Programme

Development institutions are government bodies which accumulate financial resources and use them to develop promising sectors of the economy, introduce innovation, and realize important social and infrastructure projects. With their help, many countries have succeeded in modernizing their economies and stimulating growth. However, surveys and studies reveal a lack of awareness and a paucity of trust among Russian businesses with respect to engaging with the support measures that development institutions offer. How successfully are Russian development institutions functioning at the present time? Have they succeeded in creating an effective operating model whereby development institutions complement each other’s work across the country? Could creating an open communications platform for collaboration between development institutions and business increase the effectiveness of support programmes? What role should major institutions play in creating a communications environment of this kind?

Alexander Braverman

Mr. Braverman was born on May 1, 1954. He graduated from Kharkiv Engineering and Economics Institute and completed graduate studies at Lomonosov Moscow State Institute of Fine Chemical Technologies. He is a Doctor of Economic Sciences and a professor. 1995–1997 – He served as president of the Russian Marketing Association. 1997–1999 – He was Deputy Chairman of the State Property Committee of the Russian Federation and then First Deputy Minister of State Property of the Russian Federation as well as acting Minister of State Property of the Russian Federation. 1999–2000 – He served as president of the Russian Marketing Association. 2000–2004 – He was Deputy Minister of Property Relations of the Russian Federation and a State Secretary. 2006–2008 – He served as Chairman of the Committee for the Development of an Affordable Housing Market under the Russian Presidential Council for the Implementation of Priority National Projects and the Demographic Policy. August 2008 – Under Order No. 1145-r of Russian Prime Minister Vladimir Putin, he was appointed Director General of the Russian Housing Development Foundation.On Oct the 2nd 2015 A. Braverman was appointed as General Director of Joint-stock company «Russian Small and Medium Business Corporation» (JSC «RSMB Corporation» ). From October 12, 2015 he is a member of the Board of Directors of JSC «RSMB Corporation» ex officio.

Hans-Paul Buerkner

Chairman, The Boston Consulting Group

Hans-Paul Bürkner is Chairman of The Boston Consulting Group. He was previously President and Chief Executive from 2003 to 2012. He joined BCG in 1981 and was a member of the teams that opened BCG's Düsseldorf (1982) and Frankfurt (1991) offices. Before becoming the firm's CEO, he was head of BCG's global Financial Services practice. He has counted among his clients many of the world's leading companies during more than 30 years at BCG. He has worked with them to redefine their strategies and organizations, spearheaded major global expansion initiatives, and supported them in the fundamental restructuring of their businesses. Hans-Paul studied economics, business administration, and Chinese, receiving a Diplom from the University of Bochum, an MA from Yale University, and a DPhil from the University of Oxford, where he was a Rhodes Scholar.

Dmitriy Pankin

The Chairman of the Management Board manages the operations of the Bank and the Management Board in compliance with the Bank’s Charter. The Chairman of the Management Board is elected for four years. The Chairman is answerable to the Bank’s Board regarding resolutions, organization of the Bank’s activities and the Bank’s performance. The competences of the Chairman of the Management Board are specified in the Bank’s charter. Dmitry Pankin graduated from the Political Economy Department of the Leningrad State University named after Andrey Zhdanov, and is a candidate of economics. He had professional development courses at Bocconi University in Milan and the City University Business School in London. In 1999-2000, Dmitry Pankin headed a department at RAO UES of Russia. In 2000-2003, he chaired the Board at the St. Petersburg Bank for Reconstruction and Development. In 2004-2011, he worked as Deputy Director and then Director of the Department for International Financial Relations, Public Debt and Public Financial Assets at the Russian Ministry of Finance, and then as Deputy Minister of Finance. In 2011-2013, he headed the Federal Financial Markets Service of the Russian Federation. In 2013-2015, Dmitry Pankin was Deputy Minister of Finance of the Russian Federation. On 6 February 2015 he was appointed as the Chairman of the Management Board at EDB. Dmitry Pankin was awarded the Second Class Medal of the Order for Merit to the Fatherland in 2007 and the Order of Friendship in 2011, and received acknowledgement letters from the President and the Minister of Finance of the Russian Federation. Dmitry Pankin is an active First Class State Counsellor of the Russian Federation.

He defended his thesis in 2004. He was conferred the degree of Candidate of Economic Sciences. In 2007, he received the title of Associate Professor. Experience: 2001-2002: Executive Director, “International Investment Symposium” Center of ANE. 2002-2004: research fellow, “Investment Management School” Center of ANE. 2004-2007: Deputy Dean, the Faculty “School of Economics of Land Markets” of ANE. 2007-2009: Vice-Dean, the Faculty of Economics of Real Estate, ANE. 2006-2008: leader of the Innovative Educational Program in the framework of the National Priority Project “Education”. 2009 till present: Vice-rector, RANEPA. Svetlana Chupsheva

Svetlana Chupsheva was born in Prague. In 2001 she graduated from Samara State Academy of Economics with Honors. Commencing from 2000 Svetlana Chupsheva worked at the Central Department of the Bank of Russia for Samara Region, then at the Government of Samara Region. From 2004 she held position of the Director General of the Rating Agency of the Government of Samara Region, and was the head of the State Institution Agency for Economic Development of Samara Region. From 2009 – adviser to the Deputy Chairmen of the Government of Samara Region – Ministry of Economic Development, Investment and Trade of Samara Region, then adviser to the Chairman of the Board of the CB Regional Credit, LLC. From 2011 – corporate director of the Agency for Strategic Initiatives (ASI). On August 10, 2015 she was appointed as the line director of the Social Projects of the ASI. From 2017 – Director General of the Agency for Strategic Initiatives. She is awarded with the Certificate of Merit issued by the President of the Russian Federation, she has the certificate of acknowledgement issued by the President of the Russian Federation and the certificate of acknowledgement issued by the Mayor of Moscow. She brings up four children.

She is a Vice-President of Russian non-governmental organization for small and medium business «OPORA RUSSIA»; a member of the Supreme Council of the All-Russian political party «United Russia»; the representative of the Presidential Commissioner for protection of the entrepreneurs rights; the Committee Coordinator of the All-Russian People’s Front; the Chairman of the Board of Directors of SPA “Phoenix”, LLC; the Deputy Chairperson of Public Council of the Federal Accreditation Service; a member of the Public Council of the Federal Agency on Technical Regulating and Metrology (Rosstandart), a member of the Council of SRO “Association PPE” (Association of designers, manufacturers and suppliers of personal protective equipment). Marina Bludyan is the author and patent holder of 18 Russian invention patents and 8 international invention patents.

Kirill Kaem

Kirill is a medical doctor in seventh generation of his family. He graduated from the Nizhny Novgorod State Medical Academy in 1992. In 1997 he succeeded with honors in a joint MBA program of the Lobachevsky State University and Taylor University.Kirill has over 20 years' experience in senior management roles. His specialization is launching new business for major international and Russian companies.In 1995 he set up a network of regional office distribution centers in the Volga Region for Oriflame Cosmetics company, that became one of the region's biggest tax payers. In 2000 Kirill worked in Germany, in the central office of Varta company. After Varta's merger with the American group Spectrum Brands, for next 8 years he was responsible for business in Russia. In 2008 he relaunched the German and American holding JAFRA International in Russia. In 2009 Mr. Kaem took responsibility as General Manager for the Russian holding Hygiene Kinetics, the biggest manufacturer in the market for domestic paper and cellulose products.From 2011 to 2013 he led the biggest federal chain of clinics, Alfa Health Centre - a new business for Alfa Group. From 2013 onwards he has been a member of the Board of Directors and a co-founder of the international medical centre 'Medcluster', set up by Sberbank in partnership with Strategy Group Partners and Johns Hopkins Medicine International as a potential partner. In 2013 Kirill joined Skolkovo Foundation as Vice-President and Head of Biological and Medical Technology Cluster.

Roman Petrutsa

Born on July 16, 1977 in Moscow. 2000: graduated from the Moscow State University of Economics, Statistics and Informatics, Faculty of Finance and Credit. 2006: MBA from the Higher School of Management of Higher School of Economics. 1997–2012: worked in various divisions of Sberbank of Russia. January 2012: headed the Financial Office of the Department of Science, Industrial Policy and Entrepreneurship of the Moscow Government. On May 28, 2013, appointed Deputy Head of the Department. April 27, 2015: appointed Deputy Director of the Industrial Development Fund. Since September 22, 2015: Senior Deputy Director of the Industrial Development Fund. April 6, 2017: by the order of the Ministry of Industry and Trade of the Russian Federation, appointed Acting Director of the Industrial Development Fund.

Boris Titov

Boris Titov was born on December, 24, 1960 in Moscow. He is a graduate of the Moscow state institute for international relations in 1983. In 1983-1989 worked for the foreign trade association “Soyuznefteexport”. 1989-1991 – chemistry department chief at the soviet-dutch joint enterprise “Urals”. 1991-2012 - executive director of Solvalub group of companies. 2001-2002 – the president of the JSC “Agrochemical corporation “Azot”. 2006-2012 – chairman of board of directors, general director of “Abrau-Durso” wine producing company. 2000-2005 – member of the bureau of the board of the Russian Union of Industrialists and Entrepreneurs. 2004-2012 – chairman of the All-Russia public organization “Delovaya Rossiya” (“Business Russia”). 2006-2009 – member of the Civic Chamber of the Russian Federation. In June 2012 was appointed the Presidential Commissioner for Entrepreneur’s rights. Member of the Presidential Economic Council since July 2012. Pavel Shinsky

Pavel Shinsky was born in 1974 in Moscow. Pavel is a graduate of the Ecole Normale Superieure (Fontenay-Saint-Cloud), specialising in the Russian language, as well as the political and cultural history of the Soviet Union. 1999 to 2007: research lecturer at different institutions of higher and secondary learning in France (Charles De Gaulle University – Lille III and Paris I Pantheon Sorbonne universities). 2003 to 2007: trained the top management of companies operating in Russia and/or conducted negotiations with Russian partners (preparing for talks, thematic research, simulation of various situations, etc.). In charge of the Russian series Domain Rus at the Parisian publishing house Le Cherche-Midi éditeur, created in 2000. Author of a dozen articles and two monographs (Stalin: Unpublished Archives 1926–1936 [1] published by Berg International in 2001 and Microhistory of Big Terror: the Factory of Guiltiness in Stalin’s Era [2] published by Denoël in 2005). June 1, 2007: appointed Director General of the French-Russian Chamber of Commerce and Industry (CCI France Russie). February 1, 2014: at the 12th Congress of Russian Chess Players, elected one of the five vice-presidents of the Russian Chess Federation (RCF). October 15, 2015: in recognition of his efforts to strengthen economic relations between Russia and the West in general and France in particular, received a Letter of Appreciation from Russian President Vladimir Putin “for contributing to the socioeconomic development of the Russian Federation, successful labour, active public activities and many years of conscientious work” [3]. As Director of CCI France Russie, has spoken repeatedly against the sanctions imposed in 2014 in the wake of the Ukrainian crisis. On the eve of voting at the National Assembly of France, which stood for the repeal of the sanctions, CCI France Russie personally requested each of the 577 deputies to support the given resolution. The mission of CCI France Russie is to consolidate economic and trade relations between France and Russia by encouraging two-way investment flows, facilitating constructive dialogue and better understanding of the French and Russian realities. May 25, 2016: the economics experts of CCI France Russie met with Russian President Vladimir Putin in the Kremlin to discuss the economic and trade ties between France and Russia.
