Antimonopoly regulation is a crucial element of domestic economic policy, in that it creates competitive market conditions and prevents excessive monopoly practices. In particular, enhanced antimonopoly legislation is essential for the smooth development of the digital economy in Russia. Can the existing antimonopoly system adequately assess the dynamics of market development when it comes to digital technology? What challenges does the innovative digital environment pose for antimonopoly regulation? What regulatory and operational aspects need substantial adjustment?

Natalia Korosteleva advises and represents clients in all areas of Russian competition law. She coordinates merger control approvals of domestic and international transactions, regularly appears before the Federal Antimonopoly Service of Russia during antitrust investigations in cases concerning abuse of dominance, concerted actions, cartels and vertical restraints, advises on business restructurings and market strategies to comply with antimonopoly regulations, as well as a variety of other matters.Her recent victories in the area of competition enforcement include representation of Yandex against Google. She frequently advises on the legal regime of foreign investments into strategic sectors of the Russian economy. Over the years of practice Natalia has developed expertise in such sectors as metals, mining, energy, packaging, food and beverage, pharmaceuticals, transport, building materials, media, banking and others. She is a member of a number of Advisory Councils at the Federal Antimonopoly Service of Russia. Thanks to her active involvement in drafting of laws, she has contributed to the drafting of inter alia the Second, the Third, and the Fourth “Antimonopoly Packages” of laws, of amendments and additions to the federal laws On Competition Protection and On Strategic Investments, of the Governmental Regulation No. 583 (with respect to “vertical agreements”).In 2016 Natalia has been named as one of the Global Competition Review’s Women in Antitrust, being the only lawyer from Russia to be featured among the 100 elite practitioners working on antitrust litigation and enforcement across multiple jurisdictions.Prior to joining Egorov Puginsky Afanasiev & Partners in 2006, Natalya was the Head of Legal at EuroCement Group, a leading Russian cement holding.Natalia Korosteleva graduated from the Law School of Krasnoyarsk State University in 2001 and the All-Russian State Tax Academy of the Ministry of Finance of the Russian Federation in 2005.

Pierre-Dimitri Gore-Coty

Pierre heads Uber’s operations across Europe, Middle East and Africa overseeing the company’s growing business across 45 countries and over 120 cities. Spending some years at Goldman Sachs, becoming an entrepreneur at the age 27 and harnessing a big urge to build something, Pierre joined Uber’s first international city as General Manager for France in 2012. As one of the earliest members of the team and with a conviction of the need to offer better transport options, he mass-scaled Uber’s service across Europe before taking the challenge to the wider region. Pierre first developed his passion for numbers during school, coding and building websites with friends, after which he further developed his skills at the Ecole Centrale de Paris before heading to New York to study Financial Engineering at Columbia University. He is a French citizen based in Amsterdam.

Sergey Zhigarev

Chairman, State Duma Committee on Economic Policy, Industry, Innovative Development, and Entrepreneurship

Born March 31, 1969 in Moscow. Holds a CSc in Economics. Positions held within the past 15 years: Head of Main Office for Economics and Industry of the Administration of the Krasnoyarsk Region; Deputy Director for Property, GAZ JSC, Nizhniy Novgorod; Senior Deputy Director Zarubezhneftegazstroi, Moscow; Senior Deputy General Director Gazprominvestbank, Moscow; Deputy of the Moscow Region Duma. Since 22.12.2009 placed on the Presidential reserve staff list. 2011: elected Deputy to the State Duma, the lower house of the Federal Assembly of Russia in its 6th session. Held the position of the senior deputy chairman of the defence committee, as well as positions on the interagency security committee under the Defence Council and the council for public-private partnership of the Military Industrial Commission of the Government of the Russian Federation. 2016: elected Deputy to the State Duma its 7th session. Also chairman of the State Duma Committee for Economic Policy, Industry, Innovative Development and Entrepreneurship. Married. Has three children.

Elena Ivashentseva

Elena Ivashentseva is a Senior Partner at Baring Vostok Capital Partners. Since 1999, she has led investments by the Baring Vostok funds in the mass media, telecommunications and information technology sectors, including Yandex, Ozon.ru, Avito, 1C, CFT, ER Telecom, Ivi.ru, Gett, BlaBlaCar, Carprice, 2GIS, CTC Media and others. Elena graduated from the London School of Economics with a Master’s Degree in Finance and Accounting. She also has a diploma with honors in Economics from Novosibirsk State University and is a Certified Financial Analyst (CFA).

Andrey Tsarikovskiy

State Secretary, Deputy Head, Federal Antimonopoly Service of the Russian Federation

Graduated from Saint-Petersburg Engineer-Economy Academy, specialization economy and organization of engineering industry, honored qualification engineer-economist. In 1995 he has became assistant to the Member of the Legislative Assembly of St. Petersburg. A year later, he was appointed as a Chief of Staff of the First Vice-Governor - Chairman of the Finance Committee of St. Petersburg City Administration. Under his guidance a set of law enforcement acts and administrative rules of Saint-Petersburg Administration in the sphere of state finance management were elaborated. From 1999 till 2004 – Director of scientific-research programs, executive director of “EPICENTER –Saint- Petersburg Foundation”. Is a draftsman of several legislative initiatives at the State Duma of the Russian Federation in the sphere of economy, finance, taxes and antimonopoly policy. Since 2004 – Deputy Head of the FAS Russia, since July 2006 till now – Stats-secretary – Deputy Head of the FAS Russia. Andrey Tsarikovskiy is a member of Governmental Commission on legislative activity, Governmental Commission on Economic Development and Integration, Military-Industrial Commission under the Government of the Russian Federation. Andrey Tsarikovskiy is the active participant of the FAS’s Russia international cooperation with foreign organizations and competition authorities in the sphere of antimonopoly policy, combating unfair competition, state regulation of natural monopolies and control over public procurement.
