Programme

The modernization of state control and oversight goes hand-in-hand with efficient risk management. It is also accompanied by adjustment of goal-setting, improvement of the control bodies’ performance metrics, and provision of a system allowing transparent navigation among the multitude of mandatory industrial requirements. To deliver all this, comprehensive information systems and systemic retention of key personnel are required. The path ahead for the Russian Government is clear and foundations have already been laid: individual practices are being developed in risk-informed approach, performance assessment, and other areas. How universal are the approaches to reforming control and oversight used by various countries? What lessons can and should be learned and what steps should be taken to adjust practices with the appropriate level of caution?

Mikhail Abyzov

Since 1993, Michael Abyzov held senior positions in several fuel and energy companies. In 1998 Abyzov became a board member and head of the department of investment policy and business projects at RAO "UES of Russia". Since 1999, Abyzov has been the Deputy Chairman of the Board at RAO "UES of Russia". From 2003 to 2005 Abyzov was chairman of the board at JSC "Russian Communal Systems". Since 2004, due to organizational structure changes at RAO "UES of Russia," Abyzov was appointed a member of the Executive Board and managing director of business unit number 1. From 2005 to 2007 he was the general director of CJSC "UK KRU." From 2006 to January 16, 2012 Abyzov M. A. was Chairman of the Board of Directors to the business group RU-COM. From July 2007 to January 16, 2012 - Chairman of the Board of Directors of JSC "E4 Group" From August 2007 to January 2011 Abyzov was also Chairman of the Board of Directors of JSC "Mostotrest". By Presidential Decree on 18 January 2012 (Decree no. 81) he was appointed Advisor to the President of the Russian Federation. By Presidential Decree on 21 May 2012 he was appointed the Minister of Open Government.

Zhakip Assanov

Prosecutor General of the Republic of Kazakhstan

Born in 1963. Graduated from Kazakh State University majoring in Law. Began his career in 1986 in prosecution service. In 1993-1994 worked for the Prosecutor General’s office of Kazakhstan, in 1994-1996 – for Section of Law, Legal Order and Judicial Reform of the Presidential Administration of Kazakhstan. In 1997-2003 held several managerial positions in prosecution service. In 2003 appointed as a Vice-minister of Justice of Kazakhstan. In 2005-2006 held positions of a deputy executive director of “Atameken” National Union of Entrepreneurs and Employers, chairman of Board of “Kazakhstan Utilities” JSC, president of “Ordabasy Corporation” JSC. In 2007-2012 was a Deputy of Mazhilis (lower house) of Parliament of Kazakhstan, a member of the Mazhilis Committee on Legislation and Judicial Reform. In 2012 appointed as a Deputy Prosecutor General, in 2016 – as a Prosecutor General of the Republic of Kazakhstan. 2nd grade state counsellor of justice. Recognized by state and sectoral awards.

After a decree of the government of Russian Federation government N1931 temporary acted as chief of Federal Agency for consumer protection and human wellbeing from October 23, 2013. Following a decree of the government of Russian Federation N571-p appointed head of Rospoterbnadzor. Married, has two children

Boris Titov was born on December, 24, 1960 in Moscow. He is a graduate of the Moscow state institute for international relations in 1983.
