Programme

The decline in infant mortality and increase in life expectancy observed in recent decades are associated above all with the implementation of public health programmes. Experts estimate that at least two-thirds of the increased average life expectancy are a direct result of the successful implementation of these programmes, including increasing road and industrial safety, fighting communicable and non-communicable diseases, reducing alcohol and tobacco consumption, and lowering the level of salt and sugar consumption. This consistent record of success makes it worthwhile to look for new methods and practices that have proven to be effective, with a view to expanding their application on a national and international level. How can we bridge the gap in healthcare access in developed and developing countries? Is the creation of a universal model of the public healthcare system a viable possibility? What innovative international practices would be the most effective if implemented in Russia? How can we cultivate this culture of health that we have heard so much about in recent years in Russia?

Nick Guldemond

Associate Professor, Erasmus University Rotterdam

Dr. Guldemond is professor Integrated care and technology at the Institute of Health Policy and Management at the Erasmus University and holds a degree in medicine and electric engineering. He is a key expert on eHealth and integrated care for various international organisations such as WHO Global eHealth Observatory, EU Programmes as Knowledge Innovation Community (KIC) Health and KIC Digital, Ambient Assisted Living, Innovative Medicine Initiative and Innovative Medical Device Initiative. He is advisor on eHealth and healthcare transformation for various national/regional eHealth institutes NHS UK, NHS Scotland, Norway, China, Poland, Germany, Brazil, Colombia and Belgium as well as multinational companies in Pharma (Roche, Novartis, Genzyme), Medtech (Philips, MEDTRONIC, COCIR), health IT (Microsoft, Ascom, Ortec, Vodafone) and finance (Rabobank, Natwest, RBS). Dr. Guldemond was architect of the national eHealth implementation research agenda and the big data alliance as well as program director eHealth on behalf of the Netherlands Federation of University Medical Centres (NFU). He is currently coordinator of the European initiative Healthy and Active Ageing.

Frans van Houten

Chief Executive Officer, Chairman of the Board of Management and the Executive Committee, Royal Philips

Frans van Houten started his career with the company in 1986 in marketing and sales at Philips Data Systems. In 1993 he was appointed vice president international sales and operations of Philips Kommunikations Industrie in Germany. In 1996 Mr. Van Houten joined Philips’ Consumer Electronics division for which he led the region Asia Pacific, Middle East and Africa, based in Singapore.
In 2002, he became co-CEO of the Consumer Electronics division and was appointed member of Philips’ Group Management Committee in 2003. In 2004, Mr. Van Houten was appointed CEO of Philips Semiconductors and in 2006 joined Philips’ Board of Management until the spin out and creation of NXP Semiconductors in September of that year, when he became the CEO of NXP. Prior to re-joining Philips, Mr. Van Houten was leading a project to separate ING Group’s banking and insurance operations as an independent advisor to ING’s management board. In January 2011, Mr. Van Houten assumed the position of Chief Operating Officer (COO) within Philips.
Mr. Van Houten was born in the Netherlands in 1960 and holds a Masters degree in Economics and Business Management from the Erasmus University in Rotterdam, The Netherlands.

Raul Alberto Gatica

After having worked in a think tank, public sector and multinational companies with different cultures and regional duties, like Acindar, Toyota Motor Corporation and Merck & Co. (MSD), Raul has built 30 years of experience in government relations, International Trade Agreements, Public Health and corporate communication in Latin America
Raul has graduated in International Affairs and Political Science with honors and hold an MBA. He also graduated as infantry officer of the Argentina Army.
He was distinguished with 2016 Chairman Award at Abbott.
He is married with Constanza and has three kids: Sol (12), Maxima (10) and Ignacio (5) and was born in Mendoza, Argentina.

Julie Gerberding

Executive Vice President, Strategic Communications, Global Public Policy and Population Health, Chief Patient Officer, MSD

Dr. Julie Gerberding is Executive Vice President and Chief Patient Officer at Merck & Co., Inc., where she is responsible for a broad portfolio focused on patient engagement, strategic communications, global public policy, population health and corporate responsibility. She joined Merck in 2010 as president of Merck vaccines
Previously, Dr. Gerberding was Director of the U.S. CDC, where she led the agency through 40+ emergency responses to public health crises. She serves on the Boards of Biotechnology Innovation Organization (BIO), Cerner Corporation and the MSD Wellcome Trust Hilleman Laboratories, a non-profit that develops new technologies for developing countries.
Dr. Gerberding has received more than 50 awards and honors, including the United States Department of Health and Human Services (DHHS) Distinguished Service Award for her leadership in responses to anthrax bioterrorism and the September 11, 2001 attacks. In 2018, she was selected as the Healthcare Businesswomen Association’s Woman of the Year and received the Lifetime Achievement Award from eyeforpharma.
Dr. Gerberding received her undergraduate and M.D. degrees from Case Western Reserve University. She completed her internship and residency in Internal Medicine and fellowship in Clinical Pharmacology and Infectious Diseases at the University of California, San Francisco, where she is currently an Adjunct Associate Professor of Medicine. Dr. Gerberding received a Master of Public Health at the University of California, Berkeley. She is a member of the National Academy of Medicine and a fellow of the Infectious Diseases Society of America and the American College of Physicians. She is board certified in Internal Medicine and Infectious Diseases.

Igor Kagramanyan

Born on April 30, 1962 in Kaluga region.
In 1986 he graduated from the Yaroslavl Medical Institute with a degree "Doctor (general phisician)". From 1986 - 1991 went from doctor-intern to the head of department in the Yaroslavl regional clinical psychiatric hospital. 1994 - 2007 - Vice Rector of the Yaroslavl State Medical Academy. In 2000 graduated from the Yaroslavl State University with a degree "Lawyer".
In 2007 joined the Department of Health and Pharmacy Yaroslavl region, where he first held the position of the first deputy director of the department, then director of the department . PhD in economics. Was the recipient of numerous awards, including a medal "20years of the Soviet withdrawal from Afghanistan", "For Service to the Motherland» of 2-nd degree , "For the community in the name of salvation", the medal of the Ministry of Health of the Russian Federation "Excellent Health", badge of honor of the Governor of the Yaroslavl region "For his services in education - high school".
By Order of the Government of the Russian Federation on June 18, 2012 № 1007-r was appointed as Deputy Minister of Health of the Russian Federation.

Veronika Skvortsova

Minister of Health of the Russian Federation

Veronika Skvortsova was born in Moscow on November 1, 1960.
She graduated from the 2nd Pirogov Moscow State Medical Institute in 1983 and completed a Postgraduate Clinical Residency Programme and an Advanced Postgraduate Programme specializing in neuropathology. In 1994, she qualified as a higher category neurologist.
After graduating, she worked for the 2nd Moscow State Medical Institute (the Russian State Medical University since 1991) for 25 years.
Veronika Skvortsova became head of one of Russia’s first neurology emergency services at Moscow’s 1st municipal hospital established on the basis of the neurology clinic of the 2nd Moscow State Medical Institute in 1989.
In 1989–1995, she served as assistant and, in 1995–1997, as assistant professor at the Neuropathology Department of the Russian State Medical University.
She became Head of the Fundamental and Clinical Neurology and Neurosurgery Department in 1997.
Veronika Skvortsova was appointed Director of the Russian Stroke Research Institute in 2005.
She was Deputy Minister of Healthcare and Social Development from 2008 to 2012.
Veronika Skvortsova was appointed Minister of Healthcare by Presidential Executive Order No. 650 of May 21, 2012.
She is vice-president and co-founder of the National Stroke Association, director of the World Stroke Organization and secretary general of the European Stroke Council.
She is a Doctor of Medicine, Professor, and Corresponding Member of the Russian Academy of Medical Sciences.
Veronika Skvortsova is an Honored Scientist of the Russian Federation.
She has been awarded an Order of Honour and won the Pirogov Prize and Moscow Government Prize in Medicine.
She is the author of more than 400 research papers and holds seven patents for her inventions.

Afshan Khan

Regional Director for Europe and Central Asia, United Nations Children's Fund (UNICEF)

Afshan Khan is the UNICEF Regional Director for Europe and Central Asia, and
the Special Coordinator for the Refuge and Migrant Response in Europe. She is
based in Geneva.
Ms. Khan has been an international public servant for over 28 years. Previously
she was the Director of Emergency Programmes for UNICEF, and she has also
held other senior positions including Director of Public-Sector Alliances and
Resource Mobilization; Associate Regional Director for Eastern and Southern
Africa; and the UNICEF Representative in Jamaica. Ms. Khan has extensive field
experience including assignments in Kenya; Mozambique; Democratic Republic
of Congo; and Colombia. She also has broad United Nations-wide expertise
stemming from assignments with the Inter-Agency Standing Committee for
Humanitarian Affairs (IASC) in Geneva; the Executive Office of the Secretary-
General; and the United Nations Development Group. From 2012 to 2014 Ms.
Khan took leave from the United Nations to become the CEO of Women for
Women International. In that role, she was responsible for setting the strategic vision and mobilizing the
necessary resources for women rebuilding their lives after war.
Ms. Khan was born in Hyderabad, India, and grew up in Montreal, Canada. She has a Master’s degree in Public
Policy from the Johns Hopkins School

Elena Zhidkova

Head, Central Healthcare Directorate, Russian Railways

In 2009 Elena Zhidkova graduated from the I.M.Sechenov Moscow Medical Academy. In 2011 Ms.Zhidkova completed a residency training at the Department of Healthcare Management on the Faculty of Economics and Healthcare Management of the I.M.Sechenov First Moscow State Medical University. In 2011 Elena Zhidkova graduated from the Marketing Faculty of the Moscow State University of Economics, Statistics and Information Technology.
In 2011-2015 Ms.Zhidkova was on postgraduate study at the Department of Healthcare and Pharmaceutical Management of the I.M.Sechenov First Moscow State Medical University. Elena Zhidkova is an author of numerous articles and publications.
Since 2011 – Deputy Head of Division of Medical Services at the Morozov City Clinical Hospital for Children, since 2013 – head of consultative and diagnostics centre, in 2014 – became head of the ambulatory and polyclinic center of this organization. In 2016, Ms.Zhidkova was appointed Head of the Healthcare Department of JSC Russian Railways. Since May 2016, she is the Head of Central Healthcare Directorate – a branch of JSC Russian Railways. Since January 2017 – Chairman of the Board of Directors of the Stock Company RZD Health.

Oleg Kuvshinnikov

Mr. Kuvshinnikov was born in Cherepovets in 1965. He was actively involved in sport in his childhood and youth. He is a candidate master of sports in hockey. 1982 – Began working at Cherepovets Metallurgical Plant. 1985–1987 – Served in the Soviet Army. Irina Yarovaya

Deputy Chairman of the State Duma of the Federal Assembly of the Russian Federation

Born 17 October 1966. Has a degree in Law, as well as in Public and Municipal Administration.
1988: joined Public Prosecutor’s Office in Kamchatka Territory, where she held positions of the Deputy City Prosecutor of Petropavlovsk-Kamchatsky and the Head of Investigation Department in Kamchatka Territory.
Since 1997: won single-member district election to the Council of People’s Deputies of Kamchatka Territory twice.
2007 and 2011: elected Deputy of the State Duma (Member of the United Russia Party). First female Chairperson of State Duma Security and Anti-Corruption Committee in the history of Russia’s parliaments.
2016: headed the regional group №1 of the Federal list of Candidates for Deputy of the 4th State Duma from the United Russia Party (Kamchatka Territory, Khabarovsk Territory, Amur Region, Magadan Region, Jewish Autonomous Region, Chukotka Autonomous District).
In 2016 elected Deputy Chairperson of the State Duma.
According to expert polls, she is one of Duma’s five most efficient Deputies. Authored over 200 legislative acts.
Most memorable acts for the Far East include: ban on drift fishing, ban on multiple border crossing by fishing vessels, compulsory registration of fishing facilities in the region where fishing is held, simplified call at the Far-Eastern ports for international cruise lines.
Head of the Central Control Commission of the United Russia Party.
Member of the Russian Language Arts Society, headed by Patriarch Kirill of Moscow and all Rus.
