Digital transformation serves as a driver of the scientific and technological development of Russia’s economy, laying the ground for its leadership in the global technological arena. The digitalization of Russia’s transport sector, which forms a key element of the international transport corridors connecting Europe and Asia, is one of the priority tasks set by the government in order to enhance the competitiveness of the economy and transit potential in particular. The introduction and scaling up of breakthrough, end-to-end technologies in the transport and logistics sector, including the use of artificial intelligence, will ensure Russia’s leading position in the global market in the near future. What government support mechanisms are needed to stimulate the digital transformation of the transport and logistics sector and what are the key trends in the sector? What international and Russian digitalization practices in the transport sector have been most successful? How can the application of end-to-end technologies, such as artificial intelligence, in transport and logistics supply chains enhance the country’s transit capacity? How can innovative digital solutions be adapted to the existing infrastructure?

Evgeniy Kovnir

General Director, Digital Economy

Evgeny Kovnir graduated from the Kiev Suvorov Military School, the Moscow Air Force Engineering Academy named after Zhukovsky, the Russian Economic Academy named after Plekhanov. He served in various positions in the Ministry of Defense of the Russian Federation. He was awarded with the Medal of the Ministry of Defense of the Russian Federation For Military Valor of the II degree. He led the implementation of high-tech projects in the media industry, including his own projects. In the Microsoft Russia company, he worked on the media direction and direction of the development of cloud services. Evgeny Kovnir was awarded with Microsoft Circle of Excellence Award. As the director of business development for Media Group Ukraine (SCM), he was responsible for the development of new business lines and key Internet projects of the holding. He headed the Department of Information Technology Development of the Ministry of Communications and Mass Media of the Russian Federation as well as supervised the development of the Strategy for the development of the information technology industry. As a deputy director of the Young Professional project of the Agency for Strategic Initiatives, he led the work on the National Technological Initiative. Evgeny is a Member of the Strategic Planning Committee of JSC Russian Venture Company.

Valentin Makarov

Makarov Valentin was born 16.04.1955 in Leningrad, Russia. Graduated from the Leningrad Aircraft Instrumentation Institute in 1978, in 1978-1985 he had been working in the Defense Industry. In 1985 entered the Leningrad Polytechnic Institute. Since “perestroika” time he has got good experience of organizing international cooperation (1988-1992 – secretary in the Russian Delegation to UNESCO, in 1996-2000 as deputy Chairman of International relations’ Committee of Administration of St Petersburg). He has also got extended managerial experience in private business (1992-1996 – in Interprivatization Foundation and in the EuroConseil Rusian-French JV consulting company).
President of RUSSOFT Association (earlier Fort Ross) since its foundation on 9.9.99, he has been organizer of lobbying campaigns in the Government and Chairman of numerous IT-events in Russia and abroad (RUSSOFT Forum, Software Outsourcing Summit, Mobile Software Forum, Russian IT-seasons). Chief-editor of the annual Russian export software industry survey since its beginning in 2003. Representative of Russian IT Association (APKIT) in WITSA in 2004-2006, 2012. Invited speaker at numerous international conferences and author of dozens of articles on IT in Russia.

Born March 1, 1970 in Maloyaroslavets, Kaluzhskaya oblast. Graduated history department of Kaluiga State Pedagogical University. Worked two years as a history teacher. Served in the military. 1994 – 1996 – headed Fineart-Audit. 1996 – 1997 – chairman of a regional commission on securities. 1997 – 2001 – deputy director of economy and industry department of Kaluzhsky regional government. 2001 – 2004 – first deputy of a state property committee of Kaluzhskaya oblast. 2004 – minister of economic development of Kaluzhsky region. 2004 – 2007 – first deputy of Kaluga mayor, then mayor of Kaluga. 2007 – May 2012 – deputy governor of Kaluzhskaya oblast. May 22, 2012 appointed deputy chief of staff of the Government of the Russian Federation. May 24, 2013 appointed first deputy chief of staff of the Government of the Russian Federation. May 18, 2018 appointed Deputy Prime Minister of the Russian Federation. Married, has two sons.

Olga Algayerova

Executive Secretary, United Nations Economic Commission for Europe (UNECE)

On 13 April 2017, the Secretary-General appointed Ms Olga Algayerova of Slovakia as the next Executive Secretary of the UNECE. She took office on 1 June 2017.
Ms. Algayerova brings to the position a combination of leadership and diplomatic skills with deep knowledge of the region with its challenges and opportunities and a strong focus on building and nurturing partnerships among key stakeholders with the United Nations.
Prior to her appointment, she served as Permanent Representative of Slovakia to the International Organizations in Vienna, Austria (since 2012). She was previously President, Slovak Millennium Development Goals (2010-2012); State Secretary, Ministry of Foreign Affairs (2006-2010) and Corporate Export Manager, Zentiva International, a.s. (2004-2006).
Born in 1959, Ms. Algayerova holds a Master in Contemporary Diplomacy from Malta University, a Master in Business Administration from The Open University Business School, United Kingdom and a Dipl. in Engineer of Economy from the University of Economics Business Faculty, Bratislava.
On 12 July 2017, Ms. Olga Algayerova was sworn-in by the Secretary-General of the United Nations, Mr. António Guterres.

Commissioner Mariya GABRIEL

Bulgarian-born Mariya Gabriel is the current European Commissioner for Digital Economy and Society.

She was the Vice-President of the EPP Group in the European Parliament from 2014-2017.

Mariya Gabriel was a Member of the European Parliament, EPP/GERB (Citizens for European Development of Bulgaria) from 2009-2017.

Since 2012, Mariya Gabriel has served as Vice-President of EPP Women. Prior to this she was Parliamentary Secretary to MEPs from the GERB political party within the EPP Group in 2008-2009.

She is part of project teams, such as Digital Single Market, Energy Union, Better Regulation and Interinstitutional Affairs, Budget and Human Resources, and Jobs, Growth, Investment and Competitiveness.

As a member of the project teams, her responsibilities include launching ambitious proposals for the completion of a connected Digital Single Market, supporting the development of creative industries and of a successful European media and content industry, as well as other activities turning digital research into innovation success stories.

Mr. Plugotarenko graduated from the Moscow Institute of Physics and Technology (MIPT), Department of Physical and Quantum Electronics (1993–1996) and Department of Control and Applied Mathematics (1996–1999), certified as Physical Engineer specializing in Applied Mathematics and Physics.From 2002, he was leading ICT specialist at the UNESCO Institute for Information Technologies in Education (IITE UNESCO – http://ru.iite.unesco.org).In 2004–2006, he was executive director and, from 2007, director of the Runet Awards competition. Since 2005, he has served as coordinator of programme committees for some high-profile sectoral conference events, including the Russian Internet Forum (RIF), Russian Interactive Week (RIW) and others.In 2005–2007, he served as deputy executive director of the Regional Non-government Centre for Internet Technologies (ROCIT – www.rocit.ru) – the oldest NGO engaged in expert evaluation, promotion and development of the ICT segment in the Russian Federation, upholding the interests of Internet users. In 2007, he was elected executive director of ROCIT.From 2005 he was ideologue and founder of the Russian Association for Electronic Communications (NP RAEC – www.raec.ru), promoting the interests of Russian Internet players. From 2006, he was deputy general manager of NP RAEC.In 2011–2013, Mr. Plugotarenko was member of the Council of Coordination Centre for National Top Level Domains RU/RF – www.cttld.ru. Since 2010, he has been director of The Russian Association for Electronic Communications (NP RAEC).

Tigran Khudaverdyan, was born in 1981 and graduated from the Moscow State University. From 2001 to 2006 took part in various Internet projects, headed a web-studio. He joined Yandex in 2006 as a project manager for Yandex.Pasports service that controls user registrations. From 2009 to 2012 he was Head of Division for Portal Products and Mobile Apps.
In 2012 Mr. Khudaverdyan oversaw the release of Yandex.Navigator with a revolutionary technology of building routes to bypass traffic jams. Currently, it’s the most popular driving and walking navigator in Russia and around with a monthly audience of over 20 million users. In the fall of 2012 his team released Yandex.Browser that is closely integrated with other Yandex services which makes it smarter at searching and less prone to viruses and Internet fraudulent activity. At the end of last year the audience of Yandex.Browser exceeded 19 million users for the mobile version and 26 million for desktop.
In 2014 Mr. Khudaverdyan took up leadership of Yandex.Taxi and assumed the CEO duties when it became a separate company in 2015. Thanks to smart routing, machine learning, demand forecasting, and smart order distribution the app made taxi services accessible, fast and safe over a short span of time.

Pavel Adylin

Pavel Adylin has been the CEO of Artezio ever since it was established in 2000. Pavel has 20 years of experience in IT, including 15 years of holding a top manager’s position. In 2011 Pavel was elected Chairman of the Board for Russoft, a non-profit partnership and the biggest and the most influential association of software companies. As of today, Pavel is a Member of the Board in Russoft. Starting from 2011, Pavel is a permanent member of the expert committee at the IT Cluster in Skolkovo’s New Technology Development and Commercialization Center. Pavel Adylin plays an active role in IT community in Russia and represents it abroad. He has published a number of articles on IT development trends. Pavel graduated from Moscow Institute of Radio Engineering, Electronics and Automation and later Financial University under the Government of Russian Federation.

With deep expertise in overseeing the innovation lifecycle, right from the drawing board through to full market commercialisation, Igor Bogachev has a rich and nuanced understanding of cutting-edge trends and developments in IT, as well as the industry's best practices and how to implement them.
He has a strong standing in the national IT sector and currently chairs the Russian Union of Industrialists and Entrepreneurs Subcommittee on the Digital Economy and Innovations.
Igor was previously a Vice President at the Skolkovo Foundation, whose overarching goal is to create a sustainable ecosystem of entrepreneurship and innovation, engendering a startup culture and encouraging venture capitalism. He was the executive director of the foundation's IT Cluster.
Before Skolkovo, he served as the CEO of SAP CIS, a position to which he advanced following 12 years at Xerox, where he was responsible for business development, sales, and maintenance service.
Igor Bogachev was born in Moscow in 1971. In 1994 he graduated from the economics faculty of the Moscow Aviation Institute. He received his MBA from the Moscow International Higher Business School (MIRBIS) and London Metropolitan University. Igor is a Green Belt in the Six Sigma methodology of process improvement.

Dmitry Dyrmovskiy graduated from the Specialized Educational Scientific Centre (SESC) at Novosibirsk State University (NSU) in 1996 and from the Zhukovsky Air force engineering Academy (VVIA) in 2001. Dmitry Dyrmovskiy had been working in The Ministry of defence of the Russian Federation as a scientific engineer until 2004.
In 2004 he started working in a Russian company engaged in development of speech technology and multimodal biometrics called Speech Technology Center (STC) as a project leader. In 2007 he became Head of the Moscow branch. Since 2012 Mr.Dyrmovskiy is a member of the STCs’ Board of Directors and in 2014 he was named General Director of the company.
In 2014 he successfully completed Executive course at IMD Business School (Switzerland).
Since 2015 in addition to leading STC Dmitry Dyrmovskiy has become Vice President of the National Association of contact centers and Advisor to the President of the Russian football Premier-League (RFPL).
In 2015 Dmitry Dyrmovskiy joined the management Board of NP "RUSSOFT".
Since 2015 Dmitry Dyrmovskiy is included in the composition of the Expert Council of the Russian software of the Ministry.
Since 2016 Dmitry Dyrmovskiy has taken place in the Board ARPP "National software".

Alexander Egorov co-founded one of the TOP 5 software outsourcing companies in Russia, Reksoft (http://www.reksoft.com), in 1991 and has served as CEO from its inception.
Along with his duties at Reksoft Mr.Egorov co-founded and served as a member of the board in a number of successful IT ventures such as Ozon.ru (1998, the largest Russian online-bookstore) and Assist (1999, Russia's leading Internet Payment Gateway).
Mr. Egorov repeatedly enters the “IT TOP 100” rating presented by the largest Russian nation-wide business newspaper “Kommersant”. In April 2003 - February 2004 he served as a Chairman of the Board of Russian Software Development Association RUSSOFT and is a constant member of the Board since that.
