Programme

The introduction of the best Russian and French educational practices is intended to increase the respective countries’ competitiveness in relation to the modern Anglo-Saxon educational system. The penetration of new technologies into Russian and French universities stimulates innovation in the educational process of both countries. Russia and France are undergoing similar processes in terms of reforming their university systems in search of a new identity. Are these similarities only superficial in nature? Or are these systems truly similar and mutually complimentary? Will university clusters and new campuses make education in Russia and France more attractive for foreign students? Can the two countries offer competitive working conditions for lecturers and researchers? What can they do together? Are the existing academic exchange support mechanisms sufficient? How is the Russian-French roadmap in education and science being implemented? What is the role of the Trianon Dialogue, which named 2019 the year of “education and enlightenment”, in this process?

Pavel Shinsky was born in 1974 in Moscow.
Pavel is a graduate of the Ecole Normale Superieure (Fontenay-Saint-Cloud), specialising in the Russian language, as well as the political and cultural history of the Soviet Union.
1999 to 2007: research lecturer at different institutions of higher and secondary learning in France (Charles De Gaulle University – Lille III and Paris I Pantheon Sorbonne universities).
2003 to 2007: trained the top management of companies operating in Russia and/or conducted negotiations with Russian partners (preparing for talks, thematic research, simulation of various situations, etc.).
In charge of the Russian series Domain Rus at the Parisian publishing house Le Cherche-Midi éditeur, created in 2000.
Author of a dozen articles and two monographs (Stalin: Unpublished Archives 1926–1936 [1] published by Berg International in 2001 and Microhistory of Big Terror: the Factory of Guiltiness in Stalin’s Era [2] published by Denoël in 2005).
June 1, 2007: appointed Director General of the French-Russian Chamber of Commerce and Industry (CCI France Russie).
February 1, 2014: at the 12th Congress of Russian Chess Players, elected one of the five vice-presidents of the Russian Chess Federation (RCF).
October 15, 2015: in recognition of his efforts to strengthen economic relations between Russia and the West in general and France in particular, received a Letter of Appreciation from Russian President Vladimir Putin “for contributing to the socioeconomic development of the Russian Federation, successful labour, active public activities and many years of conscientious work” [3].
As Director of CCI France Russie, has spoken repeatedly against the sanctions imposed in 2014 in the wake of the Ukrainian crisis.
On the eve of voting at the National Assembly of France, which stood for the repeal of the sanctions, CCI France Russie personally requested each of the 577 deputies to support the given resolution.
The mission of CCI France Russie is to consolidate economic and trade relations between France and Russia by encouraging two-way investment flows, facilitating constructive dialogue and better understanding of the French and Russian realities.
May 25, 2016: the economics experts of CCI France Russie met with Russian President Vladimir Putin in the Kremlin to discuss the economic and trade ties between France and Russia.

Florence Verzelen

Florence Verzelen started her career as a financial analyst in investment banking in New York. She then acquired more than 5-year experience in the public sector: she worked in the European Commission in Brussels where she has been responsible for the trade relationships between EU and China,
and thereafter of the antitrust case against Microsoft. She joined the team of the French Minister of European Affairs, as his advisor on trade and industry issue in 2007. From 2008 to 2017, she worked at Engie, a world leader in the energy sector. She was first in charge of Business Development for the Group, then became CEO of Engie in Qatar and later VP for the group procurement performance plan. She finally was appointed COO of Engie Europe and Russia. She is also an experienced board member, with board position at PSA and currently at Air France. Florence has been nominated Young Global Leader of the World Economic Forum in 2013. Florence is a graduate of Ecole Polytechnique / Corps des Mines.

Eduard Galazhinsky

Rector, National Research Tomsk State University

Eduard V. GALAZHINSKIY (born 1968). Fellow of the Russian Academy of Education. Winner of the state prize in the field of education awarded by the government of the Russian Federation. Executive of various projects supported by the leading research funds of Russia and federal grant programmes. These projects have won awards at international expos and summits dedicated to education. His main scientific achievements deal with personality and leadership psychology. They represent the results of long-term research in determination and direction of a person's self-realization in the context of transformations in organization models of modern-day education. Professor Galazhinskiy has more than 100 published papers. 25 years ago Professor Galazhinskiy started his career as a research associate at Institute of Education of Russian Academy of Education, then he became the head of the Department of Personality Psychology, and today he is the rector of National Research Tomsk State University. Under his guidance since 2013, the University has been a successful participant of the Programme of Improvement in International Competitive Performance by the Leading Russian Universities (5-100). In 2016 the QS International Ratings Agency rated TSU among the Top-400 world universities at number 377

Graduated from MIPT with specialty in the "Physics and Mechanics of Chemical Processes."
In 1977, defended thesis for the Degree of Candidate of Physical and Mathematical Sciences.
In 1987, defended thesis for the Degree of Doctor of Physical and Mathematical Sciences on the problems of thermal protection of the reusable launch Space Shuttle "Buran"
Professional Experience:
From 1977 - Assistant in the Department of Molecular Physics.
From 1978 to 1987 - Vice Dean of the Faculty of Molecular and Chemical Physics.
In 1987 - Dean of FMCP.
In 1988 - Head of the Department of Molecular Physics.
In 1990 - Awarded the title of professor. He is a member of the International Informatization Academy.
In 1991 became a founding member of the JSC "Laboratory Impulse Technology" (LIT) at MIPT, created to promote ultraviolet water disinfection systems in the region. Led the development of these systems.
In 1994 was elected to the position of General Director of "Phonon" of the Ministry of Defense Industry, one of the main developers of piezo-technical products in the country. Participated in the organization of the restructuring of the company.
In 1997 was elected Rector of the Moscow Institute of Physics and Technology (State University).
In 2000 was awarded the title of Laureate of the State Prize of the Russian Federation in the field of science and technology.
Has more than 110 scientific papers, 9 books (co-authored), and 10 patents.
Invited to lecture and research in the USA (1991, 1992, 1993), France (1992, 1993, 1994), and Italy (1994). Has often been invited to original and review lectures at international conferences on shock tube aerothermal chemistry, chemical and gas dynamic lasers.

Yaroslav Kuzminov

Diploma in Economics, Moscow State University named after M. Lomonosov.
In 1992 Yaroslav Kuzminov and Evgeny Yasin came forward with the project of a new type of university specializing in Economics.
In 2011 Y. Kuzminov headed the Expert Group “Labor market, Professional Education, and Migration Policy” in the framework of the development of the Russian Federation “Strategy 2020”.
Yaroslav Kuzminov is Deputy Head of the National Coordination Council for Supporting Young Gifted People; member of presidium of Presidential Economic Council; member the Presidential Commission on for Civil Service and Management Personnel Pool established; member of the Government Commission for the Coordination of the Open Government; member of the Government Commission on Economic Development and Integration et etc.
Professor Kuzminov is an author of more than 100 academic works published in Russia and abroad, and a co-author of over 10 monographs and textbooks. He has been also regularly writing for leading Russian and foreign periodicals.
By decrees of the President of the Russian Federation Y. Kuzminov has been awarded the Order For Merit to the Fatherland (2012) of the IV class and the Order of Honour (2002).

Pierre Morel

Co-Chairman, Trianon Dialogue Forum; Ambassador of the French Republic to the Russian Federation (1992-1996)

Ambassador Pierre Morel was born on 27 June 1944 in Romans (France). He is a graduate of the Paris Institute of Political Sciences (1965), of the Paris Faculty of Law at Assas (1966), and of the Ecole Nationale d'Administration (1971)
He began his diplomatic career at the Quai d'Orsay in 1971. He started at the Soviet desk, moved on to political-military affairs and participated in the creation of the Planning Staff in 1974. He then served at the French Embassy in Moscow (1976-1979).
He served twice at the Office of the President of the Republic. From 1981 to 1985 as a Counsellor (European affairs and multilateral summits) and in 1991-1992, as Diplomatic Advisor. He participated in the negotiation of the Maastricht Treaty.
Political Director at the Quai d'Orsay in 1985-1986, he was then appointed Ambassador at the Conference on Disarmament in Geneva (1986-1990), where he chaired the working group on the Convention on the Prohibition of Chemical Weapons (CWC) in 1989.
He served as Ambassador to the Russian Federation from 1992 to 1996. He was also accredited, while in residence in Moscow, to Georgia (1992-1993), Moldova, Mongolia, Tajikistan and Turkmenistan (1992-1996), and to Kyrgyzstan (1993-1996).
He served as Ambassador in the People's Republic of China (1996-2002) and then to the Holy See (2002-2005).
From December 2005 to September 2006 he worked in Paris as advisor to the Policy Planning centre in the French foreign ministry and on specific assignments.
Ambassador Morel was appointed EU Special Representative for Central Asia on 5 October 2006 by the Foreign Affairs Council of the European Union, and then also for the Crisis in Georgia from September 2008 to August 2011. Since July 2012, he is the director of the Pharos Observatory of cultural and religious pluralism."

Anatoly Torkunov

Rector, MGIMO University

Anatoly V. Torkunov is the Rector of Moscow State Institute of International Relations (MGIMO-University). He holds an MA and two doctoral degrees in History and Political Science.
Prof. Anatoly V. Torkunov is a leading expert on Russian foreign policy, regional subsystems in Asia-Pacific Region and North-Eastern Asia, history of Korea, history of diplomacy. He is the author of more than 200 publications, including 9 individual monographs. Several of them were published in the USA, South Korea, Japan, Poland and other countries.
Professor Torkunov also holds positions of the Chairman of the Russia-UN Association; President of the Russian International Studies Association; Member of the Academic Council at the Security Council of Russia; Member of the Board of the Russian Diplomatic Association; Chairman of the Curricula Development Association of Russian Schools of International Relations, Co-Chairman of Russian-Polish Group on Difficult Matters, Chairman of the Board of Directors of Russian Channel One.
