SPIEF to Discuss a Large-Scale Launch of Waste Management Reform
The SPIEF 2019 business programme holds several major events on the reform of the municipal solid waste management industry.
The reform in waste management launched in Russia on 1 January 2019. The reform measures are aimed at greening Russia and are designed to reduce fly dumping, to make the recycling market transparent and civilized. The national Ecology project contains reform performance targets: by 2024, the share of processed garbage should grow from 12% to 60%, and recycled from 7% to 36%.
“Sustainable development, the key topic of SPIEF 2019, is also relevant for environmental conservation, rational exploitation of natural resources, and meeting needs without prejudice to future generations. In this regard, it is imperative to use the best international practices for building an efficient and environmentally friendly waste disposal system,” said Anton Kobyakov, Advisor to the President of the Russian Federation.
The Russian Environmental Operator, a Public Law Company to build a comprehensive system for management of municipal solid waste is the Eco-partner of the Forum and will organize several major business events to discuss the reform.
The business session ‘Scavenge the Country: Waste Management Reform’ is scheduled for 5 June. Among the participants are representatives of the federal government, governors and industry experts. The session is to discuss the transition to a new model for regulating the waste management market and the challenges facing regional and municipal administrations.
“Each region has a waste management scheme and a corresponding regional program; they held tenders to select regional operators. Now regional operators are a single point of contact on all issues related to waste disposal, clearing out unauthorized landfills, organization of waste sorting and landfill disposal of the rest. Our task is to assess market changes, figure out how to interact with a regional operator to promptly clean and comb all cities in the country, regardless of their size, and make them people friendly,” comments Denis Butsayev, General Director of the Public Law Company ‘Russian Environmental Operator’.
Also on 5 June, the business programme participants are to discuss attracting investment to the industry at the roundtable ‘Earning from Wasting: How to Make the Industry Attractive to Investors’. The roundtable ‘Legislative Regulation of Waste Management’ will consider amendments to regulations and discuss gaps of current legislation.
On 6 June, international partners will participate in ‘Defeating Trash: Russian Reform and International Practices’ session, which is to focus on the environmental agenda in the world and Russia. Effective international cooperation in waste management with countries such as Japan, Germany, France and Switzerland is to enable Russia to accelerate the introduction of advanced technologies significantly, make the industry attractive for foreign investments, and also implement the best international experience in establishing a waste sorting system. Among the participants of the meeting are Minister of Natural Resources and Environment of the Russian Federation Dmitry Kobylkin, head of Mitsubishi Corporation (Russia and CIS) Arai Toshikazu, CEO of Suez Group Bertrand Camus.
