As digital outputs become more widespread, IP protection for channels delivering digital content and services and associated administration of rights (including decentralized registries of rights) are critical for spurring innovation and competitiveness. Countries which have adopted robust intellectual property systems stand to gain a competitive advantage. Given shortened product lifecycles and relative ease in bringing innovation to market, what legal protection limitations should be considered? How can we protect rights and ensure fair compensation for authors, researchers, and businesses, and is it true that the role of IP protection is increasing in the digital economy? Which priorities should be included in national intellectual property policy and what is lacking in Russia’s approach? Which organizations can act as drivers of development, and what steps does the state need to take to make this happen?

Vladimir Vasiliev

Dr. Vladimir Vasilyev (born on April 1, 1951) has been the Rector of ITMO University since 1996 when the Conference of University Employees elected Dr. Vladimir Vasilyev as ITMO University Rector for the five-year term. He's been reelected four times, in 2001, 2006, 2011 and 2016. He is an active corresponding member of the Russian Academy of Sciences and the Russian Academy of Education. He’s been the head of the Council of St. Petersburg Rectors since 2004, vice president of the All-Russian Council of Rectors, and a member of the St. Petersburg Governor's Technical Council. After graduating from the Leningrad Polytechnic Institute, in 1983, Dr. Vasilyev joined the Leningrad Institute of Fine Mechanics and Optics, which later became ITMO University. In 1991 he became the head of the new department of Information Technologies. His leadership style and vision for innovation, multidisciplinary approach and the importance of partnerships with the industry earned him a prominent position within the university and the scientific community in Russia and beyond. In his capacity as the Rector, he continues to promote those values through creating a unique environment for cutting edge research, international collaboration and education for the modern world. Dr. Vasilyev is a prominent scientist in the fields of computer telecommunications and mathematical modeling of information systems and multifunctional equipment complexes. He is one of the creators of Russia’s joint scientific educational information environment and the “Electronic Russia” program. Dr. Vasilyev is a recipient of several prestigious awards, including the 2003 and 2005 President of the Russian Federation Award for Excellence in Education and the 2000 and 2008 Government of the Russian Federation Award for Excellence in Education. He is the Honored Scientist of the Russian Federation (2002), Honored Worker of Science and Technology of the Russian Federation (2010), and the recipient of Golden Medal of the Russian Academy of Education “For Scientific Achievements” (2011).

In 2004 - 2005 - counselor of the Minister of economic development and trade of the Russian Federation. Since 2005 - the head of Secretary of the Chairman of the Supreme Arbitration Court of the Russian Federation, and in 2006 - 2010 - the head of the machinery - the manager of the Supreme Arbitration Court of the Russian Federation. The senior lecturer of the civil law department of the faculty of law of the St.-Petersburg state university. The author of more than 30 scientific publications on civil law problems.

Born in Moscow in 1958. Married with three children. Graduated with honours from the Moscow Institute of Economics and Statistics (MESI) with a degree in Automated Control System in 1980. Holds a PhD in Economics, dissertation on the automation of system design for computer processing of economic information. Worked at MESI as an engineer since 1980, then started working as a junior researcher. Worked at the Scientific Research and Design Institute for Industrial Technology of the Central Statistical Administration of the USSR (now Statinform of the Federal State Statistics Service) as a senior researcher, sector manager, department manager and head engineer since 1987. Headed up 1C Company, which specialized in the development, distribution and support for computer programs, in 1991. 1C is most famous for 1C:Enterprise programs, which are used by millions of employees in commercial and public organizations every day in order to increase management and accounting. The company is also famous for products developed for home computers and the sphere of education. 1C:Enterprise includes integrated ERP-class solutions for asset management of industrial, commercial and service organizations; products for financial management and accounting of holding companies and individual organizations; products for the organization of electronic document management, electronic document exchange between organizations and delivery of electronic reporting to regulatory authorities; payroll and personnel management; for the automation of state and municipal agencies; and a variety of industry-specific solutions developed by 1C, its partners and independent organizations. Alexey Odinokov

Alexey graduated from Moscow Engineering and Physics Insititue and Stanford Graduate School of Business. He was responsible for establishing and growing Intel Software Development Center in Russia. Alexey established 600 developers Intel Development Center, as part of his responsibilities he launched the IP discovery and protection process for Intel developers in Russia. Later Alexey founded NAUTECH - russian semiconductor IP blocks aggregator and distribution company. Alexey is also member of the RVC Seed Fund investment committee. Currently Alexey is heading up Moscow State University Technology Transfer Center and IP department at Innopraktika.

Kazimieras Sarzickas

Regional Director North East Europe, REACT

Born in 1979 in Vilnius, Lithuania. In 2001 graduated from the Faculty of Law of Concordia International University Estonia with major specialisation in International and EU law. Since 2005 he is working at the Anti-Counterfeiting Association REACT and currently holds the position of the Regional Director. He is responsible for co-ordination and management of anti-counterfeiting strategies as well as for practical implementation and enforcement of brand protection measures by local REACT offices or partners on behalf of the members of REACT in the area, covering North East Europe, Eurasian Economic Union and Caucasus. He has previously held the position of enforcement coordinator at REACT, worked at forensic science services in Lithuania and United Kingdom, was a visiting lecturer of law at the University of Kristianstad, Sweden, and managed project assignments in China and Ghana.

Saule Tlevlessova

President, Eurasian Patent Office (EAPO) of the Eurasian Patent Organization

Mrs Saule Y. Tlevlessova was born in Alma Ata on 15 August 1963. Graduated from Moscow State University, International Law Department, 1986. Pursued her post-graduate studies at Moscow State University Law Department, 1989 - 1993. Earned a Candidate of Science in Law for her thesis Statutory Regulation of Labour Disputes defended in 1993. Attended the Diplomatic Academy under the Ministry of Foreign Affairs of the Russian Federation, Moscow, 1993 -1994. 1995 - 1996: Senior Expert, Law Department, Republic of Kazakhstan Presidential Administration; 1996 - 1997: Second Secretary with the Permanent Mission of the Republic of Kazakhstan to Geneva. In September 1997, Mrs Tlevlessova commenced her national law copyright advisory work for the World Intellectual Property Organization (WIPO). As of April 2001, Mrs Tlevlessova led programmes of the Division for Certain Countries in Europe and Asia, WIPO, as Programme Officer. On 1 September 2013, Mrs Saule Tlevlessova was appointed Head of the Section for Caucasian, Central Asian and Eastern European Countries, Department for Transition and Developed Countries, WIPO. On 11 February 2016, Mrs Saule Tlevlessova took over the duties of President of Eurasian Patent Office of the Eurasian Patent Organization. Ilya Sachkov
