Online Education and Law: State Strategies for Regulation, Cooperation, and Innovation in the Online Space
The theme of the legal regulation of online education includes a wide array of issues, ranging from the legal status of teachers working in the online environment to the sovereignty of the national education system, which must be in lockstep with traditional values and historical education. In the future strategy for the development of education in the period until 2035, the legal regulation of online education is the cornerstone for ensuring the quality and accessibility of education. It must take into account the needs of teachers to protect their rights and interests, and also create a foundation for the sustainability and self-sufficiency of the national education system. How can legislation promote the development of online educational resources and platforms, while strengthening the connection between traditional and digital forms of learning? How can legal frameworks support innovative methods of education and learning, while combining historical heritage with modern technological advances. How can the government regulate and support the use of online platforms by bloggers and opinion leaders to disseminate educational content and educate young people? What measures are crucial to en-suring that online courses and programmes comply with national educational standards? What mechanisms for protecting copyrights in online education, as well as approaches to the licensing and accreditation of educational programmes are consistent with modern demands? The consideration of international experience and best practices in the legal regulation of online education will help identify optimal strategies for Russia in this rapidly developing area.
