In his address to the Federal Assembly, President of the Russian Federation Vladimir Putin set a goal for the next six years to double non-commodity, non-energy exports to USD 250 billion. How can this goal be achieved? What might help to increase demand and promote Russian products abroad? What is the potential for an export leap in different sectors of the economy? What support do Russian goods and services need to achieve an export breakthrough?

Sergey Kogogin

Director General, KAMAZ PTC

Born on November 16, 1957 in the village of Bolshiye Klyuchi in the Zelenodolsky District, Tatarstan, Sergey Kogogin began his professional career in 1976 as a milling machine operator at the Kazan Engine Building Plant. He graduated from the Kazan Aviation Technical College in 1977 and received a degree from the Physics Department of the Kazan State University in 1982. Sergey Kogogin worked as a tuning engineer at the Era company in 1982–1985 and as a senior engineer, bureau chief, deputy chief mechanical engineer and chairman of the trade union committee at the Zelenodolsky Machine Engineering Plant from 1985 to 1990. From 1990 to 1994 he managed the Zelenodolsky Machine Engineering Plant and in 1994–1999 was head of the Zelenodolsky District Administration, before being appointed Deputy Prime Minister and Minister of Economy and Industry of the Republic of Tatarstan.
Sergey Kogogin has been a member of the Board of Directors of KAMAZ since June 1999 and General Director of KAMAZ since April 26, 2002.
Since January 2006, he has headed the Association of Russia’s Automakers non-profit partnership as its Chairman of the Board.
Sergey Kogogin has a PhD in Economics and holds numerous government and public awards and honorary titles.

Sergey Kolesnikov

President, TechnoNICOL Corporation

Graduated the Moscow Institute of Physics and Technology.
In 1992 he co-founded the TECHNONICOL company. Today TECHNONICOL is one of the largest international manufacturers of reliable and efficient construction materials and includes 53 plants in 7 countries. The products are delivered to over 80 countries.
He is a member of the Presidium of the General Council of the public organization “Delovaja Rossija”, a public Representative of the Commissioner for Protection of the Rights of Entrepreneurs under the President of the Russian Federation B.J. Titov, the Ombudsman for Antimonopoly Legislation, an Adviser to the Chuvash Republic Head on development of production capacities in the region, attraction of new investment projects and diversification of the economy of the Republic.
He provides sponsorship to Russian biathletes.

Valentin Makarov

President, Russoft Association

Makarov Valentin was born 16.04.1955 in Leningrad, Russia. Graduated from the Leningrad Aircraft Instrumentation Institute in 1978, in 1978-1985 he had been working in the Defense Industry. In 1985 entered the Leningrad Polytechnic Institute. Since “perestroika” time he has got good experience of organizing international cooperation (1988-1992 – secretary in the Russian Delegation to UNESCO, in 1996-2000 as deputy Chairman of International relations’ Committee of Administration of St Petersburg). He has also got extended managerial experience in private business (1992-1996 – in Interprivatization Foundation and in the EuroConseil Rusian-French JV consulting company).
President of RUSSOFT Association (earlier Fort Ross) since its foundation on 9.9.99, he has been organizer of lobbying campaigns in the Government and Chairman of numerous IT-events in Russia and abroad (RUSSOFT Forum, Software Outsourcing Summit, Mobile Software Forum, Russian IT-seasons). Chief-editor of the annual Russian export software industry survey since its beginning in 2003. Representative of Russian IT Association (APKIT) in WITSA in 2004-2006, 2012. Invited speaker at numerous international conferences and author of dozens of articles on IT in Russia.

Vasily Osmakov

Deputy Minister of Industry and Trade of the Russian Federation

Born June 8, 1983, Moscow. 2005: graduated from Moscow State University, Institute of Asian and African Studies.
2008: gained his CSc from the State University of Management in Moscow.
Career background: 2004–2008: Ministry of Industry and Energy: Head of Strategic Planning and Research Department; Assistant Administrator of Strategic Planning and Research Department; Assistant Administrator of Priority Projects Support under the Economic Analysis and Planning Division; Advisor to the Public Relations Department; Senior Expert of the PR Department. 2008–2012: Assistant and Advisor to the Minister of Industry and Trade of the Russian Federation.
2012–2016: Director of Strategic Development and Project Management Department, Ministry of Industry and Trade of the Russian Federation. 31 August 2016: appointed Deputy Minister of Industry and Trade of the Russian Federation.
Since 2015, Mr Osmakov has held the title of Full State Counsellor. CSc in Economics. Married with a child.

Maxim Protasov

Head, Russian Quality System

Born: 1972 in Moscow. Graduated from the Economics Faculty of Moscow State University and completed postgraduate research at the Institute of Latin America of the Russian Academy of Sciences. 1999 through 2005: member of the Supervisory Council of the National Securities Market Association, of the expert council of the Financial Markets Committee under the State Duma of the Russian Federation.2011 through 2015: held the position of Chairman of the Management Board of the National Association of Producers and Suppliers of Foodstuffs Rusprodsoyuz. June 2015: appointed head of the Autonomous Non-commercial Organization Russian Quality System (Roskachestvo), set up by Russian Government Directive. Is an active participant in many expert organisations, in particular Open Government, Expert Council of the Federal Antimonopoly Service, working group of the Public Council of the Ministry of Agriculture of the Russian Federation on foodstuff quality, member of the Commission for Supervising the Code of Fair Practices. Married with three children.
