Professor Vladimir L. Kvint is a Dr. of Economics, Member of the Bretton Woods Committee (Washington, DC), Fellow (life-time) of the Russian Academy of Sciences, of the World Academy of Art and Science, Professor of International Business Strategy at LaSalle University, Head of the Financial Strategy Department at Lomonosov Moscow State University' Moscow School of Economics and Head of the Center for Strategic Studies at Lomonosov Moscow State University; Head of Department at North-Western Institute of Management. He had been Professor of Management Systems and Business Strategy of New York, Fordham and American Universities in the US. Dr. Kvint is the award-winning author of "The Global Emerging Market: Strategic Management and Economics", published in 2009 by Routledge in New York and London. This book was published in Russian in 2012. His new 2015 upcoming book "Strategy for the Global Market" is publishing by Routledge in New York and London. Dr. Kvint is an internationally recognized expert in fields of economic and financial national, regional and corporate strategies, with experience as a strategist, supervisor, and strategic adviser for the governments and corporations of the Russian Federation, the United States, Brazil, Taiwan, China, Albania, and Bulgaria, among others. He had been an adviser to several Presidents of the UN General Assembly.

Alexey Abramov was born September 16, 1979 in Gorky city (USSR). Graduated from Lobachevsky State University of Nizhni Novgorod (National Research Institute), Law Department. In 2000 started his career as an Attorney Assistant and within four years was engaged in attorney practice. In 2004-2006 was responsible for expert-legal activity in All-Russia Public Organization SUPPORT OF RUSSIA (OPORA RUSSIA). In 2006-2007 was an expert in the Centre for Legal Support of Local Self-Government. In 2007 became Vice-President of the Centre for Public Reforms. From 2008 to 2013 worked as an Assistant of the First Deputy Prime-Minister Igor Shuvalov. While working for Russia’s s Government Establishment, he supervised the technical regulating and standardization matters, the intellectual property institution development, small- and medium scale business support. September 2, 2013 was appointed Deputy Head of Rosstandart. July 9, 2014 A.Abramov was appointed Head of Rosstandart according to the Decree of the Russian Government. Married, two children.

Date of birth – 8 October, 1932. Educational qualifications: Prof. Abel Aganbegyan graduated from the Moscow State Economic Institute (1955). He earned his PhD in Economics in 1957 and DSc in Economics in 1963. In 1964 he was elected as a corresponding member of the Academy of Sciences of the USSR, and in 1974 – a full member of the Academy of Sciences of the USSR. He is Doctor of Economics, professor, academician of the Russian Academy of Sciences. Honorary President of the International Economic Association, Honorary Member of the World Econometric Society, Member of several foreign academies, Honorary Doctor of a number of universities. Subject specialisms/ Research interests: Economics, scientific and educational activities. Research interest in econometrics, macroeconomics, in the application of mathematical methods in economic research. Prof. Abel Aganbegyan is the author of several books and numerous articles.

Dr. Sergey M. Darkin was born on December 9, 1963, in Bolshoi Kamen, Primorsky Territory. He has two higher degrees: 1985, graduated with distinction from the Admiral Nevelskoy Far East Higher Engineering Marine College, Department of Marine Transport Economics and Marine Law; 1999 – the Far East State Academy of Economics and Finance, with major in Finance, Credit and Economics. 2004: defended his PhD thesis at the Institute of Economics of the Russian Academy of Sciences. 1991–2001: head of the company Rossiysky LIZing. 2001–2012: Governor of the Primorsky Territory. 2012–2014: Deputy Minister for Regional Development of the Russian Federation. Since December 2014: President of PJSC «Pacific Investment Group» (PJSC «TIGR»). Sergey M. Darkin is the author of the book Pacific Russia: Strategy, Economics, Security published in 2007. The Strategy for the Socio-Economic Development of the Primorsky Territory 2004–2010 was developed under his guidance, as was the research report Strategic priorities in the Development of Russia’s Far East, 2015.

Lilyana Pavlova started her career in September 1996 at the Institute for the Development of Democracy. In March 1997, she held the position of Finance Manager of Programme PHARE. In the period 1998-1999, she was an office manager for project of PHARE. In the period from 1999 to 2002, she was an expert in the Coordinating unit for the ISPA Programme to the Ministry of Regional Development and Public Works. Mrs Pavlova started as an expert in the Ministry of Finance. From April 2002 to August 2009 she was the Head of Department "National Fund". Her responsibilities were: financial management, control and monitoring of the pre-accession instruments PHARE, ISPA, SAPARD and Structural Funds and the Cohesion Fund. In August 2009, she was named Deputy Minister of Regional Development and Public Works, responsible for the EU funds and programs’ management. She was also Head of the Managing Authority of Operational Programme "Regional Development" 2007 - 2013. Mrs Pavlova was the National coordinator for EU Strategy for the Danube Region. On 9 September 2011, she was nominated as Minister of Regional Development and Public Works in the government of the Prime Minister Boyko Borissov. She was a Member of Parliament at the 42nd National Assembly. On 7th November 2014, she was nominated for the second time as Minister of Regional Development and Public Works. She is an author and co-author of over 10 scientific publications, books, articles and monographs. Languages: Fluent in English and Russian.

Born February 24, 1953 into a navy family in Baku. 1976 – graduated from the Leningrad Institute of Aerospace Instrumentation (as a mechanical engineer specializing in aerospace medicine instruments). 1976 – engineer at the defence enterprise NPO Leninets. 1978 – instructor at the Nevsky regional committee of the Young Communist League. 1979–1994 – service with the KGB (head of the Vyborg City Department of the KGB for the Leningrad Region and St. Petersburg). 1994–1999 – head of the St. Petersburg Administration of the Federal Service of the Tax Police, Lieutenant General of the Tax Police. 1999–2000 – Presidential Plenipotentiary Envoy to the Leningrad Region. 2000–2011 -– Presidential Plenipotentiary Envoy to the Central Federal District. On August 31, 2011, Mr. Poltavchenko was appointed Government of St. Petersburg. Awards: Order ‘For service to the homeland’ IV degree (2003), Order ‘For service to the homeland’ III degree (2008), Order of Alexander Nevsky (2013), and other state awards.

Doctor of Economics, Professor, 1st Class Actual State Councilor of Russian Federation, Colonel-General of the Customs Service. Prof. Shamakhov started his career as an engineer in Ust-Kamchatsk airport. Worked for Russian Federation Customs Service since 1990, in 1996-2002 Vladimir Shamakhov was the Head of the North-West Customs Administration, member of State Customs Committee Board. In 2004 Prof. Shamakhov was appointed as the First Deputy Head of the Federal Customs Service. In 2002-2004 he was the rector of the North-West Academy of Public Administration and the Chairholder of the Public Administration and Personnel Policy Chair. In 2007 he was appointed as the Deputy Head of the Government Administration of the Russian Federation. In 2009 V. Shamakhov became the Councilor and the Deputy Chairman of the Board of JSC “Svyaz-Bank”, member of the Board and the Director of St.-Petersburg branch of the Bank. Since 2011 Prof. Shamakhov is the Director of the North-West Institute of Management of Russian Presidential Academy of National Economy and Public Administration and the Chairholder of the International Processes in Eurasian Region Chair. Prof.Shamakhov is the author of more than 50 academic papers. V.Shamakhov is the Councilor of the Governor of St.-Petersburg, member of the Scientific and Expert Council under the Chairman of the Council of Federation of Russian Federation Federal Assembly and of the Expert and Advisory Council under the Leningrad Region Legislative Assembly. He is also the Chairman of the Scientific and Technical Council of Autonomous Nonprofit Organization “Directorate for the Development of transport system of St.-Petersburg and Leningrad Region”. Prof. Shamakhov is the member of Economic and Personnel Councils under the Governor of Saint-Petersburg, of the Commission of the formation and training of the administrative personnel reserve, of the Council on Education Policy under the Educational Committee.

Valery Makarov (born on May 25, 1937 in Novosibirsk) is an outstanding Soviet and Russian economist and mathematician. In 1960, he graduated from Moscow State Economics Institute. After graduating, he worked his way from senior departmental assistant to Deputy Director of the Institute of Mathematics, Siberian division of the Academy of Sciences of the USSR (1960–1983). In 1985, he was appointed Director and Scientific Supervisor of the Department for Theoretical Economics and Mathematical Research and the Laboratory of Experimental Economics, Central Economics and Mathematical Institute of Russian Academy of Science. Holds a PhD in Economics (1965) and a doctoral degree in Physics and Mathematics (1969) from Leningrad State University, where his scientific supervisor was Lev Kantorovich. Dr. Makarov was a corresponding member of the USSR Academy of Sciences (1979) and then a full member of the USSR Academy of Sciences (1990). Now he is a full member of the Russian Academy of Sciences, Academician-Secretary of the Department of Social Sciences of the Russian Academy of Sciences (RAS), member of the RAS Praesidium, Director of the Central Economics and Mathematical Institute of the Russian Academy of Science (since 1985), dean of the Faculty of Economic Theory, State Humanities University (since 1996), Director of the Graduate School of Public Administration, Moscow State University (since 2006), head of the Chair of Applied Problems of Mathematical Economic Modelling, Moscow State University, Editor-in-Chief of the journal Economics and Mathematical Methods, one of the founders and first rector (1992–2004) and president (since 2004) of the Russian School of Economics, member of the Council of the Nikitsky Club, Professor at the State University Higher School of Economics. He serves on the editorial board of the journal Economic Change and Restructuring (USA) and on the expert committee of the Russian Board for School Contests in the field of Social Studies. Since 2014, he has been Professor holding the Chair in Strategy, Territorial Development and Quality of Life. Dr. Makarov also leads the Laboratory for City Modelling and Urban Agglomeration Strategy. Awards: prize of the Council of Ministers of the USSR (1980) and the Kantarovich Award (1995). Member of the Econometrics Society (1978). Member of the Executive Committee of the International Economics Association (1995). Dr. Makarov was awarded the Order of Peoples’ Friendship, two orders of the Red Banner of Labour (1978, 1987), order “For Merit to the Fatherland”, Fourth degree (1997) and order “For Merit to the Fatherland”, Third degree (2008).

A distinguished scientist and economist, doctor of economic sciences, professor, academician of the Russian Academy of Sciences, and General Director of Federal Budget Institution State Regional Centre for Standardization, Metrology and Testing in St. Petersburg and Leningrad Region (State Centre ‘Test – St. Petersburg’). He is the founder of a new area of economic science – quality economics, which is based on the use of quality management, standardization and metrology tools in supporting socioeconomic progress and improved quality of life as well as the leader of the school of quality economics. Fundamental research and practical calculations of the economic effect from activities in standardization and metrology were conducted for the first time under his leadership; he also developed a national quality management system with no direct analogues in the world based on methods of programmed and targeted planning and aimed at increasing the rates of modernization in the country’s economy. The Quality Economics and Management scientific school he leads is included in the Register of Leading Scientific and Teaching Schools of St. Petersburg. He is the chair of core departments at St. Petersburg State University of Economics and St. Petersburg State University of Aerospace Instrumentation. He has been elected as an Honorary Doctor at five leading universities. He is a member of the Expert Council of the Higher Attestation Commission of the Russian Federation. He is a member of the Bureau of the Social Sciences Department under the Russian Academy of Sciences, a member of the Presidium of the St. Petersburg Scientific Centre under the Russian Academy of Sciences, president of the Academy of Metrology as well as an academician and president of the St. Petersburg branch of the Academy of Quality Problems. He is a recipient of the State Prize of the Russian Federation for Science and Technology. He is a recipient of the Prize of the President and Government of the Russian Federation in Education. He is an Honoured Scientist of Science and Technology of the Russian Federation and an Honoured Worker of Science and Technology of the Russian Federation.

Professional activity: 1997 - 2000 worked as auditor in international production company and international audit firm Arthur Andersen. 2000 - 2003 worked as the deputy CEO for finance in JSC «Imperial Porcelain Manufactory» (St.Petersburg). 2004-2006 headed financial services in holding structures (development, production and retail trade). 2006 - 2012 headed department of administrative consultation of the international company Deloitte (St.Petersburg). 2013-2014 worked as member of board of directors in production companies and federal retail network. August, 2014 - February, 2015 - Counselor of Governor of St. Petersburg for economic issues. Since February 24, 2015 - works as the Chairman of Economic policy and strategic planning Committee of St. Petersburg.
