Programme

The fast-developing trend for creating regional integrated structures in Eurasia and Latin America, and the broadening of the scale of foreign economic cooperation are shaping the need for the Eurasian Economic Union (EAEU) and the governments of Latin America and the Community of Latin American and Caribbean States (CELAC) to seek common ground and areas for cooperation. <br />Thanks to regional integration initiatives by the EAEU and the CELAC countries, not only are major opportunities to increase the momentum of trade and economic relations being created, a wide variety of new mechanisms and channels for interregional cooperation are also being forged.<br />The challenge that we face today is how to systematize developing relations between the EAEU and CELAC countries, taking into consideration accumulated experience and the specifics of development in Eurasia and Latin America.

Minister of Foreign Trade and Foreign Investment of the Republic of Cuba

Positions held: 1981-1982: Technical Expert in Projects Management, in ECIMETAL, enterprise linked to the State Committee for Economic Cooperation (CECE) of the Republic of Cuba. 1982-1992: Specialist in Cooperation in CECE. 1992-1997: Economic and Trade Counsellor at the Embassy of Cuba to Brazil. 1997-1998: Director of Developed Countries Division, at the Ministry for Foreign Investment and Economic Cooperation, (MINVEC). 1998-2002: Deputy Minister at the Ministry for Foreign Investment and Economic Cooperation, (MINVEC). 2002-2005: Ambassador of Cuba to the European Union, the Kingdom of Belgium and concurrent to the Grand Duchy of Luxembourg. 2005-2008: Ambassador of Cuba at the United Nations Organization in New York. In November 2008 Mr. Malmierca was appointed as Minister of the Ministry for Foreign Investment and Economic Cooperation. In March 2009, due to the merge of MINVEC with the Ministry of Foreign Trade, Mr. Malmierca was appointed as Minister of the new Ministry of Foreign Trade and Investment. Mr. Malmierca was elected in 2009 and 2014 member of the Popular Power National Assembly (Parliament). He was elected member of the Central Committee of the Communist Party since he was elected in the VI Congress in 2011 and in the VII Congress in 2016.

Roosevelt Skerrit

Prime Minister, Minister of Finance of the Commonwealth of Dominica

Roosevelt Skerrit was born on June 8, 1972 in Dominica. He studied in the USA (University of New Mexico and University of Mississippi) and acquired a Bachelor’s degree in Psychology (B.Sc.) and English (BA). When Skerrit returned to Dominica, he taught English and became a member of the Dominica Labour Party (DLP). In 2000, he was elected as a Member of Parliament representing DLP. Soon after he became Minister for Youth Affairs and Sports of the Commonwealth of Dominica. In January 2004, after the untimely passing of Prime Minister P. Charles, he was appointed new Prime Minister by the President. Aged 31 at his swearing in, he became the world’s youngest leader (soon after he was elected as the Head of the Labour Party). After DLP won the parliamentary election of 2005, in addition to being Prime Minister, Skerrit served as Minister for Finance. After the 2009 elections he was re-elected for his third term, and since January 2010 also became Minister for Information Technology, Finance, and Foreign Affairs. As a result of the latest government reshuffle (in December 2014), he became Minister for Finance and the Public Service. He is the first in Dominica’s political history to serve a fourth consecutive term in office as Prime Minister. He is now a frequent lecturer, his topics include the future of CARICOM and Regional Integration. He served as Chair of the Organization of Eastern Caribbean States (OECS), and has contributed to the formulation of its stabilization programme. He advocates for wider regional cooperation among the members of the Community of Latin American and Caribbean States (CLAS). As Prime Minister, he served as Chair of the Caribbean Community (CARICOM) form July to December 31, 2016. Enjoys playing cricket. Married. Has a son and a daughter.

Minister of People's Power for Foreign Trade and International Investment of the Bolivarian Republic of Venezuela

• Born April 12, 1964 in Caracas, Venezuela Education: • Political Economy, Berlin, Germany. Post-graduate studies: • International Economics, Central University of Venezuela, Caracas. • International Economic Relations and Political Science at the University of Konstanz, Germany. Teaching: • Taught at the Central University of Venezuela and at the Bolivarian University of Venezuela. Positions in the general election: • 2011–2015 – member of the National Assembly. Vice-chairman of the Commission for Finance and Economic Development. Government appointments: • 2008 – Deputy Minister of Social Security. • Currently is the Minister of People's Power for Foreign Trade and International Investment of the Bolivarian Republic of Venezuela Professional experience: • 1992–1999 – member of the Central Bank of Venezuela Political appointments: • Member of the Communist Party of Venezuela for more than 25 years, as well as a member of its National Board until 2007. • Currently is a member of the National Administration of the United Socialist Party of Venezuela.
