Chelyabinsk to host St Petersburg International Economic Forum regional session

A St Petersburg International Economic Forum session is to take place in the Ural Federal District. Part of the “Russia’s Regions: New Areas of Growth” series, it will be held at the Radisson Blu hotel in Chelyabinsk (11, Ulitsa Lenina) on 10 December. The event is being organized by the Roscongress Foundation in collaboration with the Russian Export Center (REC) and the Agency for Strategic Initiatives (ASI). It will be 2018’s final regional session in a series that aims to expand investment opportunities, develop the export potential of the regions, and promote specific areas. 

The event in Chelyabinsk will focus on aspects related to the development of regional infrastructure, applying PPP mechanisms, and improving support for investors in the regions. The programme was drawn up in line with the agenda of the ROSINFRA Infrastructure Congress – a series of events focusing on the development of infrastructure and public-private partnership organized by the Roscongress Foundation and PPP Development Center. 

A number of renowned experts and thought leaders have been invited to the session alongside leading figures such as Nikolay Tsukanov, Presidential Plenipotentiary Envoy to the Ural Federal District; Boris Dubrovsky, Governor of Chelyabinsk Region; Mikhail Rasstrigin, Deputy Minister of Economic Development of the Russian Federation; Andrey Chibis, Deputy Minister of Construction, Housing and Utilities of the Russian Federation; Svetlana Chupsheva, General Director of the Agency for Strategic Initiatives; Andrey Slepnev, CEO of the Russian Export Center; Andrey Kostyuk, Head of the Federal Road Agency; Pavel Brusser, Vice President of Gazprombank; Mikhail Chachin, Vice President and Head of Client Division at Sberbank; Viktor Afonin, Managing Director for Infrastructure Financing at Sberbank; Ilya Sedov, Senior Vice President for Infrastructure at the Russian Direct Investment Fund; Dmitry Tvardovsky, General Director of InfraVEB; Maksim Tkachenko, Executive Director of the PPP Development Center; Natalia Reznichenko, Deputy CEO of the First Concession Corporation (VIS Group); and Alexander Dolgov, Partner at the global law firm Squire Patton Boggs.

The main event of the day will be the plenary session, which will be dedicated to attracting investment to the real economy. Attendees will discuss ways in which national priorities can be transformed to regional ones. They will also examine how large-scale projects to develop transport infrastructure will impact regional economies, and identify infrastructure projects which should primarily lay claim to state support.

The event will then continue with an expert session entitled “Five Issues on the Path to a Breakthrough in PPP”, which will focus on promising projects involving public-private partnership, and the steps required to implement them. There will also be a road show entitled “Promising Regional Infrastructure Projects: Finding Investment and Partners” and a presentation of regional PPP projects currently at the preparatory stage.
