Transformations in the global power industry are sending waves of change over the energy landscape. Advancements in generation, delivery, and storage technology and new ways of managing power systems of various scales are opening up new opportunities for the development of both conventional and renewable energy. In addition to the basic elements of the power industry – generation, distribution, and consumption – the new element of storage is emerging, which is capable of re-formatting the system and transforming electricity from a service to a tradable commodity. The introduction of smart networks and digital substations, the development of customer services, and solutions for commercial accounting of bidirectional energy transactions for power-generating consumers are all not only driving a shift towards smart power systems, but also setting up serious changes in the global energy mix. How should Russia act, within the scope of its energy policy, to accommodate these trends? How can maintaining the competitiveness of conventional energy exports be smoothly combined with participating in the sector’s IT race? How can Russia become a global leader in providing technological solutions for the smart power industry of the future?

Director-General, International Renewable Energy Agency (IRENA)
Adnan Z. Amin is the Director-General of the International Renewable Energy Agency (IRENA), currently serving his second term. He was elected as the Agency’s first Director-General in 2011. During his tenure, IRENA has grown to 150 Member States and has become the global authority on renewable energy. The agency today provides the world community with a strong international cooperation framework to accelerate the sustainable energy transformation, as a major pathway to fostering sustainable development and one of the most important solutions to climate change.
Mr. Amin has over 25 years of experience in international environment and sustainable development policy, as well as in the political, management, and interagency coordination functions of the United Nations (UN). Mr. Amin has held senior positions in the UN, including as Head of the UN System Chief Executives Board for Coordination Secretariat, Director of the New York Office of the United Nations Environment Programme, and Executive Director of the Secretariat of the Secretary-General’s High-Level Panel on UN System-wide Coherence. He is currently a member of the UN Secretary-General’s High-Level Group on Sustainable Energy for All.
Mr. Amin is a development economist specializing in sustainable development. He is a national of Kenya.

Before joining GPN, he led IHS CERA consulting practice in Russia as a Managing Director, leading, among others, Russian oil sector tax reform project and developing the General Scheme for the Russian oil sector to 2020. Before joining IHS CERA, Mr Vakulenko worked in Shell in a number of commercial and economics roles. Mr. Vakulenko graduated from the Moscow Institute of Physics and Technology and from The Fletcher School of Law and Diplomacy (Tufts and Harvard universities).

Grigory has brought more than 19 years of operational experience in oil and gas sector. In January 2015, he established VYGON Consulting company, which is entirely based on providing strategic consulting for industrial entities, analytical support for the public authorities, conducting research in the energy sector.
From 2011 to 2014, Grigory was the director of Energy Center in Moscow School of Management SKOLKOVO. In 2008, before the foundation of the Centre, he headed the Department of Economy and Finance in the Ministry of Natural Resources and Environment of the Russian Federation, where he was engaged in various issues, including economic incentivizing of oil and gas sector.
In 2006-2008, he was the chief economist in TNK-BP, being responsible for strategic planning and analytical support to interact with public authorities. Before joining TNK-BP, he worked as an independent consultant and director in the Corporate Finance Department of the Institute of Financial Studies.
In 1996, Grigory graduated from the Moscow Institute of Physics and Technology, in 2000 – received a PhD degree in the Central Economics and Mathematics Institute of RAS.
The key field of interest – oil and gas industry strategy and economic development, improvement of state regulation in terms of taxation and subsoil management. During the past 10 years, he has been actively involved in elaboration of strategic sectoral documents and regulations on economic stimulation of Russian oil and gas sector.
Daniel Yergin

Daniel Yergin is a highly respected authority on energy, international politics, and economics. He is Vice Chairman of IHS, one of the world’s leading research and advisory firms, and Founder of IHS Cambridge Energy Research Associates.
Dr. Yergin is the Pulitzer Prize-winner for The Prize: the Epic Quest for Oil Money and Power, which has been translated into 20 languages. He is the author of the new bestseller The Quest: Energy, Security, and the Remaking of the Modern World.
In 2014, the Prime Minister of India presented Dr. Yergin with “Lifetime Achievement Award” and the U.S. Department of Energy awarded him the first “James Schlesinger Medal for Energy Security.” In 2015, the University of Pennsylvania presented him with the first Carnot Prize for “distinguished contributions to energy policy.” Dr. Yergin was awarded the United States Energy Award for “lifelong achievements in energy and the promotion of international understanding.”
Dr. Yergin is a director of the Council on Foreign Relations and a trustee of the Brookings Institution. He is a member of the National Petroleum Council, and on the advisory boards of the Massachusetts Institute of Technology Energy Initiative and Singapore’s International Energy Advisory Board. He is a “Wise Man” of the International Gas Union and became an Adjunct Professor at the China University of Petroleum in Beijing.

Viacheslav Pershukov was born in 1958 in Magnitka, Chelyabinsk Region. He graduated from Moscow State University with a degree in Mechanics and holds a post-doctoral degree in Applied Science. He is a Professor and Academician in the Russian Academy of Natural Sciences. Much of his career was spent holding engineering positions at the Krzhizhanovsky Energy Institute and managerial positions in private companies. In 2005–2008, Mr Pershukov served as Technical Director at West Siberian Resources before moving to CH Oil & Gas as Chief Executive. In April 2011 he joined ROSATOM as First Deputy Director of the R&D Directorate and then as Deputy Director General for Research and Development. Since June 2011, Mr Pershukov has worked as Deputy Director General for Innovation Management at ROSATOM.

In January 2014, Anatoliy Chubais was appointed Chairman of the Executive Board of RUSNANO Managing Company LLC, which was set up within the scope of the OJSC RUSNANO Strategy up to 2020 envisaging division of management functions and possession of company assets. Since September 2008, Anatoly Chubais has headed state corporation Russian Corporation of Nanotechnologies and, since it was transformed into an open joint-stock company in March 2011, had held the position of Chairman of the Executive Board of OAO RUSNANO.
From 1998 to 2008, Anatoly Chubais headed up RAO UES of Russia. From 1997 through 1998 he was First Deputy Prime Minister and Minister of Finance of the Russian Federation and from 1996 through 1997 Chief of Staff of the Russian Presidential Executive Office. From 1992 to 1996 he was Deputy Prime Minister and then First Deputy Prime Minister of the Russian Federation for economics and financial policy. From 1995 to 1996, Anatoly Chubais was the Russian Federation manager in the World Bank and the International Monetary Fund. 1991–1994 saw him as Chairman of the State Committee of the Russian Federation for management of state property, when he authored and co-ordinated the Russian privatisation programme. Before Interfax, he worked for 5 years as Principal Consultant at KBC Energy Economics, where he was chief economist and led the group’s market analysis team. He is also involved in econometric research at Surrey University on the subject of oil and gas pricing benchmarks, building on his 20 years of experience with the Price Reporting Agency (PRA) Platts. He worked at Platts in a number of different roles, including Director of Markets and Pricing, in which role he was responsible for Platts global assessment processes for all commodities. Participants in plenary sessions, roundtables and panel discussions exchange views on ways to promote international cooperation, encourage scientific and technological progress and the development of human capital, and to effectively tackle the challenges we face.
The theme of the current meeting, The Foundations of a Multipolar World – The Formation of New Areas of Growth, is highly relevant and meaningful. A growing part of the international community is in favour of building a just and democratic system of international relations based on the principles of genuine equality, consideration for each other’s legitimate interests, and respect for the cultural and civilisational diversity of nations. It is precisely these principles that underpin the activities of BRICS, which Russia is chairing this year. It is symbolic that the history of this dynamically developing association, whose members already account for more than a third of the global economy, began at the 10th St Petersburg International Economic Forum in 2006.
Our country is open to constructive dialogue and interaction with partners and is ready to work together to address the economic, social, scientific and technological challenges of our time.
