In a changing world, healthcare should be seen as investment which allows the country to develop. At the heart of Russia’s national goal of “Preservation of populations, health, and wellbeing” lies the principle of building a healthy society. The key criteria for this are access to medicine, scientific capability, primary medical care and aftercare of the quality and scale that meets the needs of every citizen. The vision for a healthy society should be based on patient-oriented healthcare, social-oriented business and a society which is willing to break with the notion that health is an individual responsibility. Nowadays, we must create the conditions to allow all stakeholders in the sector to cooperate constructively: modern healthcare should be resilient in the face of challenges and should be able to be relied upon, no matter how the sector is developing. How can we build a healthcare system which adheres to the principles of drug safety? What economic stimuli and regulatory decisions are needed so as to localize the production of medicine within Russia? What levers (investment, staff, science and technology facilities) and state support measures are necessary to develop research and development in the pharmaceutical industry? How can we shift the focus onto patient needs and ensure equitable access to medicine and new treatment methods for all patients? How can we balance the interests of healthcare regulators, patients and manufacturers? What role should the pharmaceutical industry play in this ideal model of a healthy society?

Vladimir Geraskin

Vladimir Geraskin,

Vladimir earned a degree in dental surgery at the Moscow State University of Medicine and Dentistry. He also holds an MBA in international business and financial management from the Russian Presidential Academy of the National Economy and Public Administration.
He began his career as a dentist in a clinic under the Russian Ministry of Foreign Economic Relations in 1988, where he held the positions of department head and deputy chief doctor from 1991 to 2000. Concurrently, he was the CEO and majority shareholder at Medstar, a network of private dental clinics, from 1995 to 2000. In 2003, Vladimir was named CEO and managing partner at OOO DMG Company, an integrated healthcare consultancy. From 2006 to 2007, Vladimir acted as the deputy CEO responsible for business development at Poliklinika Tzena-Katchestvo, a network of outpatient clinics. He was appointed the chairman of the board of directors of the European Medical Centre (EMC) in 2008, which he joined in July 2007 as the deputy CEO for business development. From 2009 to 2011, he was the vice president for medicine at Medsi Group, the largest network of private healthcare providers in Russia, where he was responsible for medical developments, medical services and quality assurance, implementation of JCI standards, and relations with other clinical centres and medical schools. He is the founder of Medscan.RF, a network of high-tech diagnostic centres where he held the position of CEO from 2013 to 2016. Vladimir was the CEO of TelemedHelp from 2016 to 2018.

Yuriy Zhulev

President, Russian Hemophilia Society

In 1985, graduated from the school number 856 (Moscow).
In 1991, graduated from the Moscow State Law University.
In 1989, he was elected Vice President of Hemophilia Association (later renamed Hemophilia Society) that was established the same year.
Since 1993, he was the President of the Hemophilia Society.
In 2000, at the founding congress of the Russian Hemophilia Society he was elected its President, and he still holds this position.
In 2002–2004, he was a board member of the European Hemophilia Consortium and member of the World Federation of Hemophilia. He was named ‘Best volunteer’ of the World Federation of Hemophilia for his active work in CIS countries.
At present, he also holds the following positions:
• Co-chairman of the Russian Union of Patients Public Societies;
• Member of Commission for the Disabled under President of the Russian Federation;
• Head of the working group for improvement of the state sociomedical assessment system and monitoring of implementation of decisions made for the Commission for the Disabled under President of the Russian Federation;
• Co-chair of the Council of public agencies for patients’ rights for the Ministry of Health of the Russian Federation;
• Deputy Chairman of the Public Council of the Ministry of Health of the Russian Federation;
• Member of Council of public agencies for patients’ rights for Federal Service for Surveillance in Healthcare;
• Member of Moscow’s regional department of All-Russia People's Front.
Yury Zhulyov was awarded with an honorary certificate by the Ministry of Health of the Russian Federation, an honorary certificate by the Federal Service for Surveillance in Healthcare and Social Development.

Vasily Ignatiev

Born in Moscow, Russia on 27 November 1968.
Ignatiev holds an MD – diploma with honours from the I.M. Sechenov First Moscow State Medical University. Expert in clinical pharmacology. Holds a Candidate of Medical Research Degree. Studied at Columbia University College of Physicians and Surgeons (New York, USA). Holds MBA degrees from Moscow International Higher Business School MIRBIS and London Guildhall University (now part of the London Metropolitan University).
For 7 years Ignatiev worked in the Russian branch of the international pharmaceutical company Bristol-Myers Squibb in the positions of Product Manager, Franchise Manager, Marketing Director.
For 5 years Ignatiev served in the Russian branch of the international pharmaceutical company AstraZeneca in the leading positions of Marketing Director and Sales Director.
In 2008, Ignatiev was appointed Director for Business Development in CJSC R-Pharm, a Russian pharmaceutical company. And now he is the Chief Executive Officer.
In 2018 Ignatiev was elected to become Vice Chair of the Board of the Association of International Pharmaceutical Manufacturers.

Vadim Kukava

Executive Director, The Association of Pharmaceutical Companies «Innovative Pharma»

In 2012, Vadim Kukava was offered the position of Executive Director of the Association of leading global innovative pharmaceutical companies, InPharma. During this time, the Association has become a key player in the Russian pharmaceutical market, collaborating with government bodies to develop balanced regulations of the industry for the benefit of Russian patents.
From 2006 to 2012, Vadim worked in leading international companies that produce consumer goods, in positions connected to public/GR relations and policy affairs. During this time, Vadim participated in discussions on key legislation in the sphere of regulating the tobacco and medical industries, collaborated with representatives of the Russian and European scientific communities, and played an active role in the work of industrial associations, including on the Board. In addition, Vadim was responsible for creating and developing a division for public and regulatory affairs.
From 2004 to 2006, he worked as a consultant at the Federal Agency for State Property Administration (Rosimuschestvo). Vadim was responsible for implementing the full range of powers of ownership related to property within the forestry and chemical industry owned by the Russian Federation.
In 2003, he graduated from the Faculty of Law of the International University in Moscow.

For a long time Mr. Shipkov has worked in the different governmental institutions. He has a deep knowledge and understanding of governmental functioning, as well as a wide range of contacts that contribute to the execution of the assigned duties in AIPM. His career of the government em-ployee includes, among other, the functions of the Director of Pharmaceutical Inspection of the Ministry of Healthcare of the Russian Federation, Deputy Director of the Federal Service of Intel-lectual Property, Patents and Trademarks (Russian Agency for Patents and Trademarks). Mr. Ship-kov also has working experience in the State Duma of the Russian Federation, State Customs Committee of the Russian Federation, banking sector. He served on actual military service.
Since 2007 he is heading of the Association of International Pharmaceutical Manufacturers.
