Collaboration within the Shanghai Cooperation Organization (SCO) is a priority for Russia’s foreign policy. In 2017, India and Pakistan became fully fledged members of the organization. Over the past year, they have been increasingly involved in the organization’s work, and have become members of the SCO Business Council. Strengthening of the role of the Business Council in the trade and economic agenda of the SCO is considered as a necessary precondition for full realization of the potential of trade and investment cooperation. What is the common business agenda and what opportunities exist for the representatives of observer states to participate in the process? What does the future hold for the cooperation between the Business Council and the working groups of the Organization? How can we eliminate barriers to trade and foster deeper industrial and technological cooperation, including through the creation of new production chains and the use of international financial instruments?

President, Chamber of Commerce and Industry of the Russian Federation

Born on October 2, 1954 in Moscow. Graduated from the Moscow Car and Road Construction Institute and the International Business School of the Moscow State Institute of International Relations (MGIMO). Took an active part in establishing and developing the Chamber of Commerce and Industry of the Russian Federation, which held its founding Congress on October 19, 1991. At the 7th congress in March 2016, he was elected President of the Chamber of Commerce and Industry of the Russian Federation for a second term. The range of Sergei Katyrin's activities as President of CCI Russia includes effective coordination within the national network of chambers of commerce and industry of Russia, which incorporates territorial chambers of commerce and industry, associations and business unions. Establishment of productive cooperation with legislative assemblies and executive authorities at both national and regional levels constitutes yet another area of his daily concern. Sergei Katyrin represents Russia's Chamber of Commerce and Industry in major business unions where he is among the board members.
He is a member of the working group for joint anti-corruption measures of representatives of the business community and government authorities under the Presidium of the Presidential Council for Counteracting Corruption and takes part in meetings of the Presidium of the Presidential Council for Counteracting Corruption. He sits on the government's Commission for Development of Small and Medium-sized Businesses and is a member of the Public Council for Development of Small and Medium-sized Businesses, which works under the Chairman of the Federation Council of the Russian Federal Assembly. At the same time, Sergei Katyrin fulfils functions related to the international activities of the Chamber of Commerce and Industry, being Chairman of the Russian chapter of the BRICS Business Council and Chairman of the Russian National Branch of the Shanghai Cooperation Organization Business Council. In addition, he is a member of the Committee of the Chief Executives of CIS Chambers of Commerce and Industry. During the term of Sergei Katyrin’s presidency, the Russian Chamber of Commerce and Industry signed the Anti-Corruption Charter of Russian Business.

Daniil Algulyan

He studied regionalism, international political science and law at Moscow State University for international relations (MGIMO), Daniil Algulyan obtained an Executive MBA degree from London Business School. Prior joining Vnesheconombank he headed the representative offices of KfW, Germany, and of its specialized export finance subsidiary KfW IPEX-Bank in Russian Federation. His current main field of activities is finance and promotion for the Russian export.

Rashid Alimov

Born 23 June 1953. Ethnic Tajik.
Education:
Graduated from Tajik State University in 1975. Graduated from the Academy of Social Sciences at the Communist Party of the Soviet Union (CPSU) Central Committee in 1989. Doctor of Political Sciences. Fluent in Tajik, Russian and English.
Experience:
1976-1982: Held various positions in the Central Committee of the Leninist Young Communist League (LYCL) and the Communist Party of Tajikistan (CPT);
1982-1986: Instructor and Deputy Head of the Agitprop Department of the All-Union Leninist Young Communist League (ALYCL);
1986-1991: First Secretary of the LYCL of Tajikistan and member of the ALYCL Central Committee Bureau; leading positions in the CPT Dushanbe City Committee;
1986-1994: Deputy of two convocations, Chairman of the Committee on Youth Affairs and member of the Presidium of the Supreme Council of the Tajik Soviet Socialist Republic (TSSR);
1991-1992: State Counsellor to the President of the Republic of Tajikistan;
1992-1994: Minister of Foreign Affairs of the Republic of Tajikistan;
1994-2005: Permanent Ambassador of the Republic of Tajikistan to the UN;
2005-2015: Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan to the People's Republic of China; Permanent Ambassador of the Republic of Tajikistan to the Shanghai Cooperation Organisation (SCO);
SCO Secretary-General since 1 January 2016.
At the SCO summit in Ufa on 10 July 2015, Rashid Alimov was appointed SCO Secretary-General from 1 January 2016 to 31 December 2018. He holds the diplomatic rank of the Ambassador Extraordinary and Plenipotentiary.
Author of 13 books and over 50 articles on international relations published in academic journals in China, Kazakhstan, Russia and Tajikistan.
Received the state orders Friendship of Nations and Sharaf, as well as medals and other awards of the Republic of Tajikistan.
Winner of the Silk Road — Humanitarian Cooperation international prize and gold medal for special contribution to humanitarian cooperation between SCO member states.
Married with two children.

Shamshad Akhtar

Under-Secretary-General of the United Nations; Executive Secretary, The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP)

Dr. Shamshad Akhtar (Pakistan) is an Under-Secretary-General of the United Nations and the tenth Executive Secretary of the Economic and Social Commission for Asia and the Pacific. She currently serves as the Coordinator of the five United Nations Regional Commissions.
Formerly, Dr. Akhtar was the UN Secretary-General's Special Senior Advisor on Economics and Finance, and Assistant Secretary-General for Economic Development at the Department of Economic and Social Affairs. She led the UN-wide coordination of the work on the post-2015 development agenda, and was also the United Nations Sherpa for the G20, supporting the Finance Ministers and Central Bankers track.
Dr. Akhtar has previously served as Governor of the Central Bank of Pakistan. In her capacity as Governor, Ms. Akhtar was also the Chairperson of the Central Bank Board and its affiliates, as well as a Governor of the IMF. She won two consecutive awards as Asia's Best Central Bank Governor from Emerging Markets and from the Banker’s Trust. In 2008, The WALL STREET JOURNAL ASIA also recognized her as one of Asia’s top ten professional women.
Dr Akhtar served as Vice President of the Middle East and North Africa Region of the World Bank. In this role, Ms. Akhtar spearheaded the Bank’s response to the Arab Spring as well as the Arab regional integration strategy and its implementation. She served in the Asian Development Bank for almost 15 years, rising through the ranks from Senior Economist, to the highest professional positions, including Special Senior Advisor to the President of ADB, and Director-General of the South-East Asia region.
Ms. Akhtar was a post-doctoral US Fulbright Fellow at Harvard University, she holds a PhD in Economics and a Masters in Development Economics from the UK, and an MSc in Economics from Quaid-e-Azam University, in Islamabad.

Boris Dubrovsky

Governor of Chelyabinsk Region

Boris Dubrovskiy was born on November 22d, 1958, in Magnitogorsk (the Chelyabinsk region).
In 1990 he graduated with distinction from Magnitogorsk State Mounting and Smelting Institute named after G.I. Nosov;
In 2001 – Academy of National Economy functioning under the RF Government aegis (“Enterprise and Organization Management”).
In 1976 upon the graduation, he was employed by Magnitogorsk Integrated Iron and Steel Works (“MMK” OJSC).
In 2000 he was promoted up to the Deputy Commercial Director and Equipment Department Chief consecutively; in 2002 Boris Dubrovskiy became a Technical Director and then Chief Engineer of “MMK” OJSC.
From 2003 to 2008 Boris Dubrovskiy worked as a Sales Director both on home market and abroad as well as Executive Director of “MMK” OJSC.
From 2009 to June 2011 he held the official position of the First Deputy General Director of "Research and Production Corporation "UralVagonZavod" OJSC.
Since May of 2011 his career has been culminated as a General Director and Chairman of the Management Board of “MMK” OJSC.
He was elected as a Governor of the Chelyabinsk region in September 14th, 2014.
Boris Alexandrovich Dubrovskiy was awarded a medal of the Order of Merit for the Motherland, II degree, in 2003; Medal of Honour in 2012, and a Decoration of Merit for the Chelyabinsk Region in 2013.

Vladimir Ulahovich

Chairman, Belarusian Chamber of Commerce and Industry

Vladimir Evgenyevich Ulakhovich was born on September 6, 1957.
In 1985 he graduated with honors from the Belarusian State University (BSU).
From 1986 till December 1990 Vladimir Ulakhovich worked at the Minsk Oblast Committee of Komsomol and, subsequently, at the Central Committee of Komsomol of Belarus.
January 1991 – April 1997 – work at the Secretariat of the Supreme Soviet of the Republic of Belarus as Office Assistant, Senior Assistant, Leading Specialist, and Assistant to the Chairman of the Supreme Soviet.
1997 – April 2000 – Deputy General Director of "Interfax" News Agency.
April 2000 – October 2011 – Director of the Center for International Studies of BSU.
October 2011 – August 2016 – Deputy Chairman of the Belarusian Chamber of Commerce and Industry (BelCCI).
In August 2016 he was elected to be the Chairman of the BelCCI.
He speaks Belarusian, Russian, English, Italian, and French.
Mr. V.Ulakhovich is the author of 4 books and more than 60 scientific research articles.
In 2016 Mr. V.Ulakhovich received official gratitude of the Prime Minister of the Republic of Belarus. In 2017 he was awarded with the Certificate of Honor of the Council of Ministers of the Republic of Belarus. He has the state award of the Italian Republic – the Order of the Star of Italy – for special merits in the development of friendly relations and cooperation between the Italian Republic and the Republic of Belarus.
Mr. V.Ulakhovich is the Chairman of the Friendship Society “Belarus – Italy”.
