Destination: all of Russia! The Role and Challenges of the Regions in Developing Domestic Tourism

In 2021, a new draft law on tourism that reflects key issues concerning the industry’s regulation will be submitted to the Government, and RUB 529 billion will be allocated from the federal budget to implement the ‘Tourism and Hospitality Industry’ national project until 2030, along with another RUB 72 billion from regional funds. The number of domestic holiday trips is expected to more than double from 65 million to 140 million.
The national project will provide an opportunity to support regional tourism initiatives and private companies. Tourism should become profitable for the budget of Russia’s regions and one of the mainstays of economic development. The plan is to achieve this goal using various instruments, while also relying on import substitution.

The event participants will discuss the programmes and projects that are already being implemented as well as an integrated approach to achieving the goals that have been set, including:
— Marco tourism regions, public-private investment projects, and regional tourism concepts
— Improving management and training for the tourism industry
— How will the tourist cashback programme work and what new tools will emerge to support tourists?
— New types of tourism in the regions and which niche should be chosen for development: agro, eco, industrial, educational, or gastronomic tourism
— Assistance to the private tourism business: what support tools exist and are being developed
— Competition among the regions for tourists: key advantages and existing barriers
