Konstantin Polunin is a Partner and Managing Director of BCG Moscow office. He joined BCG in 2008 as a Principal and was promoted to a Partner and Managing Director in 2012. He is a member of BCG's global energy and industrial goods practice areas, as well as a core member of BCG's public sector practice. His extensive consulting experience over the past decade includes projects in Russia, CIS and Europe. Konstantin has worked mostly with the clients in energy, chemical, automotive and transportation industries as well as public sector and government in Russia and Europe. He studied chemistry at the Moscow State University and graduated in chemistry at the Technical University Berlin, with focus on organic chemistry and biochemistry. He holds a Ph.D. in Chemistry from the Russian Academy of Science, with focus on development of new materials, exploring their physical and chemical properties and application opportunities. Since December 2013, Konstantin is a member of the working group on the National Entrepreneurial Initiative under the President's Economic Council of Russian Federation.

John Edward Butler Ransohoff

John leads Bayer global external innovation partnerships, including development of alliances with well-established international scientists and research organizations, as well as young and promising scientific start-ups.
John joined Bayer January 1988 as a Laboratory Head in Medicinal Chemistry.
Between 1992 and 1999 he was a Project Manager in Drug Development.
1999 he was named Corporate Vice-president in charge of the Central Coordination of R&D. He spend 6 years in Strategic Planning both at Corporate and Pharmaceutical Division levels, during that period he lead strategy projects in areas such as Therapeutic Proteins, Hematology Research, Innovation in Glucose Monitoring, Toxicology Operations, for several divisions of Bayer AG.
In 2007 he joined Bayer Innovations as Global Project Leader Plant-made-Pharmaceuticals. In this function he was responsible for the development of a technology platform to express therapeutic proteins in planta, in particular, he lead the development of Bayer’s autologous therapeutic cancer vaccine against Non-Hodgkin’s Lymphoma. This included the oversight of investment in a manufacturing plant, introduction of GMPs, certification by local authorities and finally, conducting a proof-of-concept study in patients.
Since 2014, John has been with the Global External Innovations Group, in charge of Venture Capital Investment and European Projects with impact in clinical development.
A native of the Dominican Republic, John studied Chemistry at Heidelberg University. He worked as a research fellow at the Max-Planck-Institute for Medical Research (Heidelberg) and obtained a Dr.rer.nat. in 1986. He spent two years as Research Associate at Rockefeller University (Tom Kaiser’s Lab) conducting work in molecular biology and enzymology of phosphatases.
John is a member of the Scientific Advisory Board of the Institute for Infection and Immunity at St George's, University of London. He is a former member of the German Research Council Evaluation Committee of Chemistry Faculties.

Andrei Belousov

Born March 17, 1959 in Moscow. Higher education. Graduated in 1981 from Lomonosov Moscow State University as a Cybernetics Economist. From 1981 to 1986, he worked as an intern researcher and junior research fellow of the Central Economics and Mathematics Institute under the USSR Academy of Sciences. From 1986 to 1990, he was a junior research fellow, a research fellow and a senior research fellow at the Institute of Economics and Forecasting of Scientific and Technical Progress under the USSR Academy of Sciences. From 1990 to 2006, he worked as a senior research fellow and head of the laboratory of the Institute for Economic Forecasting under the Russian Academy of Sciences. From 2006 to 2008, he was Deputy Minister of Economic Development and Trade of the Russian Federation. In 2008, he was appointed Deputy Minister of Economic Development of the Russian Federation. From 2008 to 2012, he was Director of the Department of Economics and Finances under the Government of the Russian Federation. From 2012 to 2013, he was Minister of Economic Development of the Russian Federation. Since June 24, 2013, he has been an Aide to the President of the Russian Federation. He holds the rank of an Active State Counsellor of the Russian Federation, first class. He is a doctor of economic sciences. In 2007, he was awarded the honorary title ‘Honoured Economist of the Russian Federation’. In 2009, he was awarded the Order of Honour. He is married with one son.

In 2003 – 2007 Oleg Byakhov headed Department for Strategy of Information Society in the Russian Ministry for IT and Communications. Oleg Teplov

Chief Executive Officer, VEB Innovation

Oleg Teplov is the Chief Executive Officer of VEB Innovations, a subsidiary of Vnesheconombank (VEB) Group, a Russian economist, banker, and financier. He is one of the creators of the National Technology Initiative state program.

Oleg Teplov has been working in the finance industry and public sector for about 20 years, specializing in technological development of the Russian economy. Before joining VEB Innovations, Oleg held the position of referent at the Expert Directorate with the President of the Russian Federation, where he was involved in the development and implementation of the National Technology Initiative (NTI) and drafting the Digital Economy of Russia state program. As a referent at the directorate, he created the system of NTI governance and expansion and developed the National Ranking of Investment Climate in the Constituent Territories of the Russian Federation.

Oleg also leads the Strategic Planning Unit of the Economy and Finance Department at the Executive Office of the Government of Russia, as well as the Strategic Planning Department at the Ministry of Economic Development, where he coordinated the activities of the Strategic Initiatives Agency, Industrial Development Fund, Roseximbank, MSP Bank, and Russian Direct Investment Fund. He also held executive positions in major Russian banks and the global “Big Four” auditing firms.

At present, VEB Innovations under Oleg Teplov's management makes high-risk direct investments in technology-related projects, creates venture funds jointly with major Russian corporations and global partners, as well as fostering investment and technology cooperation with R&D centers, major businesses, and development institutions.

Special attention in his activities is paid to high-potential ICT (information and communication technology) and other projects for the space industry, vertical marketplace initiatives, as well as investments in artificial intelligence, robotics, online education services, and telemedicine. Pharmaceuticals, biotechnology, and new energy-related technologies are prioritized as well.

He was born on March 20, 1964 in the village of Sayranovo, Ishimbay district, Bashkir Autonomous Soviet Socialist Republic.
In 1989, he graduated from the Law Faculty of Bashkir State University, in 1994, he received a master’s degree at the University of Bilkent (Turkey).
He began his career in 1981 as a milling machine apprentice operator at the Ishimbay Transport Engineering Plant.
In 1982–1984, he served in the USSR Armed Forces.
From 1989–1992, he was Assistant Professor at the Department of State Law and Soviet Construction, Faculty of Law, Bashkir State University.
