Rosneft Signs Agreements on Construction of Build Port Bukhta Sever Oil Terminal and Transport Support for Vostok Oil Project
Rosneft signed agreements during the 24th St. Petersburg International Economic Forum for the construction of the Port Bukhta Sever Oil Terminal to transport oil from the Vostok Oil project. The construction of hydraulic structures for the oil terminal is part of an agreement with United Energy Construction Corporation (UECC). In addition, a contract with LENMORNIIPROEKT will provide the design and survey work needed to expand the terminal.
The agreement with the UECC involves preparing documentation for the Port Bukhta Sever Oil Terminal as well as the construction of two general cargo terminals, two oil terminals, and a terminal for intra-port ships as well as the creation of an artificial land plot. The facilities of the Port Bukhta Sever Oil Terminal and the port infrastructure for storing and shipping oil are included in the list of federally important sites.
Under the contract with LENMORNIIPROEKT, design and survey work will be carried out to expand the Port Bukhta Sever Oil Terminal (second and third stages) to ensure the shipment of commercial oil from the Vostok Oil project.
The work is planned in three stages. During the first stage, a berth for service vessels (port auxiliary service fleet) and berths to unload construction cargo will be built. The waterfront will be fortified, and a number of auxiliary structures will be built. The second stage involves the construction of service berths and terminal facilities. During the third stage, the port’s water area will be equipped, navigation equipment will be installed, and navigation safety system facilities will be built.
The total length of the waterfront to be built at the Port Bukhta Sever Oil Terminal will be 1,275 m. The terminal’s facilities are expected to be able to handle the transhipment of up to 30 million tonnes of oil per year in 2024, up to 50 million tonnes in 2027, and up to 100 million tonnes in 2030.
Agreements were reached on transport support for the Vostok Oil project at the SPIEF. An agreement was signed at the SPIEF with MMC Norilsk Nickel, which aims to develop integrated logistics services for the Vostok Oil project. The document was signed by Rosneft CEO Igor Sechin and MMC Norilsk Nickel President Vladimir Potanin.
Among other things, the agreement calls for the involvement of the mining and metallurgical company’s transport branches as well as the joint use of the Norilsk airport’s infrastructure. There are plans to build a new service centre for the maintenance of aviation equipment as well as additional infrastructure for the timely and sound servicing of rotational personnel and air carriers involved in the Vostok Oil project.
Another agreement was signed at the SPIEF with UTair Aviation, which envisages strategic cooperation in the provision of aviation services over the course of five years.
The agreement aims to expand cooperation between the parties in the provision of air transport services for rotational and cargo transportation as part of the Vostok Oil project as well as other Rosneft oil and gas projects.
In addition, Rosneft and the United Machine-Building Group signed an agreement on the provision of the transport support for the oil company’s projects, specifically special and road-building equipment, among other items, that is needed to implement the first stage of the Vostok Oil project.
The agreement provides for the supply of off-road tractor units, tank trucks, dump trucks, and other equipment produced by the URAL automotive plant. Road construction equipment (motor graders and wheeled and tracked excavators) as well as snow and swamp-going vehicles are to be supplied for the implementation of the Vostok Oil project. The agreement also offers additional opportunities to develop cooperation during the further implementation of the Vostok Oil project.
Rosneft launched the full-scale development of fields in the Taimyr Peninsula in 2020. The Vostok Oil project will help develop the region’s unique resource potential. The project has a competitive advantage due to its proximity to the Northern Sea Route and creates an opportunity to supply raw materials from the Vostok Oil fields in two directions at once: to European and Asian markets. The project will ensure the fulfilment of the tasks set by Russian President Vladimir Putin to increase cargo traffic along the Northern Sea Route.
