Fashion today is an innovative force that is helping several Russian regions to develop a creative economy and is contributing to the competitiveness of national light industry. Responding to shifting consumption models, the fashion sector has been at the forefront of introducing new materials and online services, and the advent of digital design and new production technologies has created fertile ground for disruptive startups enabling future growth. Having demonstrated domestic success, firms can seek international recognition and boost the country’s non-commodity exports. Can fashion become a driver for a creative economy, and what is its global potential? What steps should be taken to make Russian light industry competitive in a digital economy? How are Russian fashion firms adapting to changes in consumption models to maintain competitiveness in the global fashion sector? Born February 24, 1953 into a navy family in Baku. 1976 – graduated from the Leningrad Institute of Aerospace Instrumentation (as a mechanical engineer specializing in aerospace medicine instruments). 1976 – engineer at the defence enterprise NPO Leninets. 1978 – instructor at the Nevsky regional committee of the Young Communist League. 1979–1994 – service with the KGB (head of the Vyborg City Department of the KGB for the Leningrad Region and St. Petersburg). 1994–1999 – head of the St. Petersburg Administration of the Federal Service of the Tax Police, Lieutenant General of the Tax Police. 1999–2000 – Presidential Plenipotentiary Envoy to the Leningrad Region. 2000–2011 -– Presidential Plenipotentiary Envoy to the Central Federal District. On August 31, 2011, Mr. Poltavchenko was appointed Government of St. Petersburg. Awards: Order ‘For service to the homeland’ IV degree (2003), Order ‘For service to the homeland’ III degree (2008), Order of Alexander Nevsky (2013), and other state awards.

Igor Gulyaev

Igor Gulyaev is a Russian fashion designer, who brought innovation to fur fashion industry. Receiver of multiple awards. Born in Satbayev, Kazakhstan. Made his first piece at the age of 14. At the age of 18 Mr. Gulyaev moved from Kazakhstan to St. Petersburg, where he founded IGOR GULYAEV Fashion House in 2009. In 2010–2011 he received a number of fashion industry awards, including Fashion Designer of the Year, Best Fur Fashion Designer, For Outstanding Contribution to Russian Fashion Industry, Global Breakthrough, Best Fur Brand and Best Russian Fur Fashion Brand. His fashion shows are part of Fashion Weeks in Moscow and St. Petersburg. They run abroad as well – in Kazakhstan, Slovakia, the US and France. All production facilities are located in St. Petersburg, while the flagship store is based in Moscow. After completing military service, Georgiy Drachov took the position of General Director of BTK Group, a part of the Russia’s largest light-industry holding BTK group of companies. Mr. Drachev is responsible for business and competitiveness development of BTK Group, as well as business development strategy.

Born in Leningrad July 6, 1971. 1997 – graduated Saint-Petersburg State University of Industrial Technologies and Design in Sewing Engineering. 2000 - graduated Saint-Petersburg State University of Industrial Technologies and Design in Economics and Management of a Textile Enterprise. Married, raises a daughter. Served in the army from 1989 to 1991. Started his career in the textile industry in 1997 on Sovetskaya Zvezda as a transport specialist. From 1998 to 2000 worked various enterprises as economist and chief accounting officer. Joined PNK im. Kirova in 2000 as a chief engineer of thread production line. 2004–2011 – head production officer on thread lines. Head engineer since 2011. Since October 2016 manages an enterprise with over 900 employees as director general. Elgiz Kachaev

Chairman, St. Petersburg Committee for Entrepreneurship and Consumer Market Development

Born on April 6, 1963 1981 – Leningrad Technical College No. 137, graduated with honours. 1984–1990 – Evening Department of the Faculty of History of the Leningrad State University 2002 – second higher education in the North-West Academy of Public Administration, major in Legal Studies 1982–1984 – served in a separate cavalry troop 98th division of Airborne forces. Completed his military service holding the rank of staff sergeant of Airborne forces. 1989–1991 – working in the Regional Centre of the Youth Residential Complex of the Leningrad Region Committee of the All-Union Leninist Young Communist League. Since 1991 has been doing business in the field of introduction of new technologies and equipment repair at the power complex enterprises. Since 2005 has been the head of St. Petersburg regional department of ‘Business Russia’, the head of the sector energy committee, a member of the General Council of the All-Russian organization ‘Business Russia’. In 2007 Mr. Kachaev organized the Association for promoting business activity St. Petersburg Inter-regional Information and Business Centre which existed with the support of the St. Petersburg Committee for Foreign Relations. In 2008 Mr. Kachaev became the head of the Committee on Promoting Small Business of the St. Petersburg Chamber of Commerce and Industry. Since 2005 Mr. Kachaev has been actively participating in social programmes: 2005–2007 – together with other entrepreneurs of St. Petersburg rendered assistance to the Russian airbase in the city of Kant in Kyrgyz Republic. In St. Petersburg Mr. Kachaev participates in rendering comprehensive assistance to the Nikolsky Children’s Home, to the hospital of St. Olga, to the ‘Dynamics’ School for handicapped children, and to the veterans of the Great Patriotic War. In Ulyanovsk Region he renders comprehensive assistance to the families which are guardians to orphans. Together with the ‘Healthy Heart’ International Fund, he participates in the professional development programme for young Russian doctors in the leading centres for cardiology of the USA and Europe. On August 27, 2012 Mr. Kachaev was appointed Deputy Chairman of the Committee for Economic Development, Industrial Police and Trade of St. Petersburg. On January 1, 2013 Mr. Kachaev was appointed Chairman of the Committee for the Development of Business and Consumer Market of St. Petersburg. He is a member of the Regional Coordination Council of the All-Russia People’s Front in St. Petersburg, a member of the Advisory Council with the Office of the Federal Antimonopoly Service in St. Petersburg. Married. Raises five children.

Aleksander Lodyshkin was born on 25 May 1981 in the city of Ivanovo, Ivanovo region. Since September 2014 – head of the Road Facilities Department of the Ivanovo region. From January 2015 to August 2015 – head of the Road Facilities and transport Department of the Ivanovo region. Since November 2015 – director of the Department of Economic Development and Commerce of the Ivanovo region. Since 2015 to the present day - head of the Department of Finance and banking, economic faculty of the Ivanovo State University. He was awarded with letters of thanks and a honorary certificate of the Governor of the Ivanovo region. Married, has got two sons.

Tatyana Parfionova

Tatiana Parefenova was born in 1956 in Poltava. In 1964 moved to Saint Petersburg. In 1977 graduated from Serov Art School (Roerich Art School since 1992) and Moscow technological Institute in 1990. Before establishing her own fashion house, worked in Leningradodezhdy as a graphic designer. In 1988, headed Fashion Theater. Same year received an award at Intermoda competition in Czechoslovakia. In 1989 received a prize at the Young Designer Contest in London. Tatiana Parfenova became recognized at the beginning of the 90-s.
