The government is trusting small and medium-sized businesses to become one of the drivers of economic growth, while procurement remains the mechanism of support most demanded by the business community. The procurement relationship between major customers and SMEs is a two-way street where the customers’ needs can be met on time and in full, and SMEs have the opportunity to sell their products. Furthermore, Russian SMEs with experience of supplying major customers in Russia can become part of the global supply chain for international companies with localised production in Russia and the Eurasian Economic Union. This session will present the Loyalty Rating of major customers towards SMEs, a ranking developed by the Agency for Strategic Initiatives in conjunction with the SME Development Corporation, based on the findings of a study by the Russian Public Opinion Research Centre.

In 1997, he founded the company ZAO Independent Expert and Valuation Centre, which was reorganised into NEO Centre Consulting Group in 2004. Today NEO Centre is one of the leaders on the Russian market. In August 2011, he took over the New Business branch of the Agency for Strategic Initiatives to Promote New Projects. The Club of Leaders was established at the initiative of businessmen and supported by Russian President Vladimir Putin. Head of business and finance information at Interfax, and, from 1998, became the agency's deputy head, then first deputy head. His projects include SPARK, Russia's leading risk assessment system, and the disclosure site, www.e-disclosure.ru. Oversaw the creation of SPARK Marketing procurement analysis system, and of X-Compliance, Russia's first system for ensuring fulfillment of legislation on the fight against money laundering and the financing of terrorism. Helped set up the United Credit Bureau, a Russian market leader in credit information, and oversees the operations of the joint venture that Interfax set up with Dun & Bradstreet, a market leader for information on foreign companies. Plays an active role in the Open Government, and is a member of the Open Data Council and has served on the public councils of the Federal Tax Service and Federal State Statistics Service in recent years. He is one of the leading media industry managers, according to the Russian Managers Association TOP 1000 ranking.

Born on March 14, 1965 in Rzhev, Tver Region. She graduated with distinction from the Moscow Technological Institute. A Lenin Scholarship holder. In 1991, she opened her own company, which celebrated its 25th anniversary in March 2016. In 2014, Elena Dybova was appointed head of the Committee for Development of the Small and Medium-Sized Businesses under the CCI of Russia. At the 7th Congress of the CCI of Russia, she was elected Vice-President of the Chamber of Commerce and Industry of the Russian Federation. Elena Dybova takes an active part in all events (conferences, roundtables and meetings) to protect the interests of small businesses and optimise their cooperation with government authorities. She is a member of the working group for joint anti-corruption measures of representatives of the business community and government authorities under the Presidium of the Presidential Council for Counteracting Corruption, a member of the Government Commission on Crime Prevention and the Expert Council for Contract Relations under the Ministry for Economic Development of the Russian Federation. Elena Dybova is a member of the Regional Headquarters of the Regional Department of the All-Russia Public Movement PEOPLE’s FRONT FOR RUSSIA in Moscow and head of the Working Group “For Honest and Efficient Economy”. She is married with two children.

Mr. Zafesov began his career in public service at the regional branches of Russia’s Federal Agency on Technical Regulating and Metrology. Starting from 2001, his professional activities have been related to organising and carrying out procurement procedures for government and municipal needs (as he worked his way up from a department head in a municipality to head of the department for government procurements and the consumer market in the administration of a constituent entity of the Russian Federation). In 2007, Mr. Zafesov continued his career in corporate procurements and worked in this area at MMC Norilsk Nickel and then at the Federal Grid Company of Unified Energy System in 2009. At present, he is head of Energostroysnabkomplekt Unified Energy System and the Procurement Department of Rosseti, where he handles the organisation, implementation and methodological support for procurement procedures and the development of regulations and standards for procurement activities in accordance with the requirements of existing legislation. He is married with two children.

Denis was born on 16 April 1979, in Salsk, Rostov Region, Russia. He holds a diploma in Economics and has been working in the procurement area since 2001. He began his career in this field at the Federal Security Service of the Russian Federation, but then changed to the power engineering industry. In 2004–2005, he participated in developing the Procurement Standards for RAO UES of Russia and was involved in creating a system of competitive procurements in the power engineering industry. For many years, he has been implementing projects to optimise procurement activities, as well as supply chains of major power engineering, oil, chemical and other companies. At Ernst & Young, he led the practice specialising in optimisation of supply systems for major corporations. After that, he founded his own company providing similar services. Since 2015, he has directed the Procurement, Marketing and Pricing Department at RusHydro. Denis is married and has two children.

“For more than a quarter of a century, the Forum has provided an opportunity for politicians, experts, business leaders, academics, and media professionals from around the world to hold in-depth discussions on key economic development trends in Russia and the world. Participants in plenary sessions, roundtables and panel discussions exchange views on ways to promote international cooperation, encourage scientific and technological progress and the development of human capital, and to effectively tackle the challenges we face.
The theme of the current meeting, The Foundations of a Multipolar World – The Formation of New Areas of Growth, is highly relevant and meaningful. A growing part of the international community is in favour of building a just and democratic system of international relations based on the principles of genuine equality, consideration for each other’s legitimate interests, and respect for the cultural and civilisational diversity of nations. It is precisely these principles that underpin the activities of BRICS, which Russia is chairing this year. It is symbolic that the history of this dynamically developing association, whose members already account for more than a third of the global economy, began at the 10th St Petersburg International Economic Forum in 2006.
Our country is open to constructive dialogue and interaction with partners and is ready to work together to address the economic, social, scientific and technological challenges of our time.
