The current expansion and deepening of transport cooperation across the SCO territory is a vital precondition for fully realizing the potential of trade, economic, and investment cooperation and reaching a new level of production and business activity throughout the Eurasian space. What are the prospects and key barriers for the development of the transport infrastructure in the SCO region? What tools are needed to ensure the efficient use of transport infrastructure? How can international transport operations be coordinated and managed? Is transport digitalization and integrated transport management a utopia or a realistic future? What is the role of business in developing the transport agenda at this stage?

Sergey Katyrin

President, Chamber of Commerce and Industry of the Russian Federation

Born on October 2, 1954 in Moscow. Graduated from the Moscow Car and Road Construction Institute and the International Business School of the Moscow State Institute of International Relations (MGIMO). Took an active part in establishing and developing the Chamber of Commerce and Industry of the Russian Federation, which held its founding Congress on October 19, 1991. At the 7th congress in March 2016, he was elected President of the Chamber of Commerce and Industry of the Russian Federation for a second term. The range of Sergei Katyrin's activities as President of CCI Russia includes effective coordination within the national network of chambers of commerce and industry of Russia, which incorporates territorial chambers of commerce and industry, associations and business unions. Establishment of productive cooperation with legislative assemblies and executive authorities at both national and regional levels constitutes yet another area of his daily concern. Sergei Katyrin represents Russia's Chamber of Commerce and Industry in major business unions where he is among the board members.
He is a member of the working group for joint anti-corruption measures of representatives of the business community and government authorities under the Presidium of the Presidential Council for Counteracting Corruption and takes part in meetings of the Presidium of the Presidential Council for Counteracting Corruption. He sits on the government's Commission for Development of Small and Medium-sized Businesses and is a member of the Public Council for Development of Small and Medium-sized Businesses, which works under the Chairman of the Federation Council of the Russian Federal Assembly. At the same time, Sergei Katyrin fulfils functions related to the international activities of the Chamber of Commerce and Industry, being Chairman of the Russian chapter of the BRICS Business Council and Chairman of the Russian National Branch of the Shanghai Cooperation Organization Business Council. In addition, he is a member of the Committee of the Chief Executives of CIS Chambers of Commerce and Industry. During the term of Sergei Katyrin’s presidency, the Russian Chamber of Commerce and Industry signed the Anti-Corruption Charter of Russian Business.

Olga Algayerova

Executive Secretary, United Nations Economic Commission for Europe (UNECE)

On 13 April 2017, the Secretary-General appointed Ms Olga Algayerova of Slovakia as the next Executive Secretary of the UNECE. She took office on 1 June 2017.
Ms. Algayerova brings to the position a combination of leadership and diplomatic skills with deep knowledge of the region with its challenges and opportunities and a strong focus on building and nurturing partnerships among key stakeholders with the United Nations.
Prior to her appointment, she served as Permanent Representative of Slovakia to the International Organizations in Vienna, Austria (since 2012). She was previously President, Slovak Millennium Development Goals (2010-2012); State Secretary, Ministry of Foreign Affairs (2006-2010) and Corporate Export Manager, Zentiva International, a.s. (2004-2006).
Born in 1959, Ms. Algayerova holds a Master in Contemporary Diplomacy from Malta University, a Master in Business Administration from The Open University Business School, United Kingdom and a Dipl. in Engineer of Economy from the University of Economics Business Faculty, Bratislava.
On 12 July 2017, Ms. Olga Algayerova was sworn-in by the Secretary-General of the United Nations, Mr. António Guterres.

Vladimir Bulavin

Head, Federal Customs Service of the Russian Federation

Born in Lipetsk Region, Russia on February 11, 1953. Graduated from Moscow Institute of Railroad Transport Engineers (1975), and the Higher School of the KGB of the USSR (1979).
Starting from 1977, he was employed by state security bodies.
Starting from 1979, he served in KGB Administration, Office of the Ministry of Security – Administration of the Federal Counterintelligence Service – Administration of the Federal Security Service (UMB-UFSK-UFSB of the RF) in Nizhny Novgorod Region.
In 1992 – 2006 – the head of the UMB-UFSK-UFSB of the RF in Nizhny Novgorod Region.
Worked as the Chair of the Council of FSS Bodies Heads in Volga Federal District (since 2001), the Deputy Director of the FSB of Russia - Head of the Administration of the National Anti-Terrorist Committee (since 2006), Senior Deputy Secretary of the RF Security Council (since 2008), a standing representative of the President in the Northwestern Federal District (since 2013).
In 2016 he was appointed the Head of the FCS of Russia.
Awarded the orders “For Merit to the Fatherland” of the III and the IV degree, “For War Services”, decorations “Honorary Officer of Counterintelligence Service”, “For Service in Counterintelligence” of the II degree, medals of the USSR and RF.
Candidate of Legal Sciences, the distinguished officer of the security bodies of the RF.
Married, has two children.

Alexander Misharin

First Deputy Chief Executive Officer, Russian Railways

Alexander Misharin was born in 1959. He graduated from the Urals State University of Railway Transport as a Railway Transport Electrification in 1981. He obtained his second university degree, in economics, from the same university in 1997. Misharin has a CSc degree in economics and a DSc in engineering.He started out as an electrician and rose through the company to become chief engineer of Sverdlovsk Railway. He served as Deputy, First Deputy Minister of the Railways, Chief of Sverdlovsk Railway, Director of the Department for Integrated Development of the Infrastructure of the Ministry of Transport of the Russian Federation, Deputy Minister of Transport of the Russian Federation, and Director of the Department for Industry and Infrastructure of the Central Office of the Government of the Russian Federation.He was Governor of the Sverdlovsk Region from 2009 to 2012.Alexander Misharin became First Vice-President of Russian Railways JSCo in December 2012.

Vladimir Norov

Secretary General, Shanghai Cooperation Organisation

Born on 31 August 1955 in the Bukhara Region.
Education:
In 1976, he graduated from the Bukhara State Pedagogical Institute. In 1985, he graduated from the Academy of the Ministry of Internal Affairs, USSR. In 1990, he graduated from the postgraduate military course of the Academy of the Ministry of Internal Affairs, USSR. Cand.Sc. Law. He speaks English and German.

Richard Threlfall

Richard has over 20 years’ experience in infrastructure policy, governance, strategy and financing, advising both public and private sector clients in the UK and overseas.
Richard began his career as a civil servant at the UK Department for Transport where he held positions in the road, rail and aviation directorates. Between 1996 and 1998 he was Private Secretary to the Secretary of State for Transport and the Deputy Prime Minister. He subsequently moved to the Infrastructure Advisory team at Citigroup before joining KPMG, where he led the UK Infrastructure, Building and Construction sector until 2018.
Richard has an extensive network of contacts across the infrastructure, transport, utility, and construction markets and the related political, financial and legal communities, in the UK and internationally. His clients include national and local infrastructure and transport authorities, private infrastructure owners and promoters of infrastructure schemes. He has advised on the governance and financing of some of the worlds’ most complex civil engineering projects.
He has a long-standing reputation for leading clients through complex and politically high-profile transactions and providing strategic, financial and governance advice in relation to the delivery of infrastructure services and projects.
He has a particular interest in supporting the impending mobility revolution, promoting dialogue between the public and private sectors globally to maximise the social and economic benefits of autonomous vehicles, electric vehicles and mobility as a service.
Richard is a Fellow of the Institution of Civil Engineers. He is a member of the Infrastructure Board of the Confederation of British Industry. He chairs the Advisory Council of The Infrastructure Forum, which is an independent think-tank which brings together organisations with involvement in UK infrastructure from public, private and regulatory perspectives. He is a prolific writer on infrastructure and transport, and is quoted regularly in the trade and national press.

Song Hailiang

Hailiang Song was born in July 1965. Member of the Communist Party of China, senior engineer, professor, receives a state subsidy from the State Council. PhD in management from the Tianjin University, was an NPC deputy representing the Dongcheng District of Beijing. He received the following awards: ‘Most attention-getting entrepreneur of 2008’, ‘Ten best entrepreneurs of modern management’, ‘Honors worker of central SOEs’.
In 1987, graduated from the Wuhan University of Technology, specializing in Design and Production of Port Equipment.
July 1987 – August 1993 successively held positions of assistant engineer and engineer at the Institute of planning and designing of water transportation of the Ministry of Transport.
August 1993 – December 1998 successively held positions of deputy director and director of the Waterways management department (later renamed project director) at the Institute of planning and designing of water transportation of the Ministry of Transport.

Vyacheslav Saraev

Chief Executive Officer, Head of the Executive Board, TransContainer

Prior to joining TransContainer, from 2011 to 2018, Vyacheslav Saraev held a number of senior positions in EvrazHolding Ltd., the management company of EVRAZ.
From January 2015 to October 2017, he served as CEO of EVRAZ Nahodka Sea Trade Port, a leading stevedoring company in the Russian Far East.
Mr. Saraev graduated from the Kuzbass Technical University in 1998. He received his PhD in technical sciences from Institute of Coal and Coal Chemistry of the Siberian branch of the Russian Academy of Science.
Appointed as Chief Executive Officer of the Company on 29 June 2018.
