Terrorist and extremist crimes where cyber tools play a role are becoming more frequent. How can we ensure the safety of information space? What is required for building a robust cybersecurity infrastructure?

Mr. Plugotarenko graduated from the Moscow Institute of Physics and Technology (MIPT), Department of Physical and Quantum Electronics (1993–1996) and Department of Control and Applied Mathematics (1996–1999), certified as Physical Engineer specializing in Applied Mathematics and Physics.From 2002, he was leading ICT specialist at the UNESCO Institute for Information Technologies in Education (IITE UNESCO – http://ru.iite.unesco.org).In 2004–2006, he was executive director and, from 2007, director of the Runet Awards competition. Since 2005, he has served as coordinator of programme committees for some high-profile sectoral conference events, including the Russian Internet Forum (RIF), Russian Interactive Week (RIW) and others.In 2005–2007, he served as deputy executive director of the Regional Non-government Centre for Internet Technologies (ROCIT – www.rocit.ru) – the oldest NGO engaged in expert evaluation, promotion and development of the ICT segment in the Russian Federation, upholding the interests of Internet users. In 2007, he was elected executive director of ROCIT.From 2005 he was ideologue and founder of the Russian Association for Electronic Communications (NP RAEC – www.raec.ru), promoting the interests of Russian Internet players. From 2006, he was deputy general manager of NP RAEC.In 2011–2013, Mr. Plugotarenko was member of the Council of Coordination Centre for National Top Level Domains RU/RF – www.cttld.ru. Since 2010, he has been director of The Russian Association for Electronic Communications (NP RAEC).

Andrey Vorobiev

Director, Coordination Center of the National Domain of the Internet

In 1999, Andrei Vorobyov graduated with honors from Moscow State University of Railway Engineering (MIIT) as an engineer-technologist of transport machine building. In 2006, he received a second degree from Russian State Institute of Intellectual Property, the faculty of law (“Legal protection of intellectual property”). In 2008-2009, he received additional professional education in economy at International Academy of Appraisal and Consulting. He studied on the faculty of Business Appraisal and specialized in Appraisal of Intellectual Property. In 1998, Andrei Vorobyov started working on television in Troitsk. He had a great career progress from a correspondent to Chief Information Officer. From 1999 to 2000 he was the press secretary of the Mayor of Troitsk. He started working in domain industry in 2001 at the Russian Institute for Public Networks (RIPN). After a unit of RIPN that dealt with domain registration was unbundled, Andrei Vorobyov became the director of public and government relations of RU-CENTER domain registrar. In 2015, Andrei Vorobyov has become the Director of Public Relations at Internet Development Institute. In October 2015, he has become the Director of the Coordination Center for TLD RU/РФ. Over the years, he has become a well-known expert in Internet projects PR and legal support. He has several scientific publications devoted to the protection of rights of Internet intellectual property owners and issues of information security. In 2012, Andrei was elected co-chairman of the RAEC Commission of hosting providers and registrars. Since 2014 he has been a member of ROCIT’s board.

Sergey Grebennikov

Director, Center for Internet Technologies (ROCIT)

Mr. Grebennikov graduated from the International Academy of Business and Management (MUBIU), faculty «Institute of Modern Communication Systems and Technologies» (2003-2008), specialization - "exhibition business and advertising". He worked as a PR-specialist in different companies such as Rasprodaga.ru, Webalta, Retail Media - Rasprodaga.ru. Since 2007 - Deputy Executive Director of ROCIT. Since 2010 - Deputy Director of the Association of Electronic Communications (RAEC). Since December 2014 - Director of the Russian Public Center for Internet Technologies (ROC-IT) For many years Sergey has been the organizer of Russian Internet conferences, forums and awards, such as: RIF + CIB, Russian Internet Week, Runet Award, etc.

Vladimir Kirienko

Senior Vice President for Business Development and Management, Rostelecom

Vladimir Kirienko was born on 27 May 1983 in Nizhniy Novgorod. In 2005 he graduated from the National Research University High School of Economy, studying company economics and finance, then in 2014 he graduated from Skolkovo Moscow School of Management receiving his Executive MBA degree. From 2005 until 2011 Vladimir was the Chairman of the Board of Directors of Volga telecom company as well as a member and the Chairman of the Board of Directors of OJSC ACB SarovBusinessBank. In 2008–2011 he was the Chairman of the Board of Directors of Nizhegorodpromstroybank. Since 2011 he has been the Chairman of the Board of Directors of LLC Capital. Vladimir has gained extensive expertise in direct investments in Russian companies and IT business. Vladimir Kirienko has held the position Senior Vice President for Business Development and Management of Rostelecom since September 2016.

Kyriakos Kokkinos

Kyriacos Kokkinos is an IBM Executive Director & Partner, IBM Europe, with 30 years of experience in the Information Technology Sector. In his most recent role, he leads the European Team for Cognitive Solutions in the Telecom, Media and Energy & Utilities Industries. His professional domain is Digital Transformation and Cognitive Computing (artificial intelligence). His key disciplines include: Strategic Thought Leadership, strong business acumen, innovation and knowledge creation consultant, trusted business advisor at board level. He is a member of IBM’s Research Institute IBV (Institute for Business Value). Throughout his career, he served in several managerial and executive positions across different European geographical areas. He is distinguished for his entrepreneurial, leadership and consultative qualities and competencies and served in different sectors such as Communication, Healthcare, Public Sector and Banking. Kyriacos Kokkinos is also a Board Member of Cyprus Investment Promotion Agency Invest Cyprus. Stanislav Kuznetsov

Deputy Chairman of the Executive Board, Sberbank

Stanislav K. Kuznetsov was born on July 25, 1962, in Leipzig (GDR). In 1984, he graduated from the Military Institute with a Military and Political Specialization including the study of foreign languages (German and Czech), and in 2002 he graduated from the Law Institute of the Ministry of Internal Affairs with a specialty in Law. PhD in Law. In 1979-2002, he served in the Russian Armed Forces and law enforcement agencies. In 2002-2004, he was the head of the Administrative Department of the Ministry of Economic Development and Trade of the Russian Federation. In 2004-2007, he was appointed head of the Administrative Department of the Ministry of Economic Development and Trade of the Russian Federation. From April 2007 to December 2008, he was Deputy Minister for Economic Development and Trade of the Russian Federation. In January 2008, he became the Senior Vice-President and member of the Executive Board of Sberbank. Since October 2010, he has been a Deputy Chairman of the Executive Board of Sberbank. Supervises the work of the Administrative Unit, the Administrative Support Centre, and the Moscow Regional Directorate of the Cashflow Management Centre. Coordinates the work of the Bank's security subdivisions. Awarded the Order of Merit for Service to the Fatherland, 4th Class, the Order of Honour, the Order of Friendship, and the Order of Alexander Nevsky. Honoured with the acknowledgement of the President of the Russian Federation. Awarded the Certificate of Honour of the President of the Russian Federation and the Government of the Russian Federation.

Yuriy Kurochkin

Head of the Quantum Communications Group, Russian Quantum Center

Yury Kurochkin is the Quantum Communications Group leader of the Russian Quantum Center. Experienced in international scientific research, as well as in business structures like BCG and Gazpromneft. In joint project with Gazprombank Yury demonstrated the first in Russia quantum cryptography in urban conditions and the first multi-node quantum network in the country. Yury is PhD in physics and the author of more than 40 scientific publications.

R. Preston McAfee

Corporate Vice President, Chief Economist, Microsoft

R. Preston McAfee, Corporate Vice President and Chief Economist of Microsoft, is an well- known economist and the author of over 100 refereed articles, seven patents and three books. McAfee received a B.A. in economics from the University of Florida in 1976, M.S. in mathematics and economics, both in 1978, and Ph.D. in economics in 1980, from Purdue University. He joined Yahoo in 2007 as chief economist, moved to Google in 2012, and joined Microsoft as CVP and chief economist, in 2014. Working with colleague John McMillan in the 1980s, McAfee developed research that showed how auctions could be designed to improve government procurement and sales. This theoretical and empirical research was used in the 1994-5 sales of spectrum (radio frequencies) by the FCC, which netted $20B for the government. The auction design that emerged has been used around the world, in the sale of over $100B in spectrum. For this work, McAfee was awarded a Golden Goose award in 2014. In 1995, McAfee together with colleagues formed a company, Market Design, Inc., that provided auction advice and expertise in many countries. McAfee has done extensive work in antitrust, and testified in the mergers of Exxon and Mobil, BP and Arco, and Peoplesoft and Oracle. In addition, he testified in the FTC v. Rambus. In 2006, McAfee finished Introduction to Economic Analysis, a freely available textbook covering both introductory and intermediate microeconomics. He won the Association of Research Libraries’ SParc Innovator award in 2009.

Demetrios Marantis

Senior Vice President, Head, Global Government Relations, Visa Inc

Ambassador Demetrios Marantis serves as Senior Vice President, Global Government Relations, leading Visa’s global government relations team and is responsible for partnering with government officials around the world to advance policies that foster the growth of electronic payments. Ambassador Marantis joined Visa from Square, where he led global policy, government, and regulatory affairs. Prior to joining Square in May 2013, Marantis served as Acting United States Trade Representative and Deputy United States Trade Representative. Marantis was nominated for his position by President Barack Obama and confirmed by the U.S. Senate on May 6, 2009. As Deputy United States Trade Representative, he was responsible for U.S. trade negotiations and enforcement in Asia and Africa, including the TransPacific Partnership (TPP), the Asia Pacific Economic Cooperation (APEC) Forum, the U.S.-China Joint Commission on Commerce and Trade (JCCT), the U.S.-India Trade Policy Forum, and Trade and Investment Framework Agreements with countries ranging from South Africa to the Philippines. He played a central role in the negotiation and congressional passage of the U.S.-Korea trade agreement and spearheaded conclusion in APEC of the first ever agreement to reduce tariffs on environmental goods. Marantis holds a J.D. from Harvard Law School and an A.B. in Public and International Affairs from Princeton University.

Scott Overson

Scott believes in the transformational impact of technology to enrich lives and make companies or organization more competitive or productive. He is the General Manager for Intel’s Industry Solutions Group for Europe, Middle East and Africa, responsible for accelerating break through solutions across all vertical industry segments. Prior to his current role, Scott worked in a broad range of areas including Mexico country manager, vertical solutions marketing, global channel initiates, Intel Labs, product development, and finance. Scott earned his MBA from the University of Oregon and his undergraduate finance degree from Brigham Young University.

Ilya Sachkov

Founder, General Director, Group-IB

Ilya Sachkov is the founder and CEO at Group-IB, the leading Russian company in cybercrime prevention and investigation. Ilya has held his position since 2003. Ilya Sachkov is a member of cybercrime expert committees such as: the State Duma of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation, the Council of Europe, and the OSCE. He is also a member of various international associations, including the International Information Systems Forensics Association (IISFA), the Association of Certified Fraud Examiners (ACFE), and the Honeynet Project. Additionally, Ilya is a member of the Russian Information Systems Security Professional Association (RISSPA), the Coordination Center for TLD RU, and the PIR Center EKS Working Group on International Information Security and Global Internet Governance, as well as a co-chair of the Cybercrime Committee at the Russian Association for Electronic Communications (RAEC). In 2010 Ilya Sachkov became the first Russian to win the Digital Crimes Consortium award for his contribution to international exchange of experience in the field of computer forensics. In 2015, he received the EY Entrepreneur of the Year National Award in the “Telecommunications” category and Special “Business Internet Choice” Prize. In 2016, Group-IB CEO was ranked among the brightest young entrepreneurs under 30 according to Forbes magazine.

Michael Yakushev

Vice-President of Stakeholder Engagement, Eastern Europe, Russia and Central Asia, ICANN

A graduate of the International Law Department of MGIMO under the MFA of the USSR, Mr. Yakushev served as diplomat of the USSR Ministry of Foreign Affairs and later as an official of the Russian Ministry of Information and Telecommunications. From the mid-1990s, he was one of the most prominent experts in Russia and the CIS in information law, Internet administration and information security. He represented the Russian Federation on the G8 DOT-Force Workgroup (2000–2001), the Workgroup under the UN General Secretary for Internet Administration (2004–2005) and the Special Commission of the Council of Europe on Problems of Transboarder Data Flows (2010–2011). He spearheaded the legal services of Russian representatives in Global One / Equant, Microsoft and SAP; in 2010–2012, he was Vice-President of the Mail.ru Group. In 2014, Mr. Yakushev was appointed Vice-President of the Internet Corporation for Assigned Names and Numbers (ICANN) for Russia, Eastern Europe and Central Asia. He has written numerous research works on the theory of law, information law and Internet administration.
