Programme

Successful implementation of Russia’s Science and Technology Development Strategy requires overcoming a number of problems: improving the return on investment in research and development and enhancing collaboration between the research and development sector and the real sector of the economy. Resolving these problems requires the involvement of research and training institutions and industrial companies, as well as improving the effectiveness of technology transfer from the realm of research to implementation in industry. <br />How are these problems viewed by the various players in the technology transfer market – research and training institutions, industrial companies, and development institutions? What is needed in order to achieve an improved return on investments in research and development, and enhanced collaboration between the research sector and the real sector of the economy? How can we create an ongoing space for interaction among all those involved in technology transfer?

Dan Medovnikov is a renowned Russian expert in the field of innovation. Dan is the creator and head of the science and innovation department of the Expert magazine (1998-2015), deputy Editor-in-Chief of the Expert magazine (2008-2015). Since 2012 - Director of the Institute of Innovation Management of the Higher School of Economics. Since 2017 – Editor-in-Chief of the online magazine "Stimul". Under Dan’s supervision, a number of applied research has been carried out on the subject of the innovative potential of the Russian economy, the innovative activity of Russian corporations, and the development of the medium-sized technological business. Dan's articles in the Russian media constituted a significant part of Russian media analytics on the science, entrepreneurship and innovation development in the 1990s-2010s. Dan is a member of the Expert Council of the Chairman of the Board of the Military-Industrial Commission of Russia; member of the Committee on Industrial Policy of the Russian Union of Industrialists and Entrepreneurs. In 2016, the head of the working group "Science and the State" developing Scientific and Technological Development Strategy of the Russian Federation.

Sergey Kravchenko

President, Boeing Russia/CIS

Sergey Kravchenko holds post of president of Boeing Russia/CIS since 2002, he is responsible for leading all Boeing business activities in Russia and the CIS. Kravchenko joined The Boeing Company in 1992. He directly participated in Boeing 777 and Boeing 787 Dreamliner program design, held leading positions in engineering departments in Seattle responsible for production and relations with suppliers and partners. In Russia, he led Boeing projects on participation in ISS, establishment of two Boeing joint ventures with Rostec /VSMPO, Boeing Design Center in Moscow, Boeing Flight Training Center in Skolkovo. Before Kravchenko joined Boeing in 1992, he worked as a professor and as the lead scientist of the Russian Academy of Sciences. He also taught in Moscow and worked as a research consultant in Europe, the United States and Asia. Sergey Kravchenko is one of the leading specialists in Russia on modern management of large international projects and companies. Kravchenko is a professor and holds a doctorate degree of engineering science, earned in 1990. He holds over 20 patents in various areas of engineering and has published more than 50 research papers.

Mikhail Levchuk

Born in Leningrad on 25 January,1979. In 2002 graduated with honors from St.Petersburg State Polytechnic University with a degree in “Radiophysical security methods of objects”. Supplementary: Magistrature in Uppsala University, postgraduate programme in St.Petersburg State Polytechnic University. Since 1995 in ARGUS-SPECTRUM Laureate of The Russian Federation Government Award for creation of the system Sagittarius. In April 2014 was elected to the General Council of All-Russian Public Organization “Delovaya Rossiya”. In February 2016 was elected to the “United Russia” Supreme Council;member of the “Business platform”of “United Russia”. ARGUS-SPECTRUM is one of the largest companies specializing in creation and production of security systems; it involves certified production compliant with LPCB,VdS,BSI standards;it is also a system of production organization and management based on Toyota production system;a famous British landmark Big Ben is fitted with 20 thousands of Russian detectors;thousands of schools and hospitals are fitted with the company equipment alongside with such landmark buildings as The Residence of the Queen of Great Britain,Cambridge,Eton College,scientific sta-tion «Vostok»,the State Hermitage Museum, the State Tretyakov gallery.

Alexey Odinokov

Member of Board, NATT; Head of IP Management Department, Innopraktika

Alexey graduated from Moscow Engineering and Physics Insititue and Stanford Graduate School of Business. He was responsible for establishing and growing Intel Software Development Center in Russia. Alexey established 600 developers Intel Development Center, as part of his responsibilities he launched the IP discovery and protection process for Intel developers in Russia. Later Alexey founded NAUTECH - russian semiconductor IP blocks aggregator and distribution company. Alexey is also member of the RVC Seed Fund investment committee. Currently Alexey is heading up Moscow State University Technology Transfer Center and IP department at Innopraktika.

Alexander Povalko

Mr. Aleksandr B. Povalko was born in Lyubertsy, Moscow Region, on May 16, 1970. Alexander Tormasov

Scientist, educator and software artisan with more than 30 years of experience in the field of high technology. Full Professor in Computer Science, Head of the Theoretical and Applied Computer Science Chair at the Moscow Institute of Physics and Technology, Chief Scientist at Parallels company. Starting from 2014 he is a Chair of the IEEE Computer Society Russian Branch. Alexander is an author of more than 150 US patents.

Dmitry Dyrmovsky

Dmitry Dyrmovskiy graduated from the Specialized Educational Scientific Centre (SESC) at Novosibirsk State University (NSU) in 1996 and from the Zhukovsky Air force engineering Academy (VVIA) in 2001 and had been working in The Ministry of defence of the Russian Federation as a scientific engineer until 2004. In 2004 he started working in a Russian company engaged in development of speech technology and multimodal biometrics called STC as a project leader. In 2007 he became Head of the Moscow branch. Since 2012 Mr.Dyrmovskiy is Member of the STCs’ Board of Directors and in 2014 he was named General Director of the company. In 2014 he successfully completed Executive course at IMD Business School (Switzerland). In 2014 Dmitry Dyrmovskiy was elected Vice-President of the National Association of contact centers. In 2015 he became Board Member of RUSSOFT Association. In 2015 Mr.Dyrmovskiy joined Special Expert Council on Russian Software under the Ministry of Telecom and Mass Communications of the Russian Federation. In 2016 he became Board Member of Russian Software Products Association "Russian Software".

Vadim Kulikov

Graduated from the energy department of Bauman Moscow Higher Technical School, honored inventor of Russia (2009). Responsible for the selection of projects in the Agency, responsible for interaction with public development institutions, technology parks, foundations. Has successful experience with incubators and accelerators leading engineering schools of Russia (MIPT, Moscow State Technical University, Moscow State University, MIIT, MEI, etc.), the US (GeorgiaTech, MIT, Berkeley, Columbia, NYU POLY, FAU, and others), Israel (Technion) and Europe (University of Technology of Lausanne, Stockholm University of Technology, etc.), development institutions in Russia (RUSNANO, Russian Venture Company, Skolkovo), USA (NYSEDRA / NY, DOE). Earned a diploma in Economics. 1998: Successfully completed an MBA programme at the MIRBIS Moscow International Higher School of Business and obtained an MBA in Management. 2004: Studied at the Keio Business School in Japan under a presidential programme. 1993–2002: Vice Chairman of the Management Board, CentroCredit Bank. 2001: Founded CJSC Biocad; currently serves as its President. Biocad manufactures ready-made medicines, pharmaceutical substances and genetic engineering products.

Konstantin Nosov

General Director, Angstrem

He was born on 11 November 1980. In 2002 he graduated from the faculty of Information and Computer Engineering, Far East State Technical University. After his training, he worked at key management positions in large telecommunications companies such as Huawei, Alcatel, Dalsvyaz, Center Telecom and Start Telecom. In his previous position at Start Telecom, he was appointed Managing Director. He has been working at Angstrem since May 2014, and since December 2015 he has headed the organization.
