Signing of cooperation agreements between the Roscongress Foundation, the Association of Lawyers of Russia and the regions of the Russian Federation. The subject of the agreements is facilitating the cooperation in the area of enhancing the general investment prospects and export potential of the regions, as well as promoting the promising investment and export projects of the regions in domestic and foreign markets, including establishment of partnerships, promotion of law and study of the Parties’ experience in legislation improvement and formation of the foundations of the rule of law, solution of socially significant tasks, enhancement of the legal culture level and legal awareness of citizens and businesses.

Evgeny Kuyvashev

Governor of Sverdlovsk Region

Born on March 16, 1971 in the settlement of Lugovskoy of the Khanty-Mansi district (Tyumen Region).
In 1999 he graduated from Moscow Military Institute of the Federal Border Service of the Russian Federation; in 2010 he followed a retraining course ‘State and Municipal Government’ at University of Tyumen.
His major discipline was jurisprudence.
His qualification is legal worker.
After his work at Surgutremstroy and service in the Soviet Army he studied at Tobolsk Medical College and then moved to the settlement of Poykovsky of the Nefteyugansk district where he worked from 1997 to 2005 at the settlement administration, including as the Head of it.
In 2005 – became the Deputy Head of the Moscow Directorate of the Federal Bailiff Service and the Deputy Chief Bailiff for Moscow.
December 2005–July 2007 – worked as the Head of the Tobolsk Administration.
July 2007– January 2011 – was the Head of the Administration of Tyumen.
On 29 January 2011 – was appointed Deputy Presidential Plenipotentiary Envoy to the Ural Federal District by order of the Chief of Staff of the Presidential Executive Office.
On 6 September 2011 – was appointed Presidential Plenipotentiary Envoy to the Ural Federal District.
On 14 May 2012 – was appointed acting Governor of the Sverdlovsk Region.
On 29 May 2012 – was confirmed as Governor of the Sverdlovsk Region.

Alexander Stuglev

Chairman of the Board and CEO, The Roscongress Foundation

After graduating from Ustinov Baltic State Technical University (St. Petersburg) in 1996, Alexander Stuglev began his career organizing conventions and conferences at the company Exhibitions-Seminars-Business (ESB). He was shortly appointed CEO of ESB and became one of the founders of convention and exhibition activities in Russia.
In 2006, Stuglev took over the company Restek Congress, the main contractor for the St. Petersburg International Economic Forum. A year later, he became Executive Director of the SPIEF Foundation, the Forum’s operator. In 2009, Stuglev was appointed CEO of the SPIEF Foundation. In the following years, the St. Petersburg International Economic Forum became the largest event of its kind in Russia with participants traditionally including heads of state, top politicians, and leaders of global business.
In December 2015, the SPIEF Foundation was renamed Roscongress Foundation and became the operator of several major convention and exhibition events in Russia, including forums in Sochi and Vladivostok as well as the Foundation’s offsite sessions abroad.
Alexander Stuglev was awarded the Medal of the Order ‘For Merit to the Fatherland’, second class, on 17 August 2017 for his contribution to preparation for and the holding of the 20th St. Petersburg International Economic Forum.
