The safety and quality of food are indicators of a country’s level of development. They are influenced by economic and social factors and are largely determined by the role of the state, including the regulation and control of the food available to the population. Over the past five years in Russia, the Demography national project’s healthy eating programme has helped slow down the increase in obesity rates. 100% of students in classes 1–4 are provided with high-quality school meals. However, for a sustainable turnaround towards healthy eating, it is important not only to ensure the safety and availability of quality food products but also to motivate people to make long-term changes in their eating habits. The private sector, namely food producers, the restaurant business and the film industry, has a significant influence on people’s eating behaviour, influencing choices and promoting the formation of eating habits and patterns.

After a decree of the government of Russian Federation government N1931 temporary acted as chief of Federal Agency for consumer protection and human wellbeing from October 23, 2013.
Following a decree of the government of Russian Federation N571-p appointed head of Rospoterbnadzor.

Mikhail Goncharov is founder and CEO of Teremok restaurant chain.
Mr. Goncharov was born in Alma-Ata in 1970. In 1992, he graduated from the Faculty of Computational Mathematics and Cybernetics of Moscow State University.
In 1995 he organized a company specializing in the sale of electronics and household appliances. After the economic crisis of 1998, he created Teremok fast-casual restaurants chain, which became the largest in Russia.
In 2021, Mikhail Goncharov became a member of the Coordination and General Councils of the All-Russian Public Organization “Delovaya Rossiya” and headed the Committee on the restaurant business.
Teremok operates through more than 335 restaurants with over 5,000 employees in Moscow, St.-Petersburg, and Krasnodar. The company’s revenue made up 16,6 billion rubles in 2023.
