.

How mature have the institutions become in the formation of long-term strategies? Prospects for competition on the financial market with the involvement of companies with state and foreign capital.
