Deputy Chairman of the Council on Global Competitiveness Enhancement of Leading Russian Universities among Global Research and Education Centers. Andrei Volkov (Doctor of Engineering) has been the Dean of the Moscow School of Management SKOLKOVO since its inception in 2006 till 2013, he is one of Russia's leading experts in education policy and advisor to the Ministry of Education and Science of the Russian Federation. Andrei headed the group of G8 experts on questions relating to Russian initiatives in the field of education. From 2002 – 2005, Andrei was vice principal of the Russian Government affiliated Academy of National Economics. From 1991 to 2002, he was one of the creators and heads of the Tolyattinskiy Academy of Management, an academic institution famous for its innovative approaches to education. He graduated from Moscow Institute of Engineering and Physics and worked as a research fellow for the Scientific Research Institute of Atomic Reactors from 1984-1991. He is President of the Russian Federation of Mountain Climbing (from 2003) and a world-class sportsman, who conquered Everest in 1992. Andrei Volkov was awarded the Order of Friendship of the People in 1993, and in 2006 he won the Medal for Services to the Motherland of the First Class.

He was born on November 16, 1960. He graduated from Norilsk Industrial Institute with highest honors, majoring in "Industrial and civil construction". In 1984 he started his professional career as a foreman in the Construction and Erection Department of the shaft-sinking trust company of Norilsk Nickel. Then he became deputy head of the Production Department of the Construction and Erection Association "Norilskstroy". In 1995 he was appointed deputy general director of Norilsk Nickel.From 2000 - Norilsk mayor, from 2003 - governor of Taymyr (Dolgan-Nenets) Autonomous Region.On October 27, 2009 at the extraordinary general meeting of shareholders he was elected Chairman of the Management Board of JSC "FGC UES".In June 2013 he was elected Director General of Joint Stock Company "ROSSETI".He is a member of the Russian Presidential Commission for Strategic Development of the Fuel and Energy Sector and Environmental Security.Vice chairman and senior adviser of World Energy Council (WEC) in charge of regional development.He has a number of national and industrial awards.

Mr Alexander Novak, born August 23rd , 1971 in Donetsk region of Ukranian SSR, is currently serving as Russia's Minister of Energy. From 2000 to 2002 he was Deputy Mayor of Norilsk on financial and economic issues and First Deputy Mayor of Norilsk. In 2002-2007 was Vice Governor of the Krasnoyarsk Krai, Head of the Main Financial Directorate of the Krasnoyarsk Krai administration. From July 2007 to September 2008 he was the First Vice Governor of Krasnoyarsk Krai and from July to September 2008 he was also the Chairman of the government of Krasnoyarsk Krai. From September 2008 he was the Deputy Minister of Finance of the Russian Federation and from October 2008, a member of the board of the Ministry of Finance of Russia. He is a graduated from the Norilsk Industrial Institute and the Moscow Lomonosov State University.

HEVEL LLC is a joint venture between Russia’s leading private business group Renova and Russian Corporation of Nanotechnologies (RUSNANO), founded in 2009 to develop solar industry in Russia. The 130 MW production facility (more than 1 mln. modules per year) is located in Novocheboksarsk, Chuvash Republic. The company provides end-to-end services — starting from production of PV modules ending up with integration and operation of PV systems. HEVEL LLC pays much attention to scientific and research work aimed to increase efficiency of PV modules and reduce production costs. To enable this the company in cooperation with Ioffe Physical-Technical Institute established its own R&D centre which obtained a status of participant of the Skolkovo Innovation Centre. Evgeny Zagorodny is a member of international and Russian professional communities such as Russian Solar Industry Association, European Business Union, Emirates Solar Industry Association, an expert at different Intergovernmental Commissions.
