To manage complex processes like the digitalization of the economy, a special kind of organization is required. One method is to form consortia made up of suppliers of technological solutions, consumers of these solutions, and a state regulator. A key task of these project-oriented consortia is to reduce the current lag between research and development, incorporating technological innovations into finished products, and launching products globally. What potential is there for setting up strategic consortia in Russia today? How can they be integrated into international research networks, international digital economy regulatory systems, and the Internet? How can we balance the participation of business and the state in shaping the priorities of investment policy in the technological sector?

Born on January 20, 1961 in Abakan, Krasnoyarsk Region. Professional interests: Higher education, vocational education, human resources management. Science and technology management, energy foresight, industrial and technological foresight. Regional planning, strategy for regions and cities development, tools and mechanisms for regional development. Education: Law School of Leningrad State University (LSU), Doctor of Juridical Science Professional background: Upon graduation he became an active researcher and educator. 1989–2002 – Krasnoyarsk State University and Krasnoyarsk State Agrarian University In 2002 the Center for Strategic Research of the Krasnoyarsk Region has invited him to head the laboratory of political and legal research. As an expert and consultant cooperated with a number of regional Russian and foreign strategic centers, including the “Center for Strategic Research North-West” Foundation. He was engaged in projects of regional development and national industrial policy. 2004–2006 – Chief Scientific Officer of the “Center for Strategic Research North-West” Foundation. 2006–2014 – Director of the “Center for Strategic Research North-West” Foundation. 2014–present – Chairman of the Board of the “Center for Strategic Research North-West” Foundation. 2014–2016 – President of the “Center for Strategic Research North-West” Foundation. 2016 – present – Vice-President of the “Center for Strategic Research” Foundation.

Kirill Varlamov

Head, Internet Initiatives Development Fund (IIDF)

Kirill Varlamov is a head of Internet Initiatives Development Fund (IIDF), created by the current President of Russia, Vladimir Putin. IIDF was established in March 2013. IIDF main goals are financial and consulting support of internet projects at all stages of development, searching and selecting startups and growing them to a highly valuable business. Kirill is also a CEO at Naumen, company cofounded with Аleksandr Davydov in 2001. Naumen is one of the leading companies in software development in Russia. Born in 1974 in a city of Sverdlovsk, Kirill graduated Ural State Technical University in 1996, attended classes at Bradley University, Peoria, IL. In 2012 Kirill graduated Moscow management school Skolkovo as Executive MBA. In November 2012 Kirill became a winner at national finals of Ernst & Young “Entrepreneur Of The Year” in IT section. That contest is being held for 27 years in 140 cities of 50 countries around the world.

Alexey Kudrin

Chairman of the Board, Center for Strategic Research Foundation; Deputy Chairman, Economic Council under the President of the Russian Federation

Alexey Kudrin is currently Dean of School of Liberal Arts and Sciences of St. Petersburg State University. Since May 2000 till September 2011 he served as Finance Minister of Russia. His financial policies received international recognition; he was named "Finance Minister of the Year 2004" by The Banker magazine and "Finance Minister of the Year 2010" by Euromoney magazine. In years 2000-2003 and 2008-2011 Alexei Kudrin also held the post of Deputy Prime-Minister. In 2005 he was awarded the Order of Merit for the Fatherland.Before joining the government, Alexei Kudrin worked for Saint-Petersburg City government, holding positions of Deputy Mayor of St. Petersburg and Chairman of the Committee for Economy and Finances.Alexei Kudrin has academic degree of Candidate of Economic Sciences (PhD in Economics). He is professor, author of more than 30 research papers and articles on economics and finance, delivering lectures in many universities and colleges around the globe and providing his expertise to the government of Russia.

Alexander Povalko

Mr. Aleksandr B. Povalko was born in Lyubertsy, Moscow Region, on May 16, 1970. He graduated from Ordzhonikidze Moscow Aviation Institute majoring in Radio Engineering (1992) and Maymonid State University majoring in Applied Mathematics (1996). From 1994 to 2007, Mr. Aleksandr B. Povalko worked as Senior Consultant of Valuation Department, Project Director, and Director of Business Development of PACC. From 2007 to 2008 — Director of Strategic Planning, RENOVA Stroy Group CJSC. From 2008 to 2012 — Deputy Head of the State Committee for Youth Affairs of the Russian Federation and Deputy Head of the Federal Agency for Youth Affairs. From 2012 to 2016 — Deputy Minister of Education and Science of the Russian Federation. 2016 — CEO of RVC. Jong-lok Yoon

President, National IT Industry Promotion Agency (NIPA)

Mr. Jong Lok Yoon is president of National IT Industry Promotion Agency of Korea since 2015. Prior to this position, he served as the vice minister of Korean government at the ministry of Science ICT and Future Planning. He was a professor of Yonsei University in Seoul, Korea as of September 2011. He was senior executive consultant to the Bell Labs in New Jersey since December of 2009-2011. He was a board of director and senior executive vice president of KT and has been leading the Growing Business Group until 2009. Prior to that, he had served as the head of R&D Group, New Business Planning Group, Marketing Group, and e-Biz Group. He also served as the president of KT America Inc.
