Programme

In addition to the development and dynamic growth of the non-profit sector, the formulation of key comprehensive methods for assessing the effectiveness of social projects and the programmes of non-profit organizations is of particular importance in the modern world. The social effect of their efforts not only needs a detailed description, but also a clear calculation. Due to the specifics of the areas in which non-profits work, it is crucial to develop comprehensive methods that take into account the special features of the non-profit sector’s various initiatives and can be used by the social project teams themselves to monitor their activities and improve practices. There is currently a need for clear, objective, measurable, and comparable indicators of the positive social and economic impact of projects. During the session, experts will discuss prospects for the formulation and introduction of key comprehensive methods to assess the productivity and efficiency of non-profit organizations.

Work experience:
2008-2010: worked in consulting company, was responsible for working out business plans, infrastructure projects and policies in innovation sphere.
2010-2013: worked in STC group («Speech Technology Center»), in 2011 became chief operating officer of LLC «STC-innovations», led a number of projects devoted to biometric technologies.
2013-2016: worked in the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, first as head of infrastructure unit, than since 2015 as Deputy director of the High Technologies Development Department. Was responsible for IT-industry development and supporting of technology parks.
2016-2017: worked in the Russian Venture Company (project office of the National Technology Initiative) as a Director of the NTI ecosystem development Department.
In May of 2017 became Deputy Director of the Presidential Grants Foundation, responsible for the organization of competitions for Russian non-profit organizations, pretending for grants of the President of the Russian Federation. Also responsible for monitoring and control of the implementation of supported projects.

Graduated from the Moscow State University of Lomonosov, MA in Philology. Has additional education in social marketing (California State University, USA, Education Development Center, Boston). From 1994 till present Elena has been the director of the non-profit organization Agency for Social Information.
Elena is an active member of NGO community in Russia. She personally does a lot to encourage both business and NGO sectors to become more responsible, transparent and accountable. She was one of the members of the international working group on developing the guidelines for NGO sustainability reporting (Global Reporting Initiative, NGO supplement).
Since 2010 Elena is a member of the Public Chamber of the Russian Federation.
Since 2012 Elena is a member of the Expert Council under the Government of the Russian Federation.
Since 2012 till 2015 Elena was a member of the Council on Civil Society Development and Human Rights under the President of the Russian Federation, and the chair of the Comission on NGO development.
In 2013 she was a member of the Board of the Civic G20.
In 2014 she became the chair of the Public Council of the Federal Ministry of Labour and Social Protection.
