Mr. Plugotarenko graduated from the Moscow Institute of Physics and Technology (MIPT), Department of Physical and Quantum Electronics (1993–1996) and Department of Control and Applied Mathematics (1996–1999), certified as Physical Engineer specializing in Applied Mathematics and Physics.From 2002, he was leading ICT specialist at the UNESCO Institute for Information Technologies in Education (IITE UNESCO – http://ru.iite.unesco.org).In 2004–2006, he was executive director and, from 2007, director of the Runet Awards competition. Since 2005, he has served as coordinator of programme committees for some high-profile sectoral conference events, including the Russian Internet Forum (RIF), Russian Interactive Week (RIW) and others.In 2005–2007, he served as deputy executive director of the Regional Non-government Centre for Internet Technologies (ROCIT – www.rocit.ru) – the oldest NGO engaged in expert evaluation, promotion and development of the ICT segment in the Russian Federation, upholding the interests of Internet users. In 2007, he was elected executive director of ROCIT.From 2005 he was ideologue and founder of the Russian Association for Electronic Communications (NP RAEC – www.raec.ru), promoting the interests of Russian Internet players. From 2006, he was deputy general manager of NP RAEC.In 2011–2013, Mr. Plugotarenko was member of the Council of Coordination Centre for National Top Level Domains RU/RF – www.cttld.ru. Since 2010, he has been director of The Russian Association for Electronic Communications (NP RAEC).

Israel’s 10th Prime Minister and Minister of Defense from 1999 to 2001. Barak recently served as Israel’s Minister of Defense for the second time from June 2007 till March 2013. Previous he served as Minister of Interior and then as Foreign Minister under Prime Minister Rabin and Prime Minister Peres in the years 1995-1996. With his service as the Israel Defense Forces’ Chief of the General Staff from 1991 to 1995, Lt. General Barak completed a 36-year military career as the most decorated soldier in the history of the IDF. Barak commanded special forces elite units, as well as armored divisions. He headed the R&D and Planning Branch of the Israel Defense Forces and later served as Director of Military Intelligence, OC Central Command and Deputy Chief of Staff. He personally headed several of the most daring counter-terror special operations in the history of Israel and was a key architect of the June 1976 Entebbe Operation rescuing hijacked passengers. Barak led Israel out of a prolonged recession into an economic boom, with 5.9% annual growth, record Foreign Dirct Investment, near-zero inflation, a halved deficit and significantly decreased external debt. The core of the Barak government's efforts was devoted to the peace process. In May 2000, he ordered the withdrawal of the IDF from southern Lebanon, ending 18 tragic and bloody years of Israel's presence there. He led far-reaching efforts to negotiate peace agreements, first with Syria and later with the Palestinian Authority, with the active participation of President Bill Clinton and his administration. These negotiations did not result in the breakthroughs necessary to conclude final agreements. He received a B.Sc. degree in mathematics and physics from the Hebrew University in Jerusalem in 1968, and an M.Sc. in economic engineering systems from Stanford University, California, in 1978. After leaving government in March 2013, Barak established his own group “Ergo Ltd.", focused on two main areas: investments in Cyber Security and Homeland Security and consulting on Geopolitics.

Frédéric Donck has in-depth experience as a negotiator and advocate in the telecommunications and Internet industry. Much of his work has been to bridge the interests of the public and private sector to negotiate policy solutions to the benefit of all parties. During ten years of international public policy work within the European Commission, in particular with Directorate-General for Information Society and the Directorate-General for Enterprise, Frédéric developed and advocated for numerous European policies and decisions in the convergent e-communications sector. In this position, he also contributed to the launching and management of European-wide projects in the advanced television broadcasting and information and communications technology sectors as well as projects intended to create international clusters of small and medium-size enterprises. During the past eight years, Frédéric has also been an adviser to corporate executives and boards in the telecommunications sector. He has, in particular, designed overall public and institutional policy as well as corporate reputation campaigns for major listed companies, including several of the world’s largest electronic communications companies. A former Head of European regulatory affairs for Belgacom Group, Frédéric also worked for five years as a Member of the Executive Board of the European Association of Telecom Operators (ETNO). Frédéric holds a LLD (Law Degree), from the Catholic University of Louvain-La-Neuve (UCL) as well as a Masters in European law (LLM) from the State University of Ghent (Gand). He is currently conducting post-graduate work in “Strategic and Problem-Solving Therapy” from the Gregory Bateson Institute, the European extension of the Mental Research Institute of Palo Alto.

Ms. Angela McKay is Director of Cybersecurity Policy and Strategy in the Global Security Strategy and Diplomacy team at Microsoft. She focuses on driving strategic change, both within Microsoft and externally, to advance trust in the computing ecosystem. Ms. McKay leads Microsoft’s cybersecurity policy work in the U.S., and engages internationally with industry, governments, and civil society to improve security and stability of cyberspace for users around the world. Ms. McKay combines technical expertise and public policy acumen to develop policies that support development, growth, and innovation, and advance security, privacy, and trust in the Information Age. Ms. McKay serves as Microsoft’s POC for the National Security Telecommunications Advisory Committee (NSTAC), a Presidential advisory committee focused on maintaining secure and resilient communications and as Secretary of the IT Sector Coordinating Council, a public private partnership between the IT industry and the U.S. Government focusing on critical infrastructure protection and cybersecurity. She also serves on the East West Institute Board of Councilors. Prior to joining Microsoft, she worked at Booz Allen Hamilton and BellSouth Communications. Ms. McKay holds a Bachelor’s of Industrial and Systems Engineering from the Georgia Institute of Technology.

Nikolay Nikiforov was assigned the role Minister of Telecom and Mass Communications of the Russian Federation on May 21, 2012. Earlier he took position of Executive Director in the Information Technology Centre of Tatarstan Republic, and later Deputy Prime Minister of Communications in Tatarstan Republic. He has successfully completed a large-scale project on development and integration of electronic government in the Republic of Tatarstan.

Ilya Sachkov is the founder and CEO at Group-IB, the leading Russian company in cybercrime prevention and investigation. Ilya has held his position since 2003. Ilya Sachkov is a member of cybercrime expert committees such as: the State Duma of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation, the Council of Europe, and the OSCE. He is also a member of various international associations, including the International Information Systems Forensics Association (IISFA), the Association of Certified Fraud Examiners (ACFE), and the Honeynet Project. Additionally, Ilya is a member of the Russian Information Systems Security Professional Association (RISSPA), the Coordination Center for TLD RU, and the PIR Center EKS Working Group on International Information Security and Global Internet Governance, as well as a co-chair of the Cybercrime Committee at the Russian Association for Electronic Communications (RAEC). In 2010 Ilya Sachkov became the first Russian to win the Digital Crimes Consortium award for his contribution to international exchange of experience in the field of computer forensics. In 2015, he received the EY Entrepreneur of the Year National Award in the “Telecommunications” category and Special “Business Internet Choice” Prize. In 2016, Group-IB CEO was ranked among the brightest young entrepreneurs under 30 according to Forbes magazine.

On 23 October 2014 Mr Houlin Zhao was elected 19th Secretary-General of the International Telecommunication Union, the specialized agency of the United Nations responsible for information and communication technologies (ICTs). He started his mandate on 1 January 2015. Born in 1950 in Jiangsu, China, Mr Zhao graduated from Nanjing University of Posts and Telecommunications, and holds an MSc in Telematics from the University of Essex in the UK. From 2007 to 2014, he served as ITU Deputy Secretary-General, supporting the work of the Secretary-General, principally in terms of day-to-day management, including human resources, financial administration, improving efficiency, and working to help broaden ITU's membership, particularly in terms of academic institutions. From 1999 to 2006, he served as Director of ITU's Telecommunication Standardization Bureau (TSB). During his term of office he spearheaded the introduction of new efficiency measures to improve ITU's standards-making environment and strengthen its promotion. He also enhanced the strategic partnership between Member States and Sector Members, while initiating and maintaining good relationships with industry members. Under his leadership, ITU enhanced its level of international cooperation with other standards development organizations, and was instrumental in helping bridge the standardization gap between developing and developed countries. From 1986 to 1992, Mr Zhao was a senior staff member in the then CCITT, and from 1993-1998 in TSB. Among his responsibilities as Counsellor for ITU-T Study Groups, he was Coordinator for cooperation with other international technical bodies, including ISO and IEC.

Mr. Dolgov was born in 1968. 1990 — He graduated from Moscow State Institute (University) of International Relations with a major in international relations. 1990 – Diplomatic service 1990—2004 — Held a number of positions at the central administrative office of the Ministry of Foreign Affairs and abroad. 2004—2011 — Deputy Permanent Representative of the Russian Federation to the UN in New York. April 2011 — Commissioner of the Russian Ministry of Foreign Affairs for Human Rights, Democracy and the Supremacy of Law and Ambassador at Large. November 2011—October 2013 — Co-Chairman of the Working Group on Civil Society of the Russian-American Presidential Commission. Mr. Dolgov is a member of the Coordinating Council of the Chairman of the Federation Council for Interaction with Civil Society Institutions, the Expert Council under the Commissioner of the Russian President for Child Rights, the Working Group under the Federation Council in charge of verifying the observance of the constitutional rights of Russian citizens to the inviolability of private life as well as personal and family privacy when processing personal data. In 2013, he was nominated by the Russian Federation as a candidate for the post of the OSCE High Commissioner on National Minorities. As of 24 November 2014, he has been a member of the Coordinating Council under the Russian President for the National Action Strategy for Children in 2012—2017.
