To develop a positive image of the Russian Federation related to tourist services and a unified cultural and tourist space, increase the tourist flow and develop domestic and inbound tourism in the respective regions, the parties will create organizational, economic, legal and other necessary conditions for comprehensive and effective cooperation in the development of the Big Golden Ring interregional project.
The subject of this agreement is comprehensive and effective cooperation of the parties in order to develop and implement the Big Golden Ring interregional project contributing to the development of domestic and inbound tourism in Vladimir, Ivanovo, Kaluga, Kostroma, Moscow, Ryazan, Tver, Tula and Yaroslavl Regions.

Andrey Vorobyov was born on April 14, 1970 in Krasnoyarsk.
2000: Worked as a staffer at the Government of the Russian Federation – assistant to Deputy Chairman of the Government Sergey Shoigu.
2000–2012: President of the Inter-Regional Public Foundation of Support for the United Russia Party.
2002–2003: Member of the Federation Council of the Federal Assembly of the Russian Federation, representative of the executive authority of the Republic of Adygea, Deputy Chairman of the Federation Council Commission on Control over Maintenance of Federation Council Operations, member of the Federation Council Committee on Budget and Taxes.
2003–2011: Deputy at the State Duma of the Federal Assembly of the Russian Federation of the fourth and fifth convocations, Deputy Head of Faction of the United Russia party.
2005–2012: Head of the Central Executive Committee of United Russia.
November 8, 2012 to September 8, 2013: Acting Governor of the Moscow Region.
September 10, 2013: Appointed Governor of the Moscow Region.

In 1998 graduated from Plekhanov Russian University of Economics with a degree in International Economic Relations.
1995-1999 – worked on tax issues in Russian and foreign assurance firms.
1999-2004 – Financial Director for organizations involved in specialized subterranean engineering and construction.
2004-2008 – Deputy Director of the President’s Expert Commission.
2008-2012 – Deputy Minister of Economic Development of the Russian Federation.
2012-2014 – Deputy Presidential Envoy to the Northwestern Federal District. He was responsible for coordinating the efforts of federal authorities in developing Kaliningrad Region.
Since August, 19, 2014 – Deputy Minister of Economic Development of the Russian Federation.
He heads the Russian Secretariat of the Intergovernmental Russian-Chinese Commission on Investment Cooperation. He heads the task force on the advancement of Russia’s economic Interests in the Asia-Pacific region under the Government Commission on Economic Development and Integration.
On October 10, 2018, assumed the post of Governor of the Ivanovo Region

Zarina Doguzova

Head, Russian Federal Agency for Tourism

Born in Tskhinval (Republic of South Ossetia), where she finished high school in 2002.
In 2008 she graduated from the International Journalism Department of the Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of Russia.
From 2008 to 2012 she worked in the Department of the Press Service and Information of the Government of the Russian Federation.
From 2012 to 2019 she worked in the Presidential Press and Information Office.
From 2015, she was the Head of the Department for the support of major international events of the Office.
Doguzova Zarina Valeriyevna participated in organizing, preparing, and providing information and analytical support for various international and domestic events, including the Sochi 2014 Winter Olympics, the 2018 FIFA World Cup, and a number of major government infrastructural projects.

Alexey Dumin

Governor of Tula Region

Alexey G. Dyumin was born August 28, 1972 in Kursk. In 1994 he graduated from the Voronezh Higher Military Engineering School of Radio Electronics.
In 2009 he graduated with honours from the Russian Academy of Public Administration under the President of Russian Federation, and in 2013 – passed professional retraining at the Military Academy of the General Staff of the Russian Armed Forces.
Is married and has a son.
From 1994 to 1996 - engineer of the Central unit of Russian Air Force complex technical control.
In 1996-2013 – held various positions in the Federal Guard Service. Provided the participation of President of Russia in various activities both inside the country and abroad, including summits oh the "Group of Eight", the "Group of Twenty", SCO, APEC, etc.
From 2013 to 2016 – deputy chief of the main department of the general staff, chief of general staff – first deputy commander in chief of land forces, deputy minister of defense.
February 2, 2016 was appointed acting governor of Tula region.
Lieutenant-General. Hero of Russia. Was awarded with the order "For Merit to the Fatherland" IV degree with swords, and other various medals.

Nikolay Lubimov

Governor of Ryazan Region

Education - higher, University degree. In 1993, he graduated with honours from Kaluga State Pedagogical University after Konstantin E. Tsiolkovsky, with a specialization "teacher of history". In 2001, also with honours graduated from Moscow Humanitarian-Economic Institute (Kaluga branch), with a degree - "jurisprudent". After finishing the University, he headed the scientific-research sector of KSPU after Tsiolkovsky. From 1997 to 2003, held leading positions in organizations of the Kaluga region. June 2004, was appointed to the post of the minister of economic development of the Kaluga region. December 2007, was voted as the Head of the Kaluga City. December 2010, was named to the post of the deputy Governor of the Kaluga region, in 2012 – the deputy Governor of the Kaluga region - the chief of staff of the Kaluga region Governor.
In 2015, was elected as the Legislative Assembly Chairman of the Kaluga region.
September 2016, was voted as a Deputy of the Russian Federation State Duma, was included into the Budget and Taxation Committee, took charge of the sub-committee for interaction with the Account Chamber of Russia.
Was awarded with Honorary Diploma of the Council of Federation of the Federal Assembly of the Russian Federation, with medal "For Merit To The Kaluga region" of the III degree. Was graced with a number of official and public awards.
By the Russian Federation President Decree from 14/02/2017 № 65 is appointed to the position of the Governor designate of the Ryazan region.
September 18, 2017 took office of the Governor of the Ryazan region.
Married, has two daughters.

Sergey Sitnikov born January 18, 1963 in Kostroma.
In 1986 Sergey Sitnikov graduated from Kostroma State Pedagogical Institute (specialty "teacher of history and social science, methodologist of the educational work"), then serving in the Soviet Army.
In 1987 he came to the "Komsomol work" and was appointed Secretary of the Kostroma regional Komsomol committee.
In 1990 he went to work in the media, in 1991 he became the chief editor of Kostroma regional youth newspaper "Young Leninist".
In 1992 he headed the Committee for Youth, Family and Children Administration of the Kostroma region.
In 1998 Sergey Sitnikov took over as head of the Kostroma State TV and Radio Company.
In 2002-2004 he was appointed chairman of the STRC Kaliningrad "Amber", Deputy Director General of Radio Baltika, head of the holding "Baltic Media Group".
2005 -2007 - head the STRC "Kostroma".
In December 2005 Sergey Sitnikov was elected a deputy of the Kostroma Regional Duma on the party "United Russia" list.
In 2007 - deputy Head of the Federal Service for Supervision in the Sphere of Mass Communications and Protection of Cultural Heritage (Rossvyazokhrankultura).
In 2008, he is a deputy head, head of the Federal Service for Supervision of Communications, Information Technology and Mass Communications (Roskomnadzor).
April 13, 2012, President Dmitry Medvedev from the list of candidates for the post of head of the region represented by the head of the party "United Russia" State chose the candidacy of Sergey Sitnikov. Kostroma Oblast Duma deputies supported the candidacy of Sergey Sitnikov, and April 28, 2012 he was confirmed as head of the Kostroma region.
Sergey Sitnikov is a member of the Russian Union of Journalists, awarded the medal "For Services to the Fatherland" II degree (1998), I degree (2010), the Order of Friendship (2007).
