Experience of the world’s leading countries confirms that investment in healthcare is the most effective strategy for economic growth. High level of public health and personal health of each citizen drives the economy. In 2020 the entire human race faced a global problem, the COVID-19 pandemic, which revealed to a large extent the unpreparedness of national economies and healthcare systems for dealing with new challenges. The solution of this problem requires carrying out innovative approaches at all management levels: globally, nationally, regionally, and municipally. Taking into account strategic national priorities, a wide discussion and implementation of a social model for improving public health at the regional and municipal level as a factor of long-term economic growth is very urgent and important.

Oksana M. graduated from the MMA named after I. M. Sechenov in 1992. From 1992 to 1997 she worked in the intensive care unit of the clinic of internal diseases of MMA named after I. M. Sechenov. From 1997 to 2015 she worked at the Department of internal medicine propaedeutics First Moscow State Medical University named after I. M. Sechenov, where she was promoted from Department assistant to Professor. In 2013, she was Awarded the Russian government prize in the field of education. In 2017 she was appointed to the position of Director of "NMRC PM" of the Ministry of health of Russia.
Professor Drapkina combines ongoing clinical work with research activities.
Awards: diploma of the Ministry of health of Russia, Laureate of the Russian Government prize in education, badge " excellence in health care».
There were defended 16 PhD theses and 1 dissertation for the degree of doctor of medical Sciences under the scientific guidance of O. M. Drapkina, more than 600 scientific article were published in domestic and foreign journals, 7 monographs, 10 textbooks

Mr. Kuvshinnikov was born in Cherepovets in 1965. He was actively involved in sport in his childhood and youth. He is a candidate master of sports in hockey. 1982 – Began working at Cherepovets Metallurgical Plant. 1985–1987 – Served in the Soviet Army. Military rank – sergeant. 1987 – Worked at Cherepovets Metallurgical Plant as the operator of the 250 Mill in the rolling shop. 1994 – Foreman of the rolling shop, then head of the 250 Mill and later deputy head of the production shop. 2000 – Head of the rolling shop. 2002 – Head of Sheet Rolling Shop No. 1. 2002–2006 – Deputy of the Cherepovets City Duma and Chairman of the Urban Affairs Committee. 2003 – Member of the United Russia party. 2004–2005 – Member of the Board of Directors of Severstal. 2004–2006 – Director of Social Amenities at Severstal. 2006 – First Deputy Mayor and acting Mayor of Cherepovets. 2007 – Elected Mayor of Cherepovets (65.3% of votes). 2007 – Member of the political council presidium of the Vologda regional branch of the United Russia party. Sergey Rybalchenko

Mr. Rybalchenko is General Director of the Institute for Research and Community Expert Evaluation, head of the working group for social policy under the Russian Government Expert Board, member of the Community Council at the Russian Ministry of Labour and Social Protection, as well as the Russian Public Labour Board. He graduated from the Bauman Moscow State Technical School (1987) and from the postgraduate course of the National Research Institute Higher School of Economics (2010), Candidate of Economics.
1992 to 2006: worked in local government bodies and, since 2006, has been active in public and research work as an expert in strategic planning, family and demographic policy. He has authored 25 scholarly articles, including 4 monographs. The Institute for Research and Community Expert Evaluation serves as an umbrella for leading experts in family and demographic policies, performing expert evaluation of the regulatory impact of the legislation and managerial decisions.

Born on 3 October 1983 in Irkutsk (Irkutsk Oblast).
In 2005, graduated with honours from Irkutsk State Medical University.
In 2006, graduated with honours from the Academy of Labour and Social Relations, Department of Law.
In 2010, graduated with honours from the Diplomatic Academy of Russian Foreign Ministry.
In 2011, received a Master’s Degree in European Law from Moscow State Institute of International Relations (MGIMO University) under the Ministry of Foreign Affairs of the Russian Federation.
Oleg Salagay is a member of many working groups under the auspices of the World Health Organization, BRICS, and bilateral cooperation. He is Chairman of the Conference of the Parties to the Framework Convention on Tobacco Control.

Ruslan Khalfin is Director of the Higher School of Healthcare Management at the I.M. Sechenov First Moscow State Medical University of the Ministry of Health of the Russian Federation, a medical doctor, Professor, winner of a State Prize of the Russian Federation in the field of science and technology, Honoured Doctor of the Russian Federation, and Actual State Councillor of Russian Federation, 2nd class. He worked for more than 30 years in healthcare in the Sverdlovsk Region. He has also worked in the central office of the Ministry of Health of the Russian Federation and the Ministry of Health and Social Development of the Russian Federation, and has held the post of Deputy Minister under three federal ministers. He has been actively involved in reforming the sector, and was one of the originators and implementers of the national ‘Health’ project. For the past 11 years he has been President of the medical insurance company MAKS-M, part of the MAKS Insurance Group. Chair of the Board of the Russia-wide public organization ‘The Russian Association for the Organization of Health and Public Health’.
