Andrew Stott was the UK’s first Director for Transparency and Digital Engagement. He led the work to open government data and create "data.gov.uk", one of the world’s first open data portals. Between 2004 and 2009 Andrew Stott was UK Government’s Deputy Chief Information Officer and Chair of its Chief Technology Officers' Council of the United Kingdom. He is a graduate of the University of Cambridge where he studied both Mathematics and Law. Following his formal retirement from the UK Civil Service in December 2010 he was appointed to the UK Transparency Board. He also advises other governments both bilaterally and as a senior consultant to the World Bank. In addition he is an expert adviser on Open Data strategy to the EU Citadel On The Move programme and a member of the Advisory Board of the Open Knowledge Foundation and of Open Corporates, the Open Database Of The Corporate World.

Since 1993, Michael Abyzov held senior positions in several fuel and energy companies. In 1998 Abyzov became a board member and head of the department of investment policy and business projects at RAO "UES of Russia". Since 1999, Abyzov has been the Deputy Chairman of the Board at RAO "UES of Russia". From 2003 to 2005 Abyzov was chairman of the board at JSC "Russian Communal Systems". Since 2004, due to organizational structure changes at RAO "UES of Russia," Abyzov was appointed a member of the Executive Board and managing director of business unit number 1. From 2005 to 2007 he was the general director of CJSC "UK KRU." From 2006 to January 16, 2012 Abyzov M. A. was Chairman of the Board of Directors to the business group RU-COM. From July 2007 to January 16, 2012 - Chairman of the Board of Directors of JSC "E4 Group" From August 2007 to January 2011 Abyzov was also Chairman of the Board of Directors of JSC "Mostotrest". By Presidential Decree on 18 January 2012 (Decree no. 81) he was appointed Advisor to the President of the Russian Federation. By Presidential Decree on 21 May 2012 he was appointed the Minister of Open Government.

Dr. Sören Auer leads the research group Agile Knowledge Engineering and Semantic Web (AKSW) at Universität Leipzig. Sören has made substantial contributions to social and semantic web technologies, as well as databases and information systems. Sören is author of over 80 peer-reviewed scientific publications, which attracted more than 3.500. Since 2007 Sören acquired more than 7M€ in funding for the establishment and expansion of his research. He led / is leading several large-scale collaborative research projects such as the European Union’s FP7-ICT flagship project LOD2 comprising 15 partners from 11 countries. Sören is co-founder of several high-impact research and community projects such as the Wikipedia semantification project DBpedia or the social Semantic Web toolkit OntoWiki. The technology Sören develops with his team fuels many industrial applications, such as the intranet and site search at Daimler AG or the European Commission's open data portal. He is organiser and co-programme chair of renowned scientific conferences, co-editor of the International Journal on Semantic Web and Information Systems, serves as a board member of the the Open Knowledge Foundation.

Nikolay Nikiforov was assigned the role Minister of Telecom and Mass Communications of the Russian Federation on May 21, 2012. Earlier he took position of Executive Director in the Information Technology Centre of Tatarstan Republic, and later Deputy Prime Minister of Communications in Tatarstan Republic. He has successfully completed a large-scale project on development and integration of electronic government in the Republic of Tatarstan.

As the Evangelist for Data.Gov (an open government flagship project for the White House managed by GSA), Jeanne Holm leads collaboration and builds communities with the public, educators, developers, and international and state governments in using open government data. Jeanne is also the Chief Knowledge Architect at NASA’s Jet Propulsion Laboratory, driving innovation through social media, virtual worlds, gaming, ontologies, and collaborative systems, including the award-winning NASA public portal (www.nasa.gov) and pioneering knowledge architectures within the US Department of Defense. She is a Fellow of the United Nations International Academy of Astronautics, a Distinguished Instructor at UCLA, and Chair of the W3C eGovernment Group, and has more than 130 publications on innovation, open data, information systems, and knowledge management. Jeanne is a graduate of Claremont Graduate University and UCLA, where she is an instructor in knowledge management, social network analysis, and collaborative systems. She has worked at Disney, in television and radio, and as CIO for a technology start up. She has been awarded numerous honors, including the NASA Exceptional Service Medal for leadership (twice), Distinguished Instructor of the Year at UCLA, a Fed 100, three Webby’s from The International Academy of Digital Arts and Sciences, three best practice awards from the APQC, and led NASA to an unprecedented four global Most Admired Knowledge Enterprise (MAKE) awards.

Mr. Plugotarenko graduated from the Moscow Institute of Physics and Technology (MIPT), Department of Physical and Quantum Electronics (1993–1996) and Department of Control and Applied Mathematics (1996–1999), certified as Physical Engineer specializing in Applied Mathematics and Physics.From 2002, he was leading ICT specialist at the UNESCO Institute for Information Technologies in Education (IITE UNESCO – http://ru.iite.unesco.org).In 2004–2006, he was executive director and, from 2007, director of the Runet Awards competition. Since 2005, he has served as coordinator of programme committees for some high-profile sectoral conference events, including the Russian Internet Forum (RIF), Russian Interactive Week (RIW) and others.In 2005–2007, he served as deputy executive director of the Regional Non-government Centre for Internet Technologies (ROCIT – www.rocit.ru) – the oldest NGO engaged in expert evaluation, promotion and development of the ICT segment in the Russian Federation, upholding the interests of Internet users. In 2007, he was elected executive director of ROCIT.From 2005 he was ideologue and founder of the Russian Association for Electronic Communications (NP RAEC – www.raec.ru), promoting the interests of Russian Internet players. From 2006, he was deputy general manager of NP RAEC.In 2011–2013, Mr. Plugotarenko was member of the Council of Coordination Centre for National Top Level Domains RU/RF – www.cttld.ru. Since 2010, he has been director of The Russian Association for Electronic Communications (NP RAEC).
