Till 2002 he worked as the member of Supreme Economic Council under the President of the Republic of Kazakhstan, at the Administration of the President of the Republic of Kazakhstan, served as Chairman of the Agency for Strategic Planning, First Vice-Minister of Finance of the Republic of Kazakhstan. From 2002 to 2006 served as Minister of Economy and Budget Planning of the Republic of Kazakhstan. From 2006 to 2008 served as CEO of Kazyna Sustainable Development Fund (the state institutions of development). In January 2008 appointed as Head of Administration of the President of the Republic of Kazakhstan, then since 2008 to 2011 - CEO of Sovereign Wealth Fund “Samruk-Kazyna” JSC. Since April 2011 to January 2012 served as Minister of Economic Development and Trade of the Republic of Kazakhstan. In January 2012 was appointed as the Deputy Prime Minister of the Republic of Kazakhstan. Under Kelimbetov’s governance are the issues of macroeconomics, budget policy, governing of state companies and finance sector, tax and custom regulations and etc. Education: has graduated from Moscow State University named after M.V. Lomonosov and Georgetown University (USA).

Sergei Lebedev was born on April 9, 1948 in the city of Jizzakh (Uzbek SSR), and graduated from high school with honours in the same city in 1965. His father, Nikolai Ivanovich, is from Siberia. He was a soldier in the war, travelling from the Volga to Austria during wartime, and then worked as a driver. He passed away in 1994. His mother, Nina Yakovlevna, studied at the Leningrad Military Mechanical Institute and survived a siege of the city. After the war, she received a degree in finance and worked as an accountant. She passed away in 2007. After graduating from the Chernigov branch of the Kiev Polytechnic Institute in 1970, Mr. Lebedev continued working at the Institute, and was then appointed secretary of the Chernigov Komsomol. In 1971–1972, he served in the Army in the Kiev Military District, and then worked for the Chernigov regional Komsomol. He started working for the state security apparatus in 1973, and for the foreign intelligence service (First Chief Directorate of the KGB) in 1975. He is trained in counterintelligence (Kiev KGB school) and in surveillance (Red Banner Institute of the KGB). In 1978, Mr. Lebedev graduated from the MFA Diplomatic Academy of the USSR with honours. He speaks German and English, and has travelled abroad for work on multiple occasions. He has travelled to the GDR, FRG, West Berlin and United Germany. From 1998 to 2000, he was the official representative of the Foreign Intelligence Service in the United States. On May 20, 2000, he was appointed Director of the External Intelligence Service by the Decree of the President of Russia. He is a General in the military and has a number of awards from the state. On March 27, 2009, he was awarded the Diplomatic Rank of Ambassador Extraordinary and Plenipotentiary by the Decree of the President of Russia. On December 5, 2012, the Council of the Heads of CIS reappointed Sergei Lebedev Chairman of the Executive Committee and the Executive Secretary for the period up to December 31, 2016.
