In the modern economy universities that combine competencies in the areas of research, education and knowledge commercialization can serve as a starting point for assembling long cooperative chains for the competitive technologies implementation and the high-tech enterprises emergence and thereby influence economic growth. How to assess the technology transfer contribution to the economy development and identify indicators that can be benchmarks of its effectiveness? The session participants are representatives of universities, high-tech companies, development institutes and regulatory authorities that will discuss the technology transfer market current state and potential as well as mechanisms can be used to stimulate its growth.

Vladimir Vasiliev

Rector, ITMO University

Dr. Vladimir Vasilyev (born on April 1, 1951) has been the Rector of ITMO University since 1996 when the Conference of University Employees elected Dr. Vladimir Vasilyev as ITMO University Rector for the five-year term. He's been reelected four times, in 2001, 2006, 2011 and 2016. He is an active corresponding member of the Russian Academy of Sciences and the Russian Academy of Education. He’s been the head of the Council of St. Petersburg Rectors since 2004, vice president of the All-Russian Council of Rectors, and a member of the St. Petersburg Governor's Technical Council.
After graduating from the Leningrad Polytechnic Institute, in 1983, Dr. Vasilyev joined the Leningrad Institute of Fine Mechanics and Optics, which later became ITMO University. In 1991 he became the head of the new department of Information Technologies. His leadership style and vision for innovation, multidisciplinary approach and the importance of partnerships with the industry earned him a prominent position within the university and the scientific community in Russia and beyond. In his capacity as the Rector, he continues to promote those values through creating a unique environment for cutting edge research, international collaboration and education for the modern world.
Dr. Vasilyev is a prominent scientist in the fields of computer telecommunications and mathematical modeling of information systems and multifunctional equipment complexes. He is one of the creators of Russia’s joint scientific educational information environment and the “Electronic Russia” program. Dr. Vasilyev is a recipient of several prestigious awards, including the 2003 and 2005 President of the Russian Federation Award for Excellence in Education and the 2000 and 2008 Government of the Russian Federation Award for Excellence in Education. He is the Honored Scientist of the Russian Federation (2002), Honored Worker of Science and Technology of the Russian Federation (2010), and the recipient of Golden Medal of the Russian Academy of Education “For Scientific Achievements” (2011).

Nikolay Lubimov

Governor of Ryazan Region

Education - higher, University degree. In 1993, he graduated with honours from Kaluga State Pedagogical University after Konstantin E. Tsiolkovsky, with a specialization "teacher of history". In 2001, also with honours graduated from Moscow Humanitarian-Economic Institute (Kaluga branch), with a degree - "jurisprudent". After finishing the University, he headed the scientific-research sector of KSPU after Tsiolkovsky. From 1997 to 2003, held leading positions in organizations of the Kaluga region. June 2004, was appointed to the post of the minister of economic development of the Kaluga region. December 2007, was voted as the Head of the Kaluga City. December 2010, was named to the post of the deputy Governor of the Kaluga region, in 2012 – the deputy Governor of the Kaluga region - the chief of staff of the Kaluga region Governor.
In 2015, was elected as the Legislative Assembly Chairman of the Kaluga region.
September 2016, was voted as a Deputy of the Russian Federation State Duma, was included into the Budget and Taxation Committee, took charge of the sub-committee for interaction with the Account Chamber of Russia.
Was awarded with Honorary Diploma of the Council of Federation of the Federal Assembly of the Russian Federation, with medal "For Merit To The Kaluga region" of the III degree. Was graced with a number of official and public awards.
By the Russian Federation President Decree from 14/02/2017 № 65 is appointed to the position of the Governor designate of the Ryazan region.
September 18, 2017 took office of the Governor of the Ryazan region.
Married, has two daughters.
