Anton Alikhanov

Minister of Industry and Trade of the Russian Federation

Born September 17, 1986 in Sukhumi, Abkhazia.
Mr. Alikhanov graduated from the All-Russia State Tax Academy under the Ministry of Finance of the Russian Federation, majoring in Law, as well as Finance and Credit, and got a PhD in Economics.
Anton Alikhanov started his career in the Ministry of Justice of the Russian Federation in 2010. In 2013 he got a job in the Ministry of Trade and Industry.
In September 2015 Mr. Alikhanov was appointed the Acting Governor of Kaliningrad Oblast by the President.
On May 10, 2024, he was appointed to the position of Minister of Industry and Trade of the Russian Federation
Awards:
- 2-nd degree Medal of the Ministry of Justice of the Russian Federation for outstanding diligence;
- President’s Certificate of Merit.

HE Bin Sulayem’s expertise and visionary leadership spearheaded the rapid expansion of Dubai’s infrastructure, including ports and free zones, contributing significantly to the stellar growth trajectory of the United Arab Emirates.
Highlights of his three-decade business career include:
• Leading marine terminal operator DP World’s expansion internationally, including the purchase of the P&O group for US$6.8 billion in March 2006, which propelled it to among the largest global port operators and trade enablers in the world with 77 marine and inland terminals in six continents.
• Overseeing the rapid development of Jafza (Jebel Ali Free Zone) into an unrivalled business park of more than 7300 companies
• Establishing and leading Nakheel, a real estate and tourism property development firm that has created many iconic Dubai projects including The Palm, the world’s largest man-made islands

Alexey Likhachev

Director General, State Atomic Energy Corporation ROSATOM

Alexey Likhachev is Director General of ROSATOM. He assumed office in October 2016. Mr. Likhachev has since been responsible for overseeing the entire spectrum of the state corporation’s activities.
Before joining ROSATOM, Mr. Likhachev worked in the Ministry of Economic Development of Russia, where he held a wide variety of leadership positions. He joined the ministry in 2007. He worked as an advisor to the Minister of Economic Development until 2008, in 2010 he was appointed Deputy Minister, and in February 2015 he was promoted to the position of First Deputy Minister of Economic Development.
Throughout his career, Mr. Likhachev held senior positions in other governmental bodies and public organizations as well. He was a member of the State Duma (the lower house of Russia’s parliamentary body), serving as Deputy Chairman of the Committee for Economic Policy, Entrepreneurship and Tourism (2000-2007). Previously, he worked as managing director of Social Industrial Insurance Company ‘Aval’ in Nizhniy Novgorod (1992-2000).
Mr. Likhachev graduated from Gorky State University and started his career as an engineer in the Gorky Research Institute of Instrumentation (1985-1987). In 1998 he graduated from the Economic Faculty of Nizhniy Novgorod State University with a Ph.D. in economics.

Pavel Sorokin

First Deputy Minister of Energy of the Russian Federation

During the last 3.5 years Pavel Sorokin worked for Morgan Stanley as the Russian Oil & Gas sector lead and Vice President. In 2014-2015 he was ranked one of the best oil & gas sector analysts in Russia and EMEA in Extel and Institutional Investor. Pavel also used to work at Alfa-bank and Unicredit investment banking divisions and had Senior Accountant experience covering Oil & Gas sector at Ernst & Yong. Pavel headed the Ministry of Energy’s “Energy Research Center” at the Russian Energy Agency which provides in-house research and advice to the Ministry of Energy. From March 2018 he was appointed Deputy Minister of the Russian Federation.
