After graduating from the Energy Mechanical Engineering Department of the St Petersburg State Polytechnic Institute in Turbine Building, he worked at Lenenergo Heating Power Plant 15 for five years, first as an engineer and then as Head of Operations. 1998: joined the Lenenergo Administration, where he worked as Head of the Power Plant and Heating Grid Capital Construction Department, Deputy Head of the Capital Construction Administration, and Engineering and Analytics Centre Director. 2000: Lenenergo Technical Development Director.2001: Director of the Lenenergo Kirishi State District Power Plant and then General Director at this plant. 2005: Technical Director of RAO UES of Russia and member of the Management Board. September 2006 to October 2007: combined this job with the post of General Director and Chairman of the Management Board at Power Machines. On July 1, 2008: on dissolution of RAO UES of Russia, he left the company as Technical Director and headed TGC-1 in December. In May 2011, he joined the Z1 InvestmentGroup as a Director. He is currently General Director at the T Plus Group.

Dmitry Kozak, born November 7, 1958. After graduating from the Faculty of Law at Saint Petersburg State University, he worked at the Leningrad Prosecutor’s Office as a senior prosecutor in 1985—1989. 1990—1994: head of the legal department, head of legal management at the St. Petersburg City Council. 1994—1998: chairman of the legal committee for the Mayor’s Office of St. Petersburg, Governor’s Office, St. Petersburg. 1998: Vice-Governor of St. Petersburg, chairman of the legal committee for the Governor’s Office of St. Petersburg. 1999: elected chairman of the board of directors for the International Investment Fiscal Union. 1999—2000: head of the government office, Minister of the Russian Federation. 2000—2003: deputy leader of the Presidential Administration of the Russian Federation. 2003—2004: first deputy header of the Presidential Administration of the Russian Federation. In 2004: chief of government staff of the Russian Federation. 2004—2007: Plenipotentiary Representative of the President of the Russian Federation in the Southern Federal District. 2007—2008: Minister of Regional Development of the Russian Federation. 14th October 2008: appointed Deputy Chairman of the Government of the Russian Federation.

Dmitry Peshnev-Podolskiy, First Vice-President at Gazprombank, graduated with honors from the Financial University under the Government of Russian Federation. He is also an alumni of Stanford Graduate School of Business. His financial career spans almost 20 years and includes various managerial positions at Alfa Bank and Uralsib Financial Corporation. In 2008-2012 he acted as First Deputy President and Chairman at BCS Financial Group, the largest Russian brokerage house. Since 2013 he is supervising Private Banking and Wealth Management business at Gazprombank. Along with his business career Dmitry has also a 10-year experience in lecturing at the Financial University under the Government of Russian Federation.

Deputy from the Republic of Tatarstan to the State Duma of the Federal Assembly of the Russian Federation in the sixth convocation, member of the United Russia faction, Vice-Chairman of State Duma Committee for Housing Policy and Utilities In 1999, Alexander graduated from Tver State University in Law. For a long time, he worked as a lawyer and ombudsman in public organisations. He taught law at the university and became a CSc (Law) in 2006. From 2006 to 2009, he held various positions in commercial structures. He was Deputy CEO of Tuymazysteklo OAO and Advisor to the CEO for Legal Issues at Ufa Engine Industrial Association. In 2009, he began working as Secretary of the Federation of Independent Trades Unions of Russia (FITUR) as Head of the Collective Action and Union Movement Development Department of the FITUR, in charge of 1 May processions and demonstrations of trades unions. In 2011, he was elected State Duma Deputy from the Republic of Tatarstan. Mr. Sidyakin has been awarded diplomas of honour by the Russian President “For legislative work, services in law enforcement and many years of conscientious service” and “For contribution to preparations for and holding of the 27th World Summer Universiade 2013 in Kazan”.

Since August 2012: member of the Advisory Panel under the Russian Government and Head of the Working Group for Development of Housing and Utilities under the Advisory Panel of the Russian Government. 6 December 2013: appointed to the position of Deputy Minister of Construction, Housing and Utilities, Russian Federation. 1 October 2014: appointed Chief State Housing Inspector of Russia. December 2015: elected Bureau Member of the UNECE Committee on Housing and Land Management.

CEO RKS-Management. Pavel was born in Moscow on September 23, 1970In 1993, he graduated from Moscow State University in Physics. Pavel has held executive positions in various companies. From 2002 to 2007, he worked for coal companies: as Head of Financial Directorate, Coal Company Kuzbassugol, and as Deputy General Director for Finance at Vorkutaugol, He has been General Director of Vtorchermet (St. Petersburg). Prior to 2011, he worked for TGC-2 as Deputy General Director for Economics and Finance. From September 2011, he was employed by RKS-Management as Deputy Director for Economics and Finance and became Director in October 2011. Since March 1, 2015, he has been at the helm of RKS.

In 1991 he graduated from the Moscow State Institute of Radio Engineering, Electronics and Automation. He worked in senior positions in a number of Russian banks and industrial companies. 2009–2012 – General Director of Energostroyinvest-Holding, the largest contractor for power network construction. 2013–2015 – General Director of PSK Remput, one of the largest contractors for transportation construction and design. General Director of the Rosvodokanal State Company since June 2015.
