Programme

In 2017, Russia declared the next ten years the Decade of Childhood. In his Address to the Federal Assembly in early 2019, the Russian President set the course of providing targeted, needs-based assistance to families with children. What projects providing assistance to children have already been implemented by private Russian charitable foundations? What are the available support mechanisms for charitable projects in the social sector? What are some of the challenges faced by charities? How are new approaches to public–private partnerships in charity being implemented as part of the Decade of Childhood initiative?

In 1997–2001, she studied at the International Institute of Economics and Law majoring in finance and banking. She continued her education at the Diplomatic Academy of the Ministry of Foreign Affairs of Russia and graduated with honours from the Department of International Relations.
In 2017, she also graduated with honours from the master’s programme ‘Security of Interfaith and Inter-Ethnic Relations’ of the Institute of Public Administration and Civil Service of the Russian Presidential Academy of National Economy and Public Administration.

Born on 29 June 1950 in the city of Nizhnyaya Salda, Sverdlovsk Region. In 1972, she graduated from the Sergei Kirov Urals Polytechnic Institute with a degree in engineering and economics. PhD in Economics and DSc in Social Sciences, professor. For 20 years she was engaged in teaching and research. Author of over 150 papers on economic, social and political issues.
Since 1990 – delegate, Deputy Speaker (1992–1993) of the Sverdlovsk Regional Parliamentarian Council.
1994–1996 – Deputy of the Council of Federation of the Federal Assembly of the Russian Federation, Chairperson of the Federation Council Committee on Social Policy.

Professional Experience
Konstantin Malofeev is the founder of Marshall Capital, one of the leading Russian investment groups. He has over 20 years of experience in private equity, investment banking and corporate finance.
Currently Konstantin Malofeev is the Chairman of the board of directors of the group «Tsargrad».
In addition, Konstantin Malofeev supports the activities of a number of cultural and social projects. He is the founder of the largest in Russia private foundation, St. Basil the Great Charitable Foundation. Mr. Malofeev is a member of the board of trustees of the non-profit partnership «Safe Internet League» and the Chairman of the Supervisory Board «College St. Basil the Great», founded by him in 2007.
Since 2017 Mr. Malofeev is the Head of the Russian Historical Society “Double-Headed Eagle”. ThE organization with offices in 63 regions of Russia is engaged in publishing and educational activities.
On April 10, 2019 Mr. Malofeev was elected Deputy Head of the World Russian People’s Council. It is a public organization and a place of meeting for people who are united under a shared objective – concern over the present and future of Russia. It is headed by the Patriarch of Moscow and all Rus' Kirill.

Alexey Rakhmanov

Alexey Rakhmanov was born on July 18, 1964. In 1986 he graduated from the Nizhny Novgorod Polytechnic Institute with a degree in mechanical engineering. In 2003 he graduated from the School of Business at the University of Chicago with a degree of Master of Business Administration. In the early stages of his career, he held various positions in the public and private entities. In 1996 he joined international auditing and consulting firm Ernst & Young where he worked until 2002. Between 2002 and 2008 he served as Director for Strategy and Business Development at JSC Severstal-Auto. In July 2008 he was appointed Director of the Department of Automotive Industry and Agricultural Machinery at Russia’s Ministry of Industry and Trade, and in March 2012 – Deputy Minister of Industry and Trade. Since June 2014 he has been President of the United Shipbuilding Corporation (USC).

Ksenia Frank initiated institutionalization of family charity projects and establishment of the Timchenko Foundation. She supervises the implementation of a system for assessing the social efficiency of the foundation, monitors the development and performance of the foundation's strategic programmes aimed at supporting active longevity, developing non-professional children’s sports, solving the problem of social orphanhood, developing small cities and villages of Russia through culture. These areas are designed to promote a systemic solution of social issues in Russia, with particular attention to its regions.
In 2009, she graduated with honours from the University of Edinburgh specializing in Philosophy and French. She received an MBA from INSEAD European Business Management Institute in 2015.

Professional background
In 2003-2006, he was Director for Public and International Relations at the All-Russia Public Opinion Research Center (VTsIOM). In 2007-2012, he was at the leading positions in the United Russia party. In 2012-2013, he was First Deputy Executive Director of the Russian Geographical Society. In 2014 he helped to set up and headed the Con-nection charity foundation, the goal of which is to establish the sustainable system of assistance to the deafblind people in the Russian regions.
Member of the Expert Council at the Russian Government, Public Council of the Ministry of Healthcare of the Russian Federation, Council on Charity in Social Sphere at the Russian Government, a number of ministerial and inter-agency working groups. Svetlana Polyakova

Svetlana started as an entry-level employee at McDonald’s in 1989 alongside studying at the School of Education of the Maurice Thorez Institute of Foreign Languages. In 1991, she taught at the Training Department. In 1993, she became a manager of the Marketing Department, and in 1997 she proceeded as a manager of the Public Relations Department.
In 2001, Svetlana was appointed the head of the company’s public relations department. In 2002, she received the highest corporate award of McDonald’s Corporation. For several years in a row, Svetlana was among the 1000 best managers, according to a study by the Managers Association of Russia and the Kommersant Publishing House. From the first days with the company, Svetlana was deeply involved in philanthropy assisting charitable and children support organizations.
In 2002, Svetlana became the General Director of the Ronald McDonald House Charities. For nearly 25 years, the non-profit organization has been implementing programmes aimed at supporting families in need. Under the Svetlana’s leadership, the Ronald McDonald House managed to raise about 1 billion roubles, which helped more than 250,000 Russian children and families. The Foundation implements several important programmes, such as Family Rooms in hospitals, a health and fitness training seminars for specialists working with children with disabilities, two inclusive playgrounds in Sochi and Moscow.
In 2013, with Svetlana’s close involvement, the first and so far the only family hotel in Russia Ronald McDonald House Kazan was opened for parents whose children are undergoing long-term treatment at the Children's Republican Clinical Hospital of the Ministry of Health of the Republic of Tatarstan. Ronald MacDonald House has become a real home away from home for more than 9,000 parents and children.
For the implementation of this project, the Ronald McDonald House Organization became a three-time winner of the republic's contest Philanthropist of the Year and received the diploma of the Best Social Project of Russia in 2018.
Svetlana actively participates as a speaker and shares her experience in Russian and international charity conferences, roundtables, and discussions.

Anna Shabarova

Born in Sverdlovsk. Graduated from the Ural State Legal Academy in 1999 and gained a post-graduate degree in Crisis Management in 2005. Anna Shabarova's career began in the Public Prosecution Service of Yekaterinburg in 1995. In 1997-2000 she worked as a legal advisor at the Ural Optical Mechanics Plant, and in 2001-2003 she headed the Legal Department of the Regional Crisis Management Centre. From 2004 to 2011 she was the head of the Ural Office of the Strategiya insolvency administrator partnership, before becoming director for legal issues at the Egoroshinskiy Radio Manufacturing Plant, Sverdlovsk Region, until 2015. Shabarova was appointed Vice President of RCC in 2016. She is currently responsible for HR management andsocial partnerships with regional authorities, as well as RCC’s charity projects and initiatives. Anna is member of the board of trustees of the charity fund of the Russian copper company.

Anna Yanchevskaya

President, Sistema Charitable Foundation

Anna Yanchevskaya is an expert in communications in the IT-industry, and since September 2017 she has been heading the Sistema Charity Foundation. For ten years, Anna Yanchevskaya has been promoting Russian technology companies, for the last five years she has been responsible for strategic communications and startup promotion in venture funds such as Life.SREDA (Russia and Singapore) and Sistema_VC, which specializes in investing in growing Internet companies with potential industry leaders.
