Providing the planet’s population with quality food is a key issue on the environmental agenda. Today, intensive farming is being replaced by green agricultural technologies based on new biological methods, approaches, and developments, which have become mainstream in the global agro-industrial complex. Global agriculture will be almost completely biological within the next 10–15 years. What is Russia’s role in this process, and does it support the concept of ‘green agriculture’? Do business, science, and the state want to build a new industry? Why are we increasingly talking about green agricultural technologies? What issues can they help to solve? Is the agrarian market waiting for the adoption of the law ‘On products with improved properties’? What is the outlook for the sector? What tools are being used to develop green agricultural technologies in Russia? Are market participants ready for the wider adoption of biological methods in production processes? What is the potential of the Russian green agricultural industry and what are its prospects for development in the context of the global agro-industrial complex?

Andrey Guryev

Chief Executive Officer, Chairman of the Management Board, PhosAgro

Andrey Guryev was appointed CEO by PhosAgro’s Board of Directors starting 1 August 2013. Prior to becoming CEO, he served as Deputy CEO of OJSC PhosAgro from April 2011. He was also Deputy CEO for Sales and Logistics of PhosAgro AG from October 2011 to June 2013. From June 2013 to August 2013 Mr. Guryev was the COO of PhosAgro AG. Mr. Guryev has worked at PhosAgro since 2004, holding various positions in the finance department and specialising in fertilizer exports. Mr Guryev graduated from The University of Greenwich in London with a BA in economics, and holds a Master’s degree from the Academy of National Economy under the Government of the Russian Federation. He received a PhD in economics from the National Mineral Resources University (University of Mining).

Graduated from the energy department of Bauman Moscow Higher Technical School, honored inventor of Russia (2009).
Responsible for the selection of projects in the Agency, responsible for interaction with public development institutions, technology parks, foundations.
Has successful experience with incubators and accelerators leading engineering schools of Russia (MIPT, Moscow State Technical University, Moscow State University, MIIT, MEI, etc.), the US (GeorgiaTech, MIT, Berkeley, Columbia, NYU POLY, FAU, and others), Israel (Technion) and Europe (University of Technology of Lausanne, Stockholm University of Technology, etc.), development institutions in Russia (RUSNANO, Russian Venture Company, Skolkovo), USA (NYSEDRA / NY, DOE).
Vadim is actively involved in projects for the reconstruction of engineering competencies and practices of commercialization of innovative technologies in Russia, in cooperation with the committees and commissions of the RSPP (Working Group Skolkovo, on Innovation Board), Chamber of Commerce of the Russian Federation, Commission of Engineering of the Government and the President of the Russian Federation.

Natalia Popova, First Deputy СEO of the Non-State Development Institute “Innopraktika”, President of Vision Media Center LLC, graduated from Finance Academy under the Government of the Russian Federation and the Faculty of Foreign Languages and Area Studies of Moscow State University. Natalia is a member of the Boards of Directors of ITECMA LLC, VEB Ventures LLC, also the Supervisory Boards of the INTC Composite Valley Foundation and MSP Bank JSC, as well as the Board of Trustees of the School Unit of the “Phystech XXI” cluster and the autonomous non-profit educational organization “Phystech-lyceum” named after P.L. Kapitsa. In addition, she is the chairman of the board of directors of IAC OJSC, the co-chairman of the Coordinating Council for the introduction of innovative Russian products into the production and economic activities of Gazprom. Natalia is a member of the Council for the Implementation of the Federal Scientific and Technical Program for the Development of Agriculture for 2017-2025; the working group which provide support to small and medium businesses in high-tech sectors of the economy, including those introducing innovations, implementing projects in the field of import substitution and (or) producing export products and services; to the Expert council for the development of financial instruments and non-financial measures to support enterprises of Russia's defense industry under the Commission of the State Duma on legal support for the development of organizations in the defense industry of Russia. Natalia is the originator and the host of Innopraktika media projects, including such projects as “Dom uchenyh” (lit.: The House of Scientists) in cooperation with “Kultura” TV channel, “Nauka” (lit.: Science) in cooperation with “Russia-24” TV channel, also a member of the committee for preparation and implementation of the global project "Russian Seasons". Since December 2019, Natalia Popova has been holding the position of the Ombudsman representing interests of high-tech leading companies, established on the Commissioner for Entrepreneurs' Rights at the President of the Russian Federation institution basis.

Maxim Protasov

Head, Russian Quality System (Roskachestvo)

Born: 1972 in Moscow. Graduated from the Economics Faculty of Moscow State University and completed postgraduate research at the Institute of Latin America of the Russian Academy of Sciences. 1999 through 2005: member of the Supervisory Council of the National Securities Market Association, of the expert council of the Financial Markets Committee under the State Duma of the Russian Federation. 2011 through 2015: held the position of Chairman of the Management Board of the National Association of Producers and Suppliers of Foodstuffs Rusprodsoyuz. June 2015: appointed head of the Autonomous Non-commercial Organization Russian Quality System (Roskachestvo), set up by Russian Government Directive. Is an active participant in many expert organisations, in particular Open Government, Expert Council of the Federal Antimonopoly Service, working group of the Public Council of the Ministry of Agriculture of the Russian Federation on foodstuff quality, member of the Commission for Supervising the Code of Fair Practices. Married with three children.

Eugenia Serova

Director, Institute for Agricultural Research, National Research University Higher School of Economics

Eugenia Serova was graduated at economic department in Moscow state university with honors degree. Later in the same university she got PhD and doctor degree in economics. Used to work in the research institutes and Presidium of the All-Union Academy of Agricultural Sciences. Was one of the authors of the new USSR land law. In 1991-1994 was an economic adviser to the Russia’s Minister of Agriculture, participated in agrarian reform in the country. Since 1994 a head of the department in the Institute for Economy in Transition and of Analytical Centre AFE. Was a Professor and Chair in the Higher School of Economics. In the 1990s-2000s took part in elaboration of legislative and strategic documents on agrarian development, advised to the ministers of agriculture, economics, and finance, worked in a number of Russia’s regions and in CIS. Since 2007 is a senior adviser to director of FAO Investment Centre. Participated and had a lead in a number of projects in CIS, in sub-Saharan Africa. Was FAO coordinator of the World Grain Forum, St.Petersburg, 2009. Has the awards of Russia’s and France’s Ministries of Agriculture, Stolypin Foundation and Rosstat. Member of International, European, and Russian associations of agricultural economists. Has several books and text books, some 150 publications in Russian and international journals.

Savva Shipov

Deputy General Director - Director for Digital Transformation, URALCHEM

Born in 1980 in Kaliningrad. Graduate of Moscow State Law Academy. From 1999 Shipov worked in the Ministry of Federation Affairs and national and migration policy. From 1998 he held positions of the lawyer, head of the legal service and Deputy Director of the center for legal support of local government. In 2007, he became the President of the center for public reforms AHO. At the same time, he was an expert on a number of commissions under the President. In 2008 he held the position of the Deputy Director, then Director of the Department for development of federal relations and local government of the Ministry of regional development of Russia. Since 2010 he was the Director of the Department of State Regulation of the economy of the Ministry of Economic Development of Russia. From 2011 till 2016, he headed the Federal Accreditation Service. In June 2016, he was appointed the Deputy Minister of Economic Development of the Russian Federation. From 2019 till 2020 he held the positions of the State Secretary – Deputy Minister of the Ministry of Economic Development. Candidate of Juridical Sciences.
