Russia has significant potential for growth in the SME sector. This potential can be realized by promoting entrepreneurial activity and encouraging the public to become more active in this sphere. Entrepreneurial activity is becoming increasingly important to both the economy and social development. Engagement in small enterprise and the formation of a positive view of entrepreneurship, both as a profession and as a creative force, are important parts of the new government policy on business and entrepreneurship. This session will discuss effective entrepreneurship development and engagement instruments that can be used in the country as a whole and in individual regions, as well as regional instruments and mechanisms for promoting entrepreneurship from the point of view of businesses themselves. Regions play an important role in implementing the federal project to promote entrepreneurship. A systematic, comprehensive approach to promoting entrepreneurship based on best practices must be implemented. Therein lies the key to a rapid positive result. What measures can be taken to increase the attractiveness of business? What steps are regions already taking and what has their effect been? How can the country increase the education and awareness levels of entrepreneurs and simplify beginner entrepreneurs’ access to initial capital? Can international experiences in increasing engagement in entrepreneurship be applied to Russia’s situation?

Born on November 4, 1966 in the city of Chelyabinsk.
In 1989 graduated with honors from the Chelyabinsk Polytechnic Institute, specialization in robototronics, diploma qualification in electrical engineering.
From 1989 to 1991 has undertaken postgraduate training program at the Department of Engineering Economics of the Chelyabinsk Polytechnic Institute.
In 1991 founded a wholesale and retail company engaged in export and import operations. Fluent in spoken English.
In 1995-1998 has graduated from the Ural Academy of Public Administration with a degree in law.
In 1998 invested in the creation of a manufacturing company. The company designs and manufactures motor control centers, co-author of an invention patent.
In 2002 became a founding member of All-Russian Non-Governmental Organization of Small and Medium Business “OPORA RUSSIA”.
In 2005 was elected Chairman of the Chelyabinsk regional office of “OPORA RUSSIA”.
In 2007 was elected to the Board of “OPORA RUSSIA”.
In 2012 was elected first Vice-President of “OPORA RUSSIA” on energy, infrastructure and cluster policy.
Since 2013 – member of the Government Commission on Electric Power Development.
In 2013 was elected Co-Chairman of the Staff of the Chelyabinsk regional branch of the All-Russian Public Movement “People's Front” for Russia!”
Since 2014 – member of the Board of Directors of JSC “ROSSETI” (June 2014), member of the Board of Directors of RAO “UES” (August 2014).
October 29, 2014 was elected President of All-Russian Non-Governmental Organization of Small and Medium Business “OPORA RUSSIA” and Non-Profit Partnership “OPORA”

Alexander Braverman

Mr. Braverman was born on May 1, 1954. He graduated from Kharkiv Engineering and Economics Institute and completed graduate studies at Lomonosov Moscow State Institute of Fine Chemical Technologies. He is a Doctor of Economic Sciences and a professor. 1995–1997 – He served as president of the Russian Marketing Association. 1997–1999 – He was Deputy Chairman of the State Property Committee of the Russian Federation and then First Deputy Minister of State Property of the Russian Federation as well as acting Minister of State Property of the Russian Federation. 1999–2000 – He served as president of the Russian Marketing Association. 2000–2004 – He was Deputy Minister of Property Relations of the Russian Federation and a State Secretary. 2006–2008 – He served as Chairman of the Committee for the Development of an Affordable Housing Market under the Russian Presidential Council for the Implementation of Priority National Projects and the Demographic Policy. August 2008 – Under Order No. 1145-r of Russian Prime Minister Vladimir Putin, he was appointed Director General of the Russian Housing Development Foundation.On Oct the 2nd 2015 A. Braverman was appointed as General Director of Joint-stock company «Russian Small and Medium Business Corporation» (JSC «RSMB Corporation» ). From October 12, 2015 he is a member of the Board of Directors of JSC «RSMB Corporation» ex officio.

In 2004, he graduated from Volga State University of Water Transport.
In 2013, he completed professional retraining at the Presidential Academy of National Economy and Public Administration.

Sergey Morozov

Governor of Ulyanovsk Region

Sergey Morozov was born on September 6, 1959 in Ulyanovsk. After graduating from high school, he worked as a machine operator at a furniture factory. He served in the Pacific Fleet from 1977 to 1980.Since 1981 he has worked at the law-enforcement bodies. He graduated from the All-Union Legal Institute with a major in law. He worked his way up from a criminal investigation inspector at the district office of internal affairs up to the head of a special anti-drug trafficking office of the Internal Affairs Department of the Ulyanovsk Region. In 1995, he was appointed head of the Internal Affairs Department of Dimitrovgrad. In December 2000 he was elected Mayor of Dimitrovgrad. In 2003, Dimitrovgrad won a federal competition and was granted the title of the “Cultural Capital of the Volga Region of 2004”. He has twice been awarded special government prizes for achievements in municipal improvements.In December 2004 Mr. Morozov was elected Head of the Administration of the Ulyanovsk Region. On March 28, 2006, the deputies of the Legislative Assembly of the Ulyanovsk Region approved Mr. Morozov’s candidacy for Governor of the Ulyanovsk Region as submitted by Russian President Vladimir Putin. On March 6, 2011, he was re-elected as Governor for a new term.Mr. Morozov has a PhD in Economy. He defended his dissertation on the subject “Formation of a socioeconomic development strategy for the region”.He is married with five children: two sons and three daughters.

Alexey Fursin

Alexey was born on December 1, 1974.
In 1997 he graduated from the State University of Land Management in Moscow.
From 1997 to 2001, he studied at The Russian Presidential Academy of National Economy and Public Administration (RANEPA).
From 1997 to 1998, he worked as a junior specialist in the department of federal lands of the Department of Land Relations Reform of the State Committee of the Russian Federation on Land Resources and Land Management.
In 1998, he moved to the position of chief specialist of the federal lands department of the Land Policy Department of the Ministry of the Russian Federation on land policy, construction, and housing and communal services.
From December 1998 to August 2000 he served as chief specialist of the department of federal lands of the Office of State and Municipal Lands, was an advisor, deputy head of the Department of State Lands of the State Committee of the Russian Federation on Land Policy.
In 2000, he moved to the position of Head of the Legislative Work Division of the Land Reform Administration, worked as Deputy Head of the Land Reform Administration. Until 2004, he worked as the head of the legislative work and regulatory support section of the Land Policy Department of the Ministry of Property Relations of the Russian Federation.
In 2004, he was appointed Deputy Head of the Office of Real and Movable Property of the Federal Agency for the Management of Federal Property and worked in this position until 2007.
From 2007 to 2008, he worked as Deputy General Director for the separation of state ownership of land and regional development in the Directorate of the Federal State Unitary Enterprise "Federal Computer Center for Stock and Commodity Information Technologies (FT-Center)"
In 2008, he moved to the position of head of the Department of Land Resources and Real Estate. Until October 2015, he held the position of First Deputy General Director of the Federal Housing Development Foundation (“RHD FUND”).
In September 2016, he was appointed First Deputy Head of the Department of Science, Industrial Policy and Entrepreneurship of Moscow.
In February 2017, Alexey Fursin was appointed Head of the Department of Science, Industrial Policy and Entrepreneurship of Moscow.
On September 21, 2018, he was appointed Head of the Department of Entrepreneurship and Innovation Development of Moscow.

Alexey Kozhevnikov

Senior Vice President, Russian Export Center

Before joining Russian Export Center (REC), Aleksey worked as Vice-President of the Center for Strategic Research, where he was in charge of developing export potential and export relations of Russia. As head of design and promotion of international export channels at REC, Aleksey is in charge of practical implementation of that strategic research. He also took part in designing the International Cooperation and Export National Project which he supervises.
Aleksey Kozhevnikov graduated from Cherepovets State University with honours majoring in engineering in 2006. At the same time, he graduated from St. Petersburg Polytechnic University majoring in finance and credit. Later he graduated with distinction from the Russian Presidential Academy of National Economy and Public Administration with a master’s degree in Projects Management of Territorial Development.
Aleksey Kozhevnikov worked for PAO Severstal, heading Cherepovets Investment Agency and Vologda Region Development Corporation. Later, from 2013 to 2017, he took the position of Vice-Governor of Vologda Region for Economic Issues, where he also supervised foreign-policy activities. Since May 2018, he is Senior Vice-President of Russian Export Center.
