Programme

2019 is the 5th anniversary of the Treaty on the Eurasian Economic Union and the 25th anniversary of the Eurasian idea. Since its inception, the Union has strengthened its position in the international arena and achieved great results. Yet, given the significant changes to the world over the past five years and the impact this is having on Union member states, it is necessary to update the integration agenda. On 6 December 2018, the Declaration on Further Development of Integration Processes within the EEU was adopted in an effort to form a high-tech and innovative Eurasian space, transform economies digitally, promote business and ensure positive changes in people’s lives. This document opens up new opportunities for cooperation in areas such as innovation, digital technologies, green technologies, energy conservation and efficiency as well as renewable energy, bioengineering and nanotechnology. This year, there are plans to determine key development areas for Eurasian economic integration up to 2025. In this respect, what is needed to make a qualitative breakthrough in these areas? What projects are already being implemented or may be initiated? How can we encourage business cooperation in these areas? What measures should be taken to make the EEU domestic market a territory of innovation, scientific and technological progress?

Andrey Belyaninov

In 1978, Andrei Belianinov graduated from Plekhanov Moscow Institute of the National Economy with a degree in finance and banking, an economist.
In 2005, earned a doctorate in economics, and in 2015 - a doctorate in political science.
After graduation, Belianinov served in KGB of the USSR. He worked in a number of foreign countries, and in the late 1980s was an employee of the USSR Embassy in the German Democratic Republic.
In 1992-1994,Belianinov was Deputy Chairman of the Management Board of REA-Bank.
In 1994-1999, he held the positions of Deputy Chairman of the Management Board, Chairman of the Management Board of Novikombank.
In 1999, he took the position of Deputy Director General of the Federal State Unitary Enterprise Promexport.
In 2004-2006, he was Director of the Federal Service for Defence Contracts.
In 2006-2016, he headed the Federal Customs Service.
In 2017, he became Secretary General of the Eurasian Peoples' Assembly.
Andrei Belianinov has received governmental and departmental awards.
On 1 December 2017, Belianinov was appointed Chairman of the EDB Management Board.

Zhenish Razakov was born on 19 March 1967 in Kyzyl-Kiya, Osh Region.
Education:

1997: graduated from the Republican Training Centre of the Ministry of Internal Affairs of the Kyrgyz Republic.

Career:
Mr. Razakov began his career in 1990 as a thermo-site supervisor at the Alai machine-building plant in Kyzyl-Kiya. He was the deputy head and later the head of the sector for the production of Alai machine-building plant.
Since 1996, he has been serving in the internal affairs agencies.
2000: Appointed officer for Economic Security and Combating the Corruption group of the Department of Internal Affairs of Batken Region. Later he was the head of the Department of Public Relations of the Department of Internal Affairs, Ninth Division of the Internal Affairs Directorate, Criminal Investigations Department of the Internal Affairs Directorate, Deputy Chief of the Internal Affairs Directorate of Batken Region.

John Edward Butler Ransohoff

Vice President, Head of Strategic Projects for Innovations and International Partnerships Direction, Bayer AG

John leads Bayer global external innovation partnerships, including development of alliances with well-established international scientists and research organizations, as well as young and promising scientific start-ups.
John joined Bayer January 1988 as a Laboratory Head in Medicinal Chemistry.
Between 1992 and 1999 he was a Project Manager in Drug Development.
1999 he was named Corporate Vice-president in charge of the Central Coordination of R&D. He spend 6 years in Strategic Planning both at Corporate and Pharmaceutical Division levels, during that period he lead strategy projects in areas such as Therapeutic Proteins, Hematology Research, Innovation in Glucose Monitoring, Toxicology Operations, for several divisions of Bayer AG.
In 2007 he joined Bayer Innovations as Global Project Leader Plant-made-Pharmaceuticals. In this function he was responsible for the development of a technology platform to express therapeutic proteins in planta, in particular, he lead the development of Bayer’s autologous therapeutic cancer vaccine against Non-Hodgkin’s Lymphoma. This included the oversight of investment in a manufacturing plant, introduction of GMPs, certification by local authorities and finally, conducting a proof-of-concept study in patients.
Since 2014, John has been with the Global External Innovations Group, in charge of Venture Capital Investment and European Projects with impact in clinical development.
A native of the Dominican Republic, John studied Chemistry at Heidelberg University. He worked as a research fellow at the Max-Planck-Institute for Medical Research (Heidelberg) and obtained a Dr.rer.nat. in 1986. He spent two years as Research Associate at Rockefeller University (Tom Kaiser’s Lab) conducting work in molecular biology and enzymology of phosphatases.
John is a member of the Scientific Advisory Board of the Institute for Infection and Immunity at St George's, University of London. He is a former member of the German Research Council Evaluation Committee of Chemistry Faculties.

Yaroslav Lissovolik

Yaroslav Lissovolik joined the Eurasian Development Bank as its Chief Economist in 2015. In 2001-2004 he worked in the International Monetary Fund, where he was Advisor to the Executive Director for the Russian Federation in Washington. In 2004 Yaroslav Lissovolik joined Deutsche Bank as Chief Economist; in 2009 he became Head of Company Research in Russia and in 2011- a member of the Management Board of Deutsche Bank in Russia. Yaroslav Lissovolik earned a BA in Economics from Harvard University; an MA in International Economic Relations from Moscow State Institute of International Relations; an MSc in Economics from the London School of Economics, holds a PhD in Economics and is a professor at the department of World Economy at the Diplomatic Academy. Yaroslav Lissovolik is a member of the Advisory Council of the Central Bank of Russia, a member of the Council on foreign and defense policy and a member of the Bretton Woods Committee. In 2012 Yaroslav Lissovolik became a member of the Expert Council of the Russian government as well as the Working group on macroeconomic policy of the Presidential Economic Council. He has published books on Russia's entry to the WTO and on Russia's integration into the world economy, as well as numerous articles and papers on economic and policy issues.

Senior Minister of State, Ministry of Trade and Industry of the Republic of Singapore

Dr Koh Poh Koon was elected as a Member of Parliament for Ang Mo Kio GRC on 11 September 2015. He is currently Senior Minister of State at the Ministry of Trade and Industry and assumed the role of Deputy Secretary-General at the National Trades Union Congress (NTUC) on 23 April 2018.
As Senior Minister of State for Trade and Industry, Dr Koh focuses on research and development and Entrepreneurship matters, and is the patron of the Action Community for Entrepreneurship (ACE). He is involved in the implementation of the Advanced Manufacturing and Engineering (AME) domain strategy under the Research, Innovation and Enterprise 2020 (RIE2020) plan. In addition, under the ambit of the Future Economy Council, Dr Koh co-chairs two sub-committees overseeing the transformation of the manufacturing and the trade and connectivity clusters. He also looks at the promotion of a dynamic and effective energy market in Singapore, which includes the liberalisation of the electricity market. In the area of trade and investment, Dr Koh oversees the development of Singapore's bilateral economic relations with China, the European Union, the Middle East and Russia & Central Asia.
As Deputy Secretary-General of the NTUC, Dr Koh works with union leaders and the labour movement network to implement the Industry Transformation Maps (ITMs) and better prepare workers for jobs in key growth sectors.
Prior to taking office, Dr Koh had his own private practice at Capstone Colorectal Surgery Centre in Mount Elizabeth Medical Centre. In 2012, he partnered Fortis Healthcare Singapore to set up Fortis Colorectal Hospital, the first dedicated colorectal diseases hospital in Southeast Asia.

Alexis Rodzianko

President, American Chamber of Commerce in Russia

Alexis Rodzianko, President and CEO of the American Chamber of Commerce in Russia, came to this role after three decades as a banker in New York and Moscow. He held senior positions in IFC Metropol, Credit Suisse, Deutsche Bank, and JP Morgan in Moscow from 1995 through 2013. Previously he was a senior banker at Chemical Bank in New York in the Emerging Markets business of the bank.
He serves as an independent member of the Board of SKB Bank in Russia and is a member of the Board of Centurion Capital (a Russian microfinance company).
Before receiving his MBA from Columbia University in 1980, he served as interpreter at the SALT II negotiations in Geneva. He is a 1973 graduate of Dartmouth College.
A fluent Russian speaker, he owns the Moscow Polo Club and represents Russia at the International Polo Federation (FIP). He is married and lives in Moscow with his wife Inna.

Desmond Tay

Mr. Desmond Tay co-founded vCargo Cloud (VCC) in 2013 and was subsequently appointed its CEO. A visionary technopreneur, he leads VCC to be one of the fastest growing local companies on a global stage, establishing VCC’s footprint in South East Asia, China, Central Asia, Russia, and Africa. Prior to this, he was Managing Director at Visiflex Pte. Ltd. and BizLabs Pte. Ltd., where he played an instrumental role in driving strategic business plans and partnerships. His previous appointments include Director of Technology at Genii Incorporated Pte. Ltd. and Vice President of Technology at 3rd Frontier Pte. Ltd. A technologist, Mr. Tay started his career as a software engineer at CrimsonLogic Pte. Ltd. and Advanced Systems Automation Ltd.
As an industry veteran, Mr. Tay provides leadership and direction in driving the evolution of trade facilitation and cargo community platforms. He also pioneered the implementation of the e-freight solution for Singapore. A pragmatic architect, Mr. Tay leads the industry in adopting innovative technologies, including the implementation of the world’s first electronic Certificate of Origin solution using Blockchain.
Mr. Tay is a member of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) Digital Economy Task Force. Mr Tay graduated with a Bachelor of Science in Computer Science from Open University, UK, and a Diploma in Electrical Engineering from Ngee Ann Polytechnic.
