Programme

The Eurasian Economic Commission – the regulatory body of the Eurasian Economic Union – and the Association of Southeast Asian Nations signed a Memorandum on Economic Cooperation during the ASEAN summit in November 2018. The two integration associations have demonstrated a strong desire to deepen and expand trade, economic, and investment cooperation. Today, various mechanisms exist for interaction between the EAEU and ASEAN ranging from a free trade zone (Vietnam) to the Memorandum of Cooperation (Singapore, Cambodia, and Thailand). Business communities and key business associations have become actively involved in the dialogue. What opportunities and advantages does the EAEU offer for businesses and attracting foreign partners and investments, and how can ASEAN countries take advantage of this? Which sectors are the EAEU and ASEAN trading in today, and which sectors have the best prospects for the further development of trade? What are the main problems and challenges of developing trade and business collaboration between EAEU and ASEAN members?

Born April, 11, 1958, in Moscow, Russian. Graduated from Moscow financial institute, faculty of the international economic relations.Member of the Board (Minister) at the Eurasian Economic Commission, responsible for the development of the integration and macroeconomics. The main objective of the Eurasian Economic Commission (permanent regulatory body of the Eurasian Economic Union (EAEU), including Armenia, Belarus, Kazakhstan and Russia) is to ensure functioning and development of the EAEU, to prepare proposals for its further integration.Prior to her cabinet appointment (from the period of October 2001 till February 2012) Tatiana Valovaya was the Head of the Department of the International Cooperation of the Government of the Russian Federation. From 1989 to 1994 – member of the Permanent Mission of the USSRand the Permanent Mission of the Russian Federation to the European Union (Bruxelles), responsible for economic and monetary affaires. Later Valovaya hold different positions in the Ministries of the Russian Federation, in Administration of the President of the Russian Federation. Ph.D. in Economics, professor of the Financial University (Moscow). Author of numerous publications on international economic relations, regional economic and monetary integration, economics, and history of Europe and Eurasia.Fluent in English and French.

Armida Salsiah Alisjahbana

Executive Secretary, United Nations Economic and Social Commission for Asia and the Pacific (ESCAP)

Ms. Armida Salsiah Alisjahbana was appointed Executive Secretary of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) on 13 September 2018. Prior to joining ESCAP, Ms. Alisjahbana was Professor of Economics at Universitas Padjadjaran in Bandung, Indonesia, a position she assumed in 2005. She joined Universitas Padjadjaran as a lecturer in 1988. Since 2016, she has served as Director for the Center for Sustainable Development Goals Studies at Universitas Padjadjaran and Vice Chair of the Indonesian Academy of Sciences.
She also serves on the Governing Board of the Economic Research Institute for ASEAN and East Asia (ERIA), and member of the Indonesian Academy of Sciences (Akademi Ilmu Pengetahuan Indonesia - AIPI), the Forum of Statistics Community (Forum Masyarakat Statistik or Advisory Council of the Indonesian Statistics), the International Advisory Board of the Bulletin of Indonesian Economic Studies and Council Member of the Regional Science Association International (RSAI).
From 2009 to 2014, she was Minister of National Development Planning and the Head of the National Development Planning Agency (BAPPENAS), Indonesia. She served as Co-chair of the Global Partnership for Effective Development Cooperation from 2012 to 2014. From 2009 to 2014, she was Alternate Governor of the World Bank and Alternate Governor of the Asian Development Bank representing the government of Indonesia. In 2016, she was a member of the High Level Independent Team of Advisors to support the ECOSOC Dialogue on the longer term positioning of the United Nations Development System in the context of the 2030 Agenda on Sustainable Development.
Ms. Alisjahbana has been involved in various research projects and consultancies to the United Nations University/Institute for Advanced Study in Tokyo, the World Bank, the Asian Development Bank (ADB), the Department of Foreign Affairs and Trade (DFAT), Australia, the Australian Agency for International Development (AusAID), the European Commission, and the International Labor Organization (ILO).
Ms. Alisjahbana earned her Bachelor degree in Economics and Development Studies from Universitas Indonesia, Indonesia, a Master degree in Economics from Northwestern University, USA and a Ph.D. in Economics from University of Washington, USA. She was awarded the Mahaputra Adipradana Order (Bintang Mahaputra Adipradana) from the Republic of Indonesia, honorary brevet from the Indonesian Navy and honorary flight wing from the Indonesian Air Force.

Andrey Anikin has more than 15 years of work experience in microelectronics.

Kirill Barskiy

Born on 22 November, 1964 in Reutov, Moscow Region, Russia.
In 1989 graduated from Moscow State University of International Relations.
Joined the diplomatic service in 1989. Occupied different positions in the Foreign Ministry Headquarters. Worked at the Embassy of the USSR/Russia in the Peoples’ Republic of China and Permanent Mission of the Russian Federation to the United Nations in New York.
2001 – 2004 – Head of Division, First Asian Department, Ministry of Foreign Affairs of Russia.
2004 – 2008 – Minister-Counsellor, Embassy of Russia in the Republic of Indonesia.
2008 – 2011 – Deputy Director, Department of Asian and Pacific Cooperation, Ministry of Foreign Affairs of Russia.
2011 – 2014 – Special Envoy of the President of the Russian Federation on the Shanghai Cooperation Organization Affairs, National Coordinator of the Russian Federation in the SCO, Ambassador-at-Large. Head of the Governmental Delegation on shaping the SCO legal foundations.

State Awards: Honorary Certificate of the President of the Russian Federation (2016), Most Exalted Order of the White Elephant (Kingdom of Thailand, 2018).
Ph.D (History). Author of numerous articles on history, culture, domestic and foreign policy of China, security in the Asia Pacific region, history of the Russian diplomacy. Wrote several books of poetry and short stories.

Fedor Domotenko

Born on October 7, 1957 in Gorkorechensky state farm, Saratov Region, Novouzensky District, Russian Federation.
Began his career in 1975 as a tractor driver of the state farm “Dyursky”. After serving in the Soviet Army he entered Minsk Radiotechnical Institute in 1977, after graduation from which in 1983 he continued his career at the Belarusian Automobile Plant, where he rose from electronics engineer and bureau chief to First Deputy General Director of the Production Association “BelAZ” - RUE “BelAZ” for technical issues and development - chief engineer of PA “BelAZ” - RUE “BelAZ”.
During his work in various positions, 18 rationalization proposals for changing the designs of industrial robots and CNC machines were presented by him for consideration, approved and introduced into production, which increased their reliability and had a great economic effect. He possesses patents numbered 4014, 5618 for inventions in the field of radio electronics, issued by the National Center for Intellectual Property of the Republic of Belarus.
In 2010, by the Decree of the President of the Republic of Belarus he was appointed chairman of the Molodechno district executive committee.
In 2013, he graduated from the Academy of Public Administration under the aegis of the President of the Republic of Belarus with a qualification of “State and Local Management”.
In February 2013, by the Decree of the President of the Republic of Belarus he was appointed to the post of Assistant to the President of the Republic of Belarus - Chief Inspector of Minsk in the Administration of the President of the Republic of Belarus.
In August 2014, by the Decree of the President of the Republic of Belarus he was appointed Director General of OJSC “MTW”.

Mohd Munir Abdul Majid

Tan Sri Dr. Munir is currently Chairman of Bank Muamalat Malaysia Berhad, of the Financial Services Professional Board, of ASEAN Business Advisory Council, Malaysia, of CIMB ASEAN Research Institute, as well as President of the ASEAN Business Club. He also sits on the board of the Institute of Strategic and International Studies (ISIS) Malaysia and on the Financial Services Talent Council of Bank Negara Malaysia. He is a Fellow Chartered Banker of the Asian Institute of Chartered Bankers and a member of Economic Action Council Malaysia appointed by the Prime Minister Tun Dr Mahathir Mohamad.
He has an extensive experience and is well known in the Malaysian corporate world. He had been the Group Editor of the New Straits Times, first executive chairman of CIMB and founding chairman of the Malaysian Securities Commission. After stepping down from the Securities Commission, he became Independent Non-Executive Director of Telekom Malaysia Berhad, Chairman of Celcom (Malaysia) Berhad and Non-Executive Chairman of Malaysian Airline System Berhad. He was Founder President of the Kuala Lumpur Business Club, established in 2003 and is a member of the Court of Fellows of the Malaysian Institute of Management.
Tan Sri Dr. Munir obtained a B.Sc (Econ) and Ph.D in International Relations from the London School of Economic and Political Science (LSE) in 1971 and 1978. He is an Honorary Fellow of LSE and continues the long association with his alma mater as Visiting Senior Fellow at the Centre of International Affairs, Diplomacy and Strategy. Tan Sri Dr. Munir is an associate of Southeast Asia Centre (SEAC) at LSE.

Ambassador Extraordinary and Plenipotentiary of the Republic of the Philippines in the Russian Federation

Ambassador Carlos D. Sorreta is the Philippine Ambassador to Russia. Prior to this, he was Director-General of the Foreign Service Institute.
He was Special Assistant to the President and several Secretaries of Foreign Affairs. He was Assistant Secretary for American Affairs and has headed the Treaty, Southeast Asia, United States, and Pacific divisions.
He was the Deputy Permanent Representative at the Philippine Mission to the United Nations in New York. He was also the Deputy Chief of Mission at the Philippine Embassy in Washington.
At the UN, he Chaired the Special Committee on the Charter, was Vice-Chairman of the Committee on Disarmament and International Security, and Vice-President of the Disarmament Commission. He has appeared before the International Court of Justice for the Philippines in the Advisory Opinion on the Legality of the Threat or Use of Nuclear Weapons.
Ambassador Sorreta has specialized training in international law and diplomacy, including a UN Fellowship in International Law at Columbia Law School and the Hague Academy of International Law External Program. Ambassador Sorreta was on the faculty of several colleges and universities in the Philippines. He has a law degree from the University of the Philippines.

Before her involvement with the Ministry of Commerce, She used to serve at Ministry of Health and Ministry of Rural Development, Royal Government of Cambodia.
She received her Medical Doctor degree from the University of Health Science, Cambodia. She holds a Master Degree in Public Health from the University of Oklahoma Health Science Center, United State. She also obtained several degrees in Economic, International Trade, Public Administration, and Human Resource Development.

Desmond Tay

Mr. Desmond Tay co-founded vCargo Cloud (VCC) in 2013 and was subsequently appointed its CEO. A visionary technopreneur, he leads VCC to be one of the fastest growing local companies on a global stage, establishing VCC’s footprint in South East Asia, China, Central Asia, Russia, and Africa. Prior to this, he was Managing Director at Visiflex Pte. Ltd. and BizLabs Pte. Ltd., where he played an instrumental role in driving strategic business plans and partnerships. His previous appointments include Director of Technology at Genii Incorporated Pte. Ltd. and Vice President of Technology at 3rd Frontier Pte. Ltd. A technologist, Mr. Tay started his career as a software engineer at CrimsonLogic Pte. Ltd. and Advanced Systems Automation Ltd.
As an industry veteran, Mr. Tay provides leadership and direction in driving the evolution of trade facilitation and cargo community platforms. He also pioneered the implementation of the e-freight solution for Singapore. A pragmatic architect, Mr. Tay leads the industry in adopting innovative technologies, including the implementation of the world’s first electronic Certificate of Origin solution using Blockchain.
Mr. Tay is a member of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) Digital Economy Task Force. Mr Tay graduated with a Bachelor of Science in Computer Science from Open University, UK, and a Diploma in Electrical Engineering from Ngee Ann Polytechnic.

Yaroslav Lissovolik joined the Eurasian Development Bank as its Chief Economist in 2015. In 2001-2004 he worked in the International Monetary Fund, where he was Advisor to the Executive Director for the Russian Federation in Washington. In 2004 Yaroslav Lissovolik joined Deutsche Bank as Chief Economist; in 2009 he became Head of Company Research in Russia and in 2011- a member of the Management Board of Deutsche Bank in Russia. Yaroslav Lissovolik earned a BA in Economics from Harvard University; an MA in International Economic Relations from Moscow State Institute of International Relations; an MSc in Economics from the London School of Economics, holds a PhD in Economics and is a professor at the department of World Economy at the Diplomatic Academy. Yaroslav Lissovolik is a member of the Advisory Council of the Central Bank of Russia, a member of the Council on foreign and defense policy and a member of the Bretton Woods Committee. In 2012 Yaroslav Lissovolik became a member of the Expert Council of the Russian government as well as the Working group on macroeconomic policy of the Presidential Economic Council. He has published books on Russia's entry to the WTO and on Russia's integration into the world economy, as well as numerous articles and papers on economic and policy issues.
