PRESENTATION OF THE RUSSIAN REGIONAL INVESTMENT CLIMATE INDEX

The Russian Regional Investment Climate Index is designed to assess the effectiveness of efforts made by all levels of the government to improve the conditions for doing business in respective regions. The Index serves not only as a gauge of these efforts, but also as an effective tool for identifying and replicating the best practices employed when working with investors. A pilot test of the Index, including 21 regions, was conducted in 2014. Based on the results, what actions should be taken by regional governments to improve the climate and what are some of the specific innovations and policy measures that may be replicated across a variety of regions?
