Russia’s National Jurisdiction Report Based on Roscongress Forums Discussions

All-Russian public organization Association of Lawyers of Russia in collaboration with the Russian Academy of National Economy and Public Administration under the President of the Russian Federation prepared the report ‘National jurisdiction: on a course to the competitiveness of Russia’s legal system’. The report is based on the discussions that have been taking place since 2016 at the St. Petersburg International Economic Forum, the Eastern Economic Forum, the Russian Investment Forum and other Roscongress Foundation’s events. The document is published in the ROSCONGRESS.ORG Information and Analytical System.

“The Roscongress Foundation events gather over 80,000 participants each year. Their extensive business agenda provides lots of ground for further research. The presented report is a compelling result of this expert and analytical work, designed to unleash economic potential and strengthen Russia’s image in the international community,” said Anton Kobyakov, Adviser to the President of the Russian Federation.

Authors of the report note that although the global competition of legal systems is high, the Russian jurisdiction has its strengths. Among the factors that make it attractive, they name a stable legal consciousness type, a secured state sovereignty and an effective legal system. The authors view the advanced information and digital technologies as incentives for the development of national jurisdiction.

“In light of the new laws that are being drafted and adopted, as they form the legal basis for the digital transition of the national economy, the Russian jurisdiction is gaining new competitive advantages. At the same time, issues dictated by the ‘traditional’ economy remain acute. One of the objectives of our study was to prepare recommendations for a roadmap on managing the competitiveness of the Russian jurisdiction,” said Vladimir Gruzdev, Chairman of the Board of the Association of Lawyers of Russia.

The talking points of the report have been presented earlier at the Gaidar Forum on 15 January 2019.
