Born on 16 June 1954 in Komsomolsk-on-Amur. Upon graduating secondary school, received training in aircraft manufacturing. After graduation worked in Komsomolsk-on-Amur Aircraft Production Association named after Yu.A.Gagarin. Graduated Komsomolsk-om-Amur Polytechnic University with the qualification of Technical Engineer in Aviation Production.
In 2002, completed advanced training course on Defence and Security of the Russian Federation at the Military Academy of the General Staff of the Russian Federation Armed Forces.
In 2003, received a second university degree specializing in Law.
In 1973-1975, did military service in the Missile Forces and Artillery Forces in the Far East. After military service, returned to Komsomolsk-on-Amur Aircraft Production Association, where he worked his way up from a foreman to chief engineer and technical director.
Mr. Shport’s input helped new models of military aircrafts of Su-22, Su-27 and Su-35 series get developed and launched into mass production; unique military fighters Su-33 (ship-based), Su-30МКК и Su-27СМ were put into operational readiness as well as exported.
At the initiative and under direct supervision of Mr. Shport, two conversion programmes were launched at Komsomolsk-on-Amur Aircraft Production Association: assembly of Be-103 (Amphibia) and Su-80 for 30 passengers for local and regional airlines.
In 1999-2007, Deputy of the 3rd and 4th State Duma of the Federal Assembly of the Russian Federation. Deputy Head of the State Duma Committee for Industry, Construction and Knowledge-intensive Technologies. Head of the State Duma Expert Council for Russian Industry Technical Modernization. Chairperson of the deputy inter-fraction association Aviation and Space.
In 1999-2003, headed Expert Council for Aviation and Space Technology.
Since January 2008 to February 2009, Director of the Department on Production and Technical Development in Sukhoi Aviation Holding Company.
Since 2 March 2009, Deputy Chair of Khabarovsky Krai Government, Minister of Industry, Transport, and Communication of Khabarovsky Krai.
On 30 April 2009, appointed Acting Governor of Khabarovsky Krai by the Executive Order of the President of the Russian Federation.
On 6 May 2009, granted authority of the Governor of Khabarovsky krai by Khabarovaky Krai Legislative Duma.
On 30 April 2013, appointed Acting Governor of Khabarovsky krai by the Executive Order of the President of the Russian Federation.
On 8 September 2013, by popular vote elected Governor of Khabarovsky krai.
Decorated with the Order of Friendship, Anniversary Medal 300 Years of the Russian Navy; Quality Expert of the USSR Aviation Industry, Honorary Aircraft Industry Worker.
The author of 10 patented inventions.
PhD in technical sciences. Professor of the Academy of Military Sciences.
Married, two children (son and daughter).

Graduated the Moscow Institute of Physics and Technology.
In 1992 he co-founded the TECHNONICOL company. Today TECHNONICOL is one of the largest international manufacturers of reliable and efficient construction materials and includes 53 plants in 7 countries. The products are delivered to over 80 countries.
He is a member of the Presidium of the General Council of the public organization “Delovaja Rossija”, a public Representative of the Commissioner for Protection of the Rights of Entrepreneurs under the President of the Russian Federation B.J. Titov, the Ombudsman for Antimonopoly Legislation, an Adviser to the Chuvash Republic Head on development of production capacities in the region, attraction of new investment projects and diversification of the economy of the Republic.
He provides sponsorship to Russian biathletes.

Denis Tikhonov was born in September 9, 1977 in the town of Aleksin, Tula region.
Graduated from Tula State University, Department of Economics and Department of Cybernetics.
Until 2007 he held the post of Deputy Head for Economics and Finance of Aleksinsky District.
From 2007 to 2013 Director of the Economic Development and Investment Department of the Tula Region Administration, Minister of Economic Development and Industry of the Tula Region.
From 2013 to December 2014 Deputy Chairman of the Government of the Tula Region.
Since January 2015 Investment Commissioner of the Government of the Tula Region.
In 2015 according to the National Rating of the Investment Climate in the Russian Regions – research conducted by the Agency for Strategic Initiatives (ASI), the Tula Region was among the top 10 regions in the country with favorable conditions for business development.
In 2016 he became the General Director of AO «Корпорация развития Дальнего Востока» (Korporatsia razvitiya Dalnego Vostoka / Corporation for the Development of the Far East).
